Abstract

Artikel ini mengkaji peran Badan Permusyawaratan Desa (BPD) di Desa Ranoketang Tua, Kecamatan Amurang, Kabupaten Minahasa Selatan, terkait dengan pelaksanaan fungsi pengawasan yang dilakukan. Dengan menggunakan metode kualitatif kajian ini akan mengidentifikasi penyebab mengapa fungsi pengawasan Badan Permusyaratan Desa (BPD) terhadap pengelolaan Anggaran Pendapatan dan Belanja Desa (APBDes) tahun 2021 di Desa Rnanoketang Tua, Kecamatan Amurang, Kabupaten Minahasa Selatan tidak berjalan baik. Temuan penelitian menggambarkan penyebab utama tidak jalannya fungsi pengawasan BPD terhadap pengelolaan APBDes di Desa Ranoketang Tua Kecamatan Amurang adalah terkait dengan pedoman teknis, fasilitas dan sosialisasi tentang fungsi pengawasan sebagai tugas BPD yang kurang diberikan oleh Pemerintah Kabupaten Minahasa Selatan. Selain itu adanya permasalahan tunjangan bagi anggota BPD yang dianggap minim, serta Sumber Daya Manusia (SDM) anggota BPD yang kurang memiliki kapabilitas. Hal ini di perparah dengan adanya sikap pemerintah desa yang jarang melibatkan masyarakat dalam kegiatan Musyawarah Perencanaan Pengembangan Desa (Musrembangdes).   Kata Kunci: Fungsi Pengawasan; Badan Permusyawaratan Desa; APBDes     ABSTRACT This article examines the role of the Village Consultative Body (BPD) in Ranoketang Tua Village, Amurang District, South Minahasa Regency, related to the implementation of the supervisory function carried out. Using qualitative methods, this study will identify the reasons why the supervisory function of the Village Consultative Body (BPD) on the management of the 2021 Village Revenue and Expenditure Budget (APBDes) in Rnanoketang Tua Village, Amurang District, South Minahasa Regency is not working well. The research findings describe the main cause of the failure of the BPD's supervisory function on the management of the APBDes in Ranoketang Tua Village, Amurang District, which is related to technical guidelines, facilities and socialization of the supervisory function as a BPD task that is not given by the South Minahasa Regency Government. In addition, there are problems with allowances for BPD members who are considered minimal, as well as Human Resources (HR) for BPD members who lack the capability. This is exacerbated by the attitude of the village government that rarely involves the community in Village Development Planning Deliberations (Musrembangdes).   Keywords: Supervision Function; Village Consultative Body; APBDes

Abstract

Artikel ini mengkaji kinerja Dewan Perwakilan Rakyat Daerah (DPRD) Kabupaten Minahasa Tenggara. Dengan metode kualitatif kinerja DPRD akan dilihat dari bagaimana upaya yang dilakukan dalam meningkatkan pembangunan perkampungan dan pesisir di Desa Borgo Kecamatan Belang, Kabupaten Minahasa Tenggara. Kinerja DPRD akan diukur dengan menggunakan pendekatan yang dikemukakan oleh Dwianto, 2006, tentang indikator mengukur kinerja, yaitu: produktifitas, kualitas layanan, akuntabilitas, dan responsifitas. Hasil penelitian menunjukkan kinerja DPRD Kabupaten Minahasa Tenggara dilihat dari 4 (empat) indikator tersebut belum dapat menunjukan kinerja yang baik. Kata Kunci: Kinerja; Dewan Perwakilan Rakyat Daerah: Minahasa Tenggara ABSTRACT This article examines the performance of the Regional House of Representatives (DPRD) of Southeast Minahasa Regency. With the qualitative method, the performance of the DPRD will be seen from the efforts made in improving the development of villages and coastal areas in Borgo Village, Belang District, Southeast Minahasa Regency. DPRD performance will be measured using the approach proposed by Dwianto, 2006, regarding indicators for measuring performance, namely: productivity, service quality, accountability, and responsiveness. The results of the study show that the performance of the DPRD of Southeast Minahasa Regency seen from the 4 (four) indicators has not been able to show good performance. Abstract

Artikel ini mengkaji bagaimana implementasi program Corporate Social Responsibility (CSR) yang dilakukan oleh PT. Cargill dalam membantu pembangunan di Kecamatan Amurang Barat Kabupaten Minahasa Selatan. Penelitian ini menggunakan metode kualitatif, yang akan mendeskripsikan implementasi program CSR PT. Cargil tersebut. Kajian dilakukan dengan menggunakan pendekatan yang dikemukakan oleh George C. Edward tentang beberapa hal yang dapat mempengaruhi keberhasilan suatu implementasi, yaitu: dilihat dari proses komunikasi, sumber daya yang dimiliki, disposisi, dan bagaimana struktur birokrasinya. Temuan penelitian menggambarkan bahwa dari segi sumber daya yang dimiliki oleh PT. Cargill sudah cukup baik, dari sisi komunikasi pihak PT. Cargill selalu menjaga hubungan baik dengan semua pihak. Dari sisi disposisi yang dilakukan dalam peningkatan ekonomi seperti membuka lapangan pekerjaan bagi masyarakat sekitar dengan gaji dan tunjangan yang sesuai UMP Pemerintah Provinsi Sulawesi Utara dan untuk sumber daya alam, dilakukannya beberapa peningkatan pohon dan tanaman yang pastinya untuk menunjang kepentingan masyarakat dan pihak perusahaan. Sedangkan daeri struktur birokrasi sejauh ini sesuai dengan hasil penelitian yang di peroleh menunjukkan bahwa pihak manajer CSR sudah melaksanakan tugasnya dengan SOP perusahaan, hal ini dibuktikan dengan respon baik dari pihak pemerintah Kecamatan dan juga masyarakat yang tentunya merasakan dengan baik dampak dari program CSR yang dilakukan. Namun memang program CSR yang dilakukan oleh PT. Cargill masih belum merata bagi seluruh masyarakat di Kabupaten Minahasa Selatan. Kata Kunci: Implementasi; Corporate Social Responsibility; PT. Cargill ABSTRACT This article examines how the implementation of the Corporate Social Responsibility (CSR) program carried out by PT. Cargill in assisting development in the West Amurang District, South Minahasa Regency. This study uses a qualitative method, which will describe the implementation of PT. the cargil. The study was carried out using the approach put forward by George C. Edward on several things that can influence the success of an implementation, namely: seen from the communication process, the resources owned, the disposition, and how the bureaucratic structure is. The research findings illustrate that in terms of the resources owned by PT. Cargill has been quite good, in terms of communication from PT. Cargill always maintains good relations with all parties. In terms of the disposition to improve the economy, such as creating jobs for the surrounding community with salaries and benefits according to the UMP of the Provincial Government of North Sulawesi and for natural resources, several improvements to trees and plants are certainly carried out to support the interests of the community and the company. Meanwhile, from the bureaucratic structure so far, according to the research results obtained, it shows that the CSR managers have carried out their duties according to the company's SOPs. However, the CSR program carried out by PT. Cargill is still not evenly distributed for all people in South Minahasa Regency. Keywords: Implementation; Corporate Social Responsibility; PT. Cargill

