Abstract

This study aims to analyse the conflicts that stemmed from the relocation of street vendors in Simpang Lima, Pati Regency. This conflict is distinct because it is not only related to the refusal to relocate and improve facility quality, but also local government policies that failed to comprehensively address the problem, thereby wasting time and funds. This qualitative research adapts the Policy Conflict Framework (PCF) to analyse data collected through interviews and literature studies. It thus applies the latest and most appropriate framework for comprehensively analysing policy conflicts, particularly those related to the power relations between stakeholders. In so doing, it finds that relocation resulted from a regulatory mandate that was based on considerations made by the government when carrying out public governance. However, this policy created conflicts due to problems with its content and processes. The conflict in this study is evidence that involved actors’ willingness to compromise is one important factor in reducing conflict intensity.

Abstract

Immigration services are one of the services affected by the COVID-19 pandemic. However, as the handling got better, the vaccination program became more widespread and the spread became lower, the Government began to provide some leeway including the opening of borders. People who want to travel between countries begin to prepare themselves by applying for a passport. Immigration Office Class I Non-Checkpoint Pati as an Immigration Technical Implementation Unit faces fluctuations in applications for passport issuance during this pandemic. This is descriptive qualitative research using literature review method, where data were gained from several sources such as related articles, journals, news and data which is released by government. The data were collected during period of time December 2021 until May 2022. From the analysis, it is obtained that issues and information, as well as announcements from the government, influence people to apply for passports. Improving passport services must also consider service quality. It can be described from Internal surveys and also Google Review. There was dynamic condition from the period of time of the analysis which showed dominant positive responses for the services to Immigration Office Pati from immigration service user community.

Abstract

Kabupaten Jepara merupakan Kabupaten di Jawa Tengah dengan perkembangan yang sangat signifikan dalam beberapa tahun terakhir, penyebabnya antara lain dorongan industrialisasi dan peningkatan kesejahteraan warga. Industri yang berkembang tidak hanya mebel, namun industri skala besar seperti garmen, alas kaki maupun konveksi serta pengembangan PLTU di Jepara mendorong peningkatan aktivitas ekonomi warga. Salah satu dampak perkembangan ini adalah semakin banyaknya Orang Asing yang berdiam dan beraktivitas di Jepara serta kebutuhan penduduk Jepara untuk melakukan mobilitas antar negara semakin meningkat. Kebutuhan akan akses layanan izin tinggal bagi Orang Asing dan dokumen perjalanan berupa paspor oleh warga Jepara juga mengalami peningkatan. Oleh karena itu, penting untuk dapat menganalisis sejauh mana peluang dibentuknya Unit Layanan Keimigrasian di Kabupaten Jepara. Penelitian ini menggunakan pendekatan analitis deskriptif dengan mengombinasikan data dan informasi yang didapatkan dari studi literatur dengan hasil wawancara dan observasi. Hasil dari penelitian ini menunjukkan bahwa Kabupaten Jepara memenuhi seluruh unsur yang dibutuhkan untuk dibentuknya unit layanan Keimigrasian berupa Kantor Imigrasi Kelas III di Kabupaten Jepara.

Abstract

Kualitas Kebijakan Publik di Indonesia mengalami peningkatan seiring semakin besarnya tantangan yang dihadapi. Perubahan secara drastis, cepat dan kemampuan untuk beradaptasi terhadap perubahan (disruptive) menjadi salah satu pemicu semakin tingginya kualitas kebijakan di Indonesia. Dengan menggunakan artikel terkait, tulisan ini hendak memberikan gambaran langkah yang dapat dan telah dilakukan Indonesia dalam rangka menghadapi tantangan tersebut. Transformasi teknologi, pembagian peran dengan pihak swasta, peningkatan kualitas tenaga kerja dan memperluas kolaborasi yang dilakukan, menjadi langkah yang dapat menjadi solusi. Peluang kebijakan publik mengambil peran yang lebih besar dalam menghadapi tantangan global menjadi salah satu kunci untuk dapat bertahan. Sinergi antara transformasi teknologi dan kolaborasi harus tetap dikembangkan sehingga Indonesia dapat tetap meningkatkan kualitas pelayanan dan kebijakan publik yang dimiliki.

Abstract

The open selection for the position of Director General of Immigration at the Ministry of Law and Human Rights has become a historic moment with the opportunity for non-civil servants to be involved as candidates. This phenomenon illustrates that the public has high hopes for the Director General of Immigration who will be elected. The hope is that Indonesian Immigration will be more advanced and ready to face challenges. This is descriptive research using a literature study that uses various data and information related to Immigration issues, the selection of the Director General of Immigration and the challenges of Immigration in the future. The Director General of Immigration must be able to be an example (example), have sufficient experience (experience), educated (education), understand the environment and organizational values (environment) and be able to evaluate the program well (evaluation). Therefore, it is important to remind that the Director General of Immigration must understand the work culture of the organization, the ability to change for the better, the ability to make effective decisions, the ability to lead and communicate, the drive to be able to collaborate with strategic partners, equal opportunities in order to develop capacity, be able to achieve performance targets, maximize assets and potential, manage the quality of public services that are getting better and the ability to bring this organization to a better direction.
