Abstract

ABSTRAK Berdasarkan Keputusan Presiden Nomor 11 Tahun 2020 tentang Penetapan Kedaruratan Kesehatan Masyarakat Corona Virus Disease 2019 (COVID-19), yang menetapkan Corona Virus Disease 2019 (COVID-19) sebagai jenis penyakit yang menimbulkan kedaruratan kesehatan masyarakat dan wajib dilakukan upaya penanggulangan  sesuai dengan ketentuan peraturan perundang-undangan, termasuk upaya untuk penyelenggaraan pemilihan Gubemur dan Wakil Gubemur, Bupati dan Wakil Bupati, dan/atau Wali Kota dan Wakil Wali Kota Tahun 2020. Untuk mengantisipasi menyebarnya Corona Virus Disease 2019 (COVID-19) di wilayah lndonesia, telah ditetapkannya Keputusan Presiden Nomor 12 Tahun 2020 tentang Penetapan Bencana Non Alam penyebaran Corona Virus Disease 2019 (COVIO-19) sebagai bencana nasional yang menetapkan Corona Virus Disease 2019 (COVID-19) sebagai bencana nasional di lndonesia, sehingga perlu dilakukan penyesuaian tahapan, program, dan jadwal penyelenggaraan pemilihan Gubernur dan Wakil Gubernur, Bupati dan Wakil Bupati, dan/atau Wali Kota dan Wakil Wali Kota Tahun 2020. Sebagai pertimbangan untuk melaksanakan ketentuan Pasal 1224 ayat (3) Peraturan Pemerintah Pengganti Undang-Undang Nomor 2 Tahun 2020 tentang Perubahan Ketiga atas Undang-Undang Nomor 1 Tahun 2015 tentang Penetapan Peraturan Pemerintah Pengganti Undang-Undang Nomor 1 Tahun 20'14 tentang Pemilihan Gubernur, Bupati, dan Walikota menjadi Undang-Undang,  perlu menetapkan Peraturan Komisi Pemilihan Umum tentang Perubahan Ketiga atas Peraturan Komisi Pemilihan Umum Nomor 15 Tahun 2019 tentang Tahapan, Program dan Jadwal Penyelenggaraan Pemilihan Gubernur dan Wakil Gubernur, Bupati dan Wakil Bupati, dan/atau Wali Kota dan Wakil Wali Kota Tahun 2020 maka perlu dilaksanakan sosialisasi tahapan lanjutan Pemilihan Serentak Tahun 2020. Penelitian ini menggunakan metode kualitatif deskriptif dengan analisa kajian studi kepustakaan (literature review) terkait dengan masalah pandemi covid -19 maupun wawancara dengan informan.  Wawancara dan literatur review ini digunakan untuk mengetahui langkah-langkah yang dilakukan oleh penyelenggara pemilu (KPU Minahasa Tenggara) maupun para pemilih dalam pelaksanaan Pilkada dimasa pandemi covid-19       Hasil penelitian menunjukan bahwa Pelaksanaan Pemilihan Gubernur dan Wakil Gubernur Serentak Tahun 2020 di tengah kondisi pademi covid-19 butuh strategi yang matang agar pemilih lebih cerdas dan bisa meningkatkan partisipasi masyarakat dalam menggunakan hak pilihnya pada hari pemungutan suara. KPU Kabupaten Minahasa Tenggara terus berupaya menyiapkan rencana kerja untuk bisa memaksimalkan waktu yang tersedia sesuai tahapan yang berjalan. Salah satu tahapan yang sangat penting dalam tahapan persiapan adalah pelaksanaan kegiatan Sosialisasi Pemilihan Gubernur dan Wakil Gubernur Sulawesi Utara kepada masyarakat. Walaupun Pilkada Tahun 2020 yang dikuatirkan banyak orang sangat menakutkan karena dihantui dengan pandemi covid-19 namun ditengah pesimisme masyarakat dalam penyelenggaraan pilkada di masa pandemic covid-19, KPU Minahasa Tenggara dan Masyarakat mampu membuktikan terselenggaranya pilkada hingga akhir tahapan pemilihan.   Capaian 85 % tingkat partisipasi di Minahasa Tenggara merupakan capaian tertinggi di Indonesia sebagai non penyelenggara   atau daerah yang hanya melaksanakan satu jenis pemilihan Gubernur dan Wakil Gubernur.   Kata kunci : Kecerdasan Pemilih,   Pandemi, Pemilihan Kepala Daerah     ABSTRACT Based on Presidential Decree Number 11 of 2020 concerning the Determination of the Corona Virus Disease 2019 (COVID-19) Public Health Emergency, which determines Corona Virus Disease 2019 (COVID-19) as a type of disease that causes a public health emergency and mitigation efforts must be carried out in accordance with regulatory provisions. legislation, including efforts to organize elections for Governor and Deputy Governor, Regent and Deputy Regent, and/or Mayor and Deputy Mayor in 2020. To anticipate the spread of Corona Virus Disease 2019 (COVID-19) in Indonesia, a Decree has been issued President Number 12 of 2020 concerning the Determination of Non-Natural Disasters, the spread of Corona Virus Disease 2019 (COVIO-19) as a national disaster which determines Corona Virus Disease 2019 (COVID-19) as a national disaster in Indonesia, so that adjustments to stages, programs and schedules are needed. holding the 2020 elections for Governor and Deputy Governor, Regent and Deputy Regent, and/or Mayor and Deputy Mayor. As a consideration for implementing the provisions of Article 1224 paragraph (3) of Government Regulation in Lieu of Law Number 2 of 2020 concerning the Third Amendment to Law Number 1 of 2015 concerning Determination of Government Regulation in Lieu of Law Number 1 of 20'14 concerning the Election of Governors, Regents and Mayors become law, it is necessary to stipulate the General Election Commission Regulation concerning the Third Amendment to the General Election Commission Regulation Number 15 of 2019 concerning Stages, Programs and Schedules for the Election of Governors and Deputy Governors, Regent and Deputy Regent, and/or Mayor and Deputy Mayor in 2020, it is necessary to carry out socialization on the follow-up stages of the 2020 Simultaneous Election. This research uses descriptive qualitative methods with analysis of literature reviews related to the Covid-19 pandemic problem as well as interviews with informants. This interview and literature review was used to find out the steps taken by the election organizers (Southeast Minahasa KPU) and voters in implementing the Pilkada during the Covid-19 pandemic.  The research results show that the implementation of the 2020 Simultaneous Governor and Deputy Governor Election in the midst of the Covid-19 pandemic requires a mature strategy so that voters are smarter and can increase public participation in exercising their right to vote on voting day. The Southeast Minahasa Regency KPU continues to strive to prepare work plans to maximize the available time according to the ongoing stages. One of the most important stages in the preparation stage is the implementation of socialization activities for the election of the Governor and Deputy Governor of North Sulawesi to the community.   Even though the 2020 Pilkada was feared by many people to be very scary because it was haunted by the Covid-19 pandemic, amidst public pessimism in holding the Pilkada during the Covid-19 pandemic, the Southeast Minahasa KPU and the community were able to prove that the Pilkada would be held until the end of the election stages. Achieving an 85% participation rate in Southeast Minahasa is the highest achievement in Indonesia as a non-organizer or region that only carries out one type of election for Governor and Deputy Governor.   Keywords: Voter Intelligence, Pandemic, Regional Head Election

