Abstract

The global COVID-19 pandemic is a challenge, especially for the Indonesian government in various sectors, one of which is the MSME sector. Considering the MSMEs are one of the largest contributors to GDP in Indonesia, the government must seek to have an appropriate and effective MSME recovery strategy. One of them is the delivery of information related to COVID-19 using social media because this big pandemic also produces various information that can create tension for the community. Therefore, there is a need for effective and appropriate government communication to the community regarding the recovery of MSMEs. Hence, the purpose of this research is to look at the MSME recovery strategy through the @KemenKopUKM Twitter account with the dissemination of actual and valid information to support the development of MSMEs in Indonesia. This can be seen by knowing the intensity of government communication and seeing the relationship between government communication interactions through the Twitter account @KemenKopUKM. This study uses a qualitative research approach and data analysis is processed with the help of NVivo 12 Plus software. The data was obtained through the Twitter account @KemenKopUKM and saw the hashtag #UMKMBangkit. From the results of the study, it was found that the communication built by the government during the COVID-19 pandemic through the Twitter account @KemenKopUKM was active and effective in conveying information to the public related to the development of MSMEs during the pandemic, for example, marketing, how to get capital, digitalization workshops for MSMEs, and many more

Abstract

The research aimed to analyze the challenges faced by Micro and Small Enterprises (MSEs) in Yogyakarta, Indonesia, during the COVID-19 pandemic in adopting digital tools and platforms. The research explored the difficulties encountered by MSEs in Yogyakarta during the pandemic and their efforts to utilize digital solutions, employing a qualitative methodological approach and analyzing secondary data sources. Through in-depth interviews and Focus Group Discussions (FGDs) with 50 MSE owners and stakeholders, supplemented by document analysis of government policies, and existing studies, the research provided insights into the experiences, perceptions, and barriers to adopting digital innovations. Thematic coding of interview transcripts and data synthesis from secondary sources reveal recurring challenges such as financial constraints, limited Internet access, inadequate digital literacy, and insufficient technology infrastructure. Despite these obstacles, the research identifies a positive trend toward digitalization among MSEs, driven by the imperative to adapt to pandemic-induced disruptions and the growing recognition of the benefits of digital technologies. The analysis underscores the critical role of awareness-building, training, and infrastructure development in facilitating successful digital adoption. Additionally, the research highlights the necessity of government initiatives to support MSEs in overcoming the digital divide and emphasizes the importance of sector-specific strategies to address variations in digital adoption patterns. The research contributes to a nuanced understanding of digital adoption dynamics among MSEs in Yogyakarta. It suggests avenues for future research to explore the long-term impacts of digitalization on MSE sustainability and growth.

Abstract

This research shall contribute to the growth of appropriate support frameworks for micro-entrepreneurs to thrive during and after a crisis through associated entrepreneurial development organizations. The coronavirus (COVID-19) pandemic has undeniably had an impact on the world economy and surroundings. Micro-enterprises, particularly in developing countries, have been hit hard by the COVID-19 outbreak. This paper employs personal insight and investigates the emergency situations management strategy throughout most of the pandemic COVID-19 outbreaks from the standpoint of micro-entrepreneurs. It is critical to investigate how micro-entrepreneurs deal with crises and what decisions they make to ensure the survival of their businesses. The results of participant observation shed light on microenterprises' business survival strategy and recovery plan during and after a crisis. According to the findings of this study, the impact of the COVID-19 pandemic was felt the most in Gunung Kidul and Kulon Progo in the Province of Yogyakarta. Aside from being remote from the city center, access to technology is also limited. In contrast to the more advanced cities of Yogyakarta, Bantul, and Sleman. Our research has suggested that micro-enterprise owners and other stakeholders reconsider their business strategies, including crisis scenarios and business continuity plans to virtually sustain customers in order to improve long-term development. We also suggest additional research areas to improve the successful digital transformation of micro-enterprises following the COVID-19 pandemic.

Abstract

Corruption in government services has become a relevant topic of study. This study examines the possibility of corruption in Liberian government services. Previous analyses are still limited to identifying the specific possibilities driving corruption in government services in developing countries. This study uses a qualitative method with a case study approach guided by the Corruption Formula theory across three indicators: monopoly of power (M), discretion by officials (D), and lack of accountability (A), expressed as C=M+D-A. PPrimary data were collected through in-depth interviews with key informants. Secondary data were collected from documentation, journals, newspapers, etc., and analyzed using NVIVO 12 Plus software. The findings revealed the following: (1) service providers have a high monopoly over services, as they often use their dominant positions for personal gain; (2) there is a lot of discretion by officials, giving them the freedom to manipulate systems and engage in illicit activities without clear oversight; and (3) there is limited accountability to hold individuals and institutions answerable for their actions, as officials constantly engage in wrongdoings without facing legal consequences. This study closes the gap in understanding corruption in government services with evidence from Liberia, emphasizing the need for policymakers to enhance the integrity of public services.
