Abstract

Penyebaran Covid-19 perlu tindakan yang cepat dalam penanggulanganya, tidak banyak masyarakat yang mengetahui pentingnya vaksinasi sehingga perlu adanya kerja sama pemerintah dan masyarakat dalam menyelenggarakan progam vaksinasi. Penelitian ini menggunakan observasional deskriptif dengan metode penelitian kualitatif melalui fenomena yang ada serta data pendukung yakni literatur, jurnal, buku bacaan. Tujuan dalam penelitian ini yakni untuk mengetahui partisipasi masyarakat dalam mengikuti progam vaksin sebagai penanggulangan Covid-19 di Desa Batembat Kecamatan Pace Kabupaten Nganjuk. Adapun hasil dari penelitian yang dilakukan didasarkan indikator dari Cohen dan Uphoff (2018) yang terdiri dari: (1) partisipasi dalam mengambil keputusan, masyarakat tidak terlibat dalam pengambilan keputusan melainkan keputusan berdasarkan top-down melalui pemerintah pusat dalam progam vaksinasi dan dilaksankan pemerintah Desa Batembat untuk masyarakat sangatlah efektif dan antusias; (2) partisipasi dalam pelaksanaan vaksinasi, masyarakat sudah berpartisipasi dalam pelaksanaan progam vaksinasi yang dilakukan di Desa Batembat mulai dari anak-anak hingga lansia, meskipun ada beberapa masyarakat yang lalai dalam melakukan protokol kesehatan dan belum mengikuti vaksin namun pemerintah tetap menghimbau mereka; (3) partisipasi dalam manfaat, pemerintah desa dan masyarakat memperoleh manfaat dari progam yang dilakukan yakni terdapat fasilitas yang mendukung dalam penanganan pandemi, selain itu penurunan angka Covid-19 setelah dilakukan progam vaksinasi dan; (4) partisipasi dalam evaluasi, progam yang dilakukan sudah berjalan sesuai tujuan yang diharapkan vaksin tahap pertama hingga ketiga. Pelaksanaan vaksinasi sudah berjalan dengan baik namun, masyarakat kurang memiliki keberanian untuk melakukan suntik vaksin, sehingga perlu adanya usaha lebih dari pemdes dalam menghimbau masyarakat ikut dalam program vaksin melalui sosialisasi,edukasi, nasehat untuk progam kedepanya. Kata Kunci: Partisipasi Masyarakat, Pemerintah Desa, Progam Vaksinasi, Penanggulangan Covid The spread of Covid-19 requires quick action to deal with it, not many people know the importance of vaccination, so there needs to be cooperation between the government and the community in organizing a vaccination program. This study uses descriptive observation with qualitative research methods through existing phenomena and supporting data. The results of the research conducted are based on indicators from Cohen and Uphoff (2018) which consist of: (1) participation in making decisions, the community is not involved in decision making but decisions based on top-down through the central government in the vaccination program and implemented by the Bembat Village government for the community very effective and enthusiastic; (2) participation in the implementation of vaccination, Village ranging from children to the elderly, although there are some people who are negligent in carrying out health protocols and have not followed the vaccine, the government still urges them; (3) participation in benefits, the village government and the community benefit from the program carried out, namely there are facilities that support the handling of the pandemic, in addition to the reduction in the number of Covid-19 after the vaccination program is carried out and; (4) participation in the evaluation, the program has been running according to the expected goals of the first to third stages of the vaccine. The implementation of the vaccination has been going so more efforts are needed from the village government in urging the community to participate in the vaccine program through socialization, education, and advice for future programs. Abstract

This research is intended to analyze the strategic role of the Ponorogo Regency DPRD Secretariat in preventing and minimizing criminal acts of misuse of local government program/activity budgets. Furthermore, this research aims to explore the role and function of the DPRD Secretariat as a partner of the KPK as the Management Unit (UPL). UPL is a task force that partners with the KPK in managing LHKPN at the agency level. The involvement of UPL in LHKPN reporting at DPRD Ponorogo is expected to minimize obstacles during the reporting process and can encourage LHKPN compliance. This research uses a qualitative approach with descriptive analysis techniques, and considers three indicators, namely facilitator, catalyst, and regulator as the unit of analysis. The data collection was carried out using observation, interview and documentation techniques. The collected data is analyzed by reducing data, triangulating, verifying, and drawing conclusions which are then presented by providing recommendations.The research findings show that; 1) The facilitator role that has been carried out by the DPRD Secretariat has met the needs of infrastructure and answered the quality of LHKPN reporting by mediating the KPK with DPRD members and assisting LHKPN reporting; 2) DPRD Secretariat has proven to be a catalyst that is able to monitor LHKPN, circulate notification letters, conduct correspondence administration, and coordinate; 3) As a regulator, DPRD has not carried out harmonization of KPK regulations related to LHKPN at the agency level. The recommendations in this study are that the DPRD Secretariat is expected to become a facilitator of DPRD in increasing the capacity of DPRD members' human resources through support for socialization/training/technical guidance activities, in preparing LHKPN operational standards and formulating agency-level regulations in accordance with KPK guidelines. Abstract

SMPN 13 Surabaya is one of the schools under the supervision of the Surabaya City Education Office that has created an innovation aimed at facilitating educators in processing their rank promotion through an online system called Sistem Aplikasi Guru Surabaya (SIAGUS) or the Surabaya Teacher Application System. This study aims to describe and analyze the implementation of the online rank promotion system through the SIAGUS application at the Surabaya City Education Office. This research is a qualitative study using a descriptive approach. The focus of the research is the implementation of the SIAGUS application-based personnel service, based on the theory of Shams Rahman, Nahid Rashid, Aswini Yadlapalli, and Li Yiqun (2014), which consists of four factors: Institutional Factors, Resource-Related Factors, Access-Related Factors, and Legal/Regulatory Factors. Data collection techniques include interviews and document studies. Data analysis techniques consist of data collection, data reduction, data presentation, and drawing conclusions. The research data include primary data obtained through interviews and secondary data obtained through documentation, historical reports, and documents relevant to the research focus. The results of the study are as follows 1)Institutional factors, which include indicators of political commitment, leadership commitment, and organizational structure, are considered adequate in improving public service delivery due to full support from the agency leadership.2)Resource factors, consisting of human resources, technical capabilities, and financial indicators, are relatively good, although coordination with each school administrator is still needed.3)Access factors include Awareness, Education, and Capacity.4)Legal factors include regulatory frameworks, privacy, and security. The Surabaya City Education Office provides 24-hour service to teachers and education personnel through online platforms.

Abstract

Tracer studies are an important tool for universities to evaluate the relevance of their curriculum to the needs of the workforce. Unfortunately, alumni participation in completing tracer studies remains low, resulting in less than representative data. Therefore, efforts are needed to increase alumni engagement to ensure more accurate tracer study results and to improve educational quality. The goal of this activity is to increase alumni awareness and involvement in completing tracer studies and utilize the results for curriculum development and graduate quality improvement. Specific targets include increased alumni participation in completing tracer studies and more accurate tracer study data analysis that can be used for educational development. The method used is the formation of an active alumni community to encourage participation. All study programs consistently show progress in completing tracer studies each quarter. The Communication Studies Study Program held an alumni association formation event to facilitate alumni networking, alumni canvassing, and job vacancy information.