Abstract

This study aims to identify and analyze the political communication strategies used by the North Sulawesi Provincial Election Supervisory Agency in tackling the spread of hoaxes in the 2024 elections. In today's digital era, the dissemination of information is no longer limited by space and time, making the flow of news faster and wider. However, this condition also poses a new challenge, namely the rise of hoaxes or fake news that has the potential to disrupt the stability of the general election process. The North Sulawesi Bawaslu as an election supervisory institution has an important role in ensuring the integrity of elections through effective political communication strategies to overcome hoaxes. One of the main tasks of the General Election Supervisory Agency (Bawaslu) is to ensure that the election process runs honestly, fairly, and transparently. In this fast-paced digital information era, the spread of hoaxes or fake news is a serious threat that can disrupt the course of general elections. Therefore, tackling the spread of hoaxes is an integral part of Bawaslu's duties. This research is expected to provide valuable input for Bawaslu and other related parties in designing a more effective communication strategy in tackling hoaxes in the context of future elections.

Abstract

Pelayanan publik di desa merupakan tugas dari pemerintah desa. Namun tugas tersebut sulit untuk diwujudkan jika pemahaman masyarakat juga belum memadai. Salah satu cara untuk dapat meningkatkan kualitas pelayanan publik adalah dengan melakukan perubahan mekanisme pelayanan, yaitu salah satunya dengan memanfaatkan kemajuan teknologi. Faktor ini dapat implementasikan dengan cara merubah mekanisme pelayanan yang awalnya manual menjadi digital. Digitalisasi desa ini selain dapat mempercepat proses pelayanan juga mempermudah, sekaligus menurunkan tenaga dan biaya yang dikeluarkan. Namun keberhasilan program digitalisasi ini memerlukan sumberdaya baik prasarana maupun sumber daya manusia yang memadai. Kegiatan program kemitraan dengan masyarakat ini bertititik tolak dari kendala yang dihadapi oleh Desa Karegesan dalam peningkatan pelayanan publik melalui program digitalisasi. Kegiatan ini bertujuan untuk memberikan pendampingan bagi pemerintah Desa Karegesan dalam upaya peningkatan pelayanan publik dengan cara digitalisasi. Kata Kunci : Digitalisasi Desa; Pelayanan Publik ABSTRACT Public services in the village are the task of the village government. However, this task is difficult to realize if the community's understanding is also inadequate. One way to improve the quality of public services is to change the service mechanism, one of which is by utilizing technological advances. This factor can be implemented by changing the service mechanism from manual to digital. This village digitalization can not only speed up the service process but also simplify it, as well as reduce the manpower and costs incurred. However, the success of this digitalization program requires adequate resources, both infrastructure and human resources. The activities of this partnership program with the community are based on the obstacles faced by Karegesan Village in improving public services through the digitalization program. This activity aims to provide assistance to the Karegesan Village government in efforts to improve public services through digitalization. Keywords: Village Digitalization; Public Services