Abstract

Penelitian ini mengkaji tentang bagaimana peran pemerintah dalam mendukung pengembangan kearifan lokal. Kajian akan berfokus pada peran pemerintah desa Senduk Kecamatan Tombariri dalam mendukung kearifan lokal Mahmejaan yang ada di Desa Senduk. Penelitian ini menggunakan menggunakan metode kualitatif. Temuan penelitian menggambarkan bahwa peran dari pemerintah desa sangat menunjang dan mendukung serta akan terus mendampingi dan memberikan dukungan penuh pada perkembangan tradisi Mahmejaan. Namun, tidak ada anggaran yang di keluarkan oleh Pemerintah Desa untuk tradisi Mahmejaan. Pemerintah Desa hanya membantu menyediakan fasilitas-fasilitas bagi pelaksanaan tradisi tersebut, yang salah satunya adalah memberikan ijin penggunaan Balai Desa untuk pelaksanaan tradisi Mahmejaan. Kata Kunci: Peran; Pemerintah Desa; Tradisi Mahmejaan ABSTRACT This research examines the role of government in supporting the development of local wisdom. The study will focus on the role of the Senduk village government, Tombariri District, in supporting the Mahmejaan local wisdom in Senduk Village. This research uses qualitative methods. The research findings illustrate that the role of the village government is very supportive and supportive and will continue to accompany and provide full support for the development of the Mahmejaan tradition. However, there is no budget allocated by the Village Government for the Mahmejaan tradition. The Village Government only helps provide facilities for the implementation of this tradition, one of which is giving permission to use the Village Hall for the implementation of the Mahmejaan tradition. Abstract

This research aims to explain and analyze the implementation of the family planning program at the Population Control and Family Planning Office of Bitung City based on the scientific research process on the science of development resource management. The research was conducted from March to April 2023. This research took place at the Population Control and Family Planning Office of Bitung City. The results showed that the human resources of program implementers were divided into three groups of work units, namely employees at the Bitung City Population Control and Family Planning Office, employees at the District UPTD. Cadres and PPKBD at the kelurahan level. Employees at the Population Control and Family Planning Office of Bitung City have responsibilities in implementing the program in accordance with their main tasks and functions in the field of population control, counseling and mobilization. Employees at the sub-district UPTD in implementing the program conduct counseling, family planning services and family data collection. Cadres and PPKBD at the village level in implementing the program function to increase family planning participation, reduce alocon dropout, reduce stunting rates, help facilitate family planning services, counseling and family assistance and report regularly every month.

Abstract

The purpose of this study was to analyze the Implementation of the Refocusing Policy on the Village Budget for Fiscal Year 2020 in Kawangkoan Barat District, Minahasa Regency, especially in Kayuuwi Satu Village, Kanonang Lima Village and Tombasian Bawah Village. The research method used in this study is a qualitative research method. The data used are primary data and secondary data, data collected through interview and documentation mechanisms. The data were analyzed qualitatively by going through 4 (four) stages, including: data collection, data reduction, data presentation, and drawing conclusions. The results of this study indicate that the Central Government's policy of making the village expenditure revenue budget to assist in handling the impact of Covid-19 in the village is appropriate and there is a need for other programs besides providing assistance to the community. In addition, the understanding of the size and purpose of the policy of refocusing the village income and expenditure budget in the 3 villages that are the focus of the research is good and understood by implementing actors in the field.

Abstract

Abstract This study aims to analyze and describe Coastal Community Participation in Lake Tondano Preservation Efforts. This research uses a qualitative approach through observation, interviews, document research, primary and secondary data sources, and uses data analysis techniques. The focus of this research utilizes 5 indicators of community participation according to Huraerah. The Minahasa Regency Government seeks to involve local communities through socialization and training in order to achieve effective results in order to preserve Lake Tondano. However, the lack of coordination between the community, village government, and related authorities is still an obstacle. The community also still carries out activities that can unwittingly affect the state and environment around the lake. Although the community has a very good contribution, there needs to be more active awareness in the preservation of Lake Tondano. Minahasa Regency government can facilitate and actively involve the surrounding community in preserving Lake Tondano and also for the local community to be more sensitive to the state of the surrounding environment and more actively participate in contributing to the preservation of Lake Tondano.
