Abstract

In this research, researchers discuss the implementation of the SIDUMAS application in serving complaints from the Badung Regency community. Using a qualitative descriptive approach, this research discusses implementation using Ripley and Franklin's success factors and implementation success criteria. The results of this research show that the implementation of the SIDUMAS application is good in terms of bureaucratic compliance. However, it is still not optimal in terms of smooth routine and there are still several problems. The implementation and targeted impacts are still less than optimal. Judging from the account registration process, people have to wait for the data verification process for approximately one week. Some people also think that the registration process is complicated and needs to be simplified. Currently the SIDUMAS application is not yet able to reach smartphones based on Android and iOS with the latest version. Likewise, if we look at the targeted benefits of the SIDUMAS application, it cannot be said to be optimal because it cannot be used by the people of Badung Regency as a whole.

Abstract

As one of the Regional Governments whose regions have determined COVID-19, the Bali Provincial Government in this case the Badung Regency Government Center (PUSPEM BADUNG) in the Department of Personnel and Human Resources Development, in 2020-2021 will make efforts to find budget problems. that happened. The issue raised is the Effect of Budget Refocusing for 2020-2021 on Employee Allowances and the inhibiting factors experienced by the Personnel and Human Resources Development Agency in carrying out budget refocusing or budget allocation for employee benefits. Where Budget Refocusing is the reallocation of the refocusing activity budget to be allocated to activities that were not previously allocated through a budget change mechanism by activating/moving/lowering the budget from previous activities to other activities. Meanwhile, Employee Allowances are in addition (in various forms) beyond the salary provided by the company to employees to increase income. The results of this study indicate that in 2020-2021 there will be a decrease in Additional Employee Income (TPP) by 50% due to the absence of regional income. Therefore, the implementation of budget refocusing on Employee Allowances is intended as a form of economic support (budget) by refocusing a budget and also other options so that with the enactment of this budget allocation, employee allowances can be realized.

Abstract

This study examines the implementation of the pentahelix model in the development of Paksebali Tourism Village toward sustainable tourism in Klungkung Regency. Using a qualitative approach, data were collected through in-depth interviews with government officials, academics, business actors, tourism group (Pokdarwis) managers, and community members, supported by field observations and documentation studies. The data were analyzed using inductive thematic coding to identify collaboration patterns, actor roles, and key challenges. The findings show that the government functions as a regulator and facilitator through policy support, infrastructure development, and capacity-building programs, although coordination between agencies remains inconsistent. Academic involvement contributes to potential mapping and community mentoring but is generally short-term and lacks continuity. Business actors strengthen the tourism economy but tend to work independently, resulting in limited integration with village development plans. The community becomes the core driver of attractions and tourism activities, yet still faces obstacles in service standards, digital literacy, and human resource capacity. The media element shows the weakest performance, with limited digital promotion and minimal collaboration with external media partners. Overall, the realization of the pentahelix model in Paksebali has begun but is not yet optimal. Strengthening coordination mechanisms, sustaining programs, enhancing digital promotion, and improving stakeholder synergy are essential to support sustainable tourism development.

Abstract

This study aims to analyze the influence of thrifting popularity and price factors on fashion consumption patterns among Generation Z in Denpasar City. The rapid development of the fashion industry and the widespread use of social media have significantly influenced consumer behavior, particularly among young people. Thrifting has emerged as an alternative consumption practice due to its affordability, uniqueness, and sustainability value. This study employs a qualitative approach using observation, in-depth interviews, and documentation involving 11 informants selected through purposive sampling. Data were analyzed using the Miles and Huberman interactive model, including data reduction, data display, and conclusion drawing. The results show that social media plays a significant role in increasing the popularity of thrifting, which in turn influences the preferences and purchasing decisions of Generation Z. Price is identified as the main factor driving the shift from new fashion products to second-hand items. Additionally, the study reveals a shift toward more economical, trend-oriented, and environmentally conscious consumption patterns. Thus, thrifting reflects not only a trend but also a transformation in lifestyle and consumption behavior among Generation Z.
