Abstract

In realizing efficient energy use, the Government of Indonesia has issued a National Energy Policy in Government Regulation (Peraturan Pemerintah) No. 70 of 2009 concerning Energy Conservation, PT PLN Indonesia Power Priok Unit has carried out efficient operational activities. Therefore, to support the company's sustainability and operational performance, especially in terms of efficiency and operational activities, it is necessary to evaluate the process of energy use. The Combine Cycle Power Plant (CCPP) has several operating configurations according to the gas turbine, heat recovery steam generator (HRSG), and steam turbine amount. CCPP Priok Blok 3 operates full-block 2-2-1 or half-block 1-1-1, which means one gas turbine, HRSG, and steam turbine. This configuration of operation impacts the use of energy, water, and chemicals. For this reason, this project aims to model the use of energy, water, and chemicals using linear regression to determine which operating configurations are highly effective in using energy, water, and chemicals. The result of this linear regression modeling is that at the peak load, operation GT2 (gas turbine 2) is more energy efficient, 1.93% more efficient than GT1, than GT1 (gas turbine 1). At the minimum load, GT1 is 9.36% more energy efficient than GT2. At the same time, the water consumption of GT2 is 35.01% more efficient than that of GT1.

Abstract

Pendidikan sebagai pilar utama pembangunan yang diamanatkan oleh Konstitusi, seringkali dihadapkan pada tantangan maladministrasi yang muncul akibat birokrasi yang lamban. Adapun kasus maladministrasi dalam PPDB Jateng 2023 menjadi fokus penelitian ini, yang bertujuan untuk mengeksplorasi peran ORI perwakilan Jawa Tengah dalam mengatasi permasalahan ini. Metode penelitian yang digunakan adalah metode yuridis empiris dengan pendekatan studi kasus intrinsik, dengan menggunakan teori Administrative Burden Theory dan teori kualitas pelayanan. Hasil penelitian ini, menunjukkan efektivitas Ombudsman dalam menangani masalah maladministrasi. Adapun dari sisi analisis menggunakan Administrative Burden Theory mengungkapkan bahwa beban administrasi yang memengaruhi partisipasi masyarakat dalam melaporkan maladministrasi masih ditemukan. Di sisi lain, dalam dimensi kualitas pelayanan, ORI perwakilan Jateng mampu memenuhi 5 Dimensi Kualitas (Servqual) sebagai indikator Perceived Service, meskipun masih terdapat kendala dalam memenuhi Expected Service. Penelitian ini menghasilkan temuan mengenai komitmen Ombudsman dalam meningkatkan efektivitas kinerja dalam menangani dugaan maladministrasi PPDB Jateng 2023 meskipun tantangan komunikasi dan sosialisasi masih menjadi kelemahan utama. Implikasinya, penelitian ini menggambarkan upaya Ombudsman dalam menanggulangi maladministrasi, sekaligus menyoroti aspek-aspek yang perlu diperbaiki, khususnya dalam memitigasi beban administrasi dan meningkatkan komunikasi dengan masyarakat sebagai penerima manfaat dari pelayanan.

Abstract

This research analyzes a fraud case at Bank Jago involving the embezzlement of customer funds worth Rp1.3 billion by a former bank employee in 2023. This case is of concern because it reveals weaknesses in the internal monitoring system and the risk of abuse of authority. Using a normative legal approach and qualitative descriptive methods, this research examines the chronology of events, the perpetrator's modus operandi, and the effectiveness of applicable regulations. Research data was obtained from secondary sources such as official reports, statutory regulations, internal bank policies, and scientific articles. The research results show that weak internal supervision and unauthorized access are the main causes of fraud. The perpetrators used their authority to illegally unblock customer accounts and transfer funds to their personal accounts, which violates the ITE Law, Fund Transfer and TPPU. This research highlights the importance of applying advanced technology such as artificial intelligence and big data analytics to detect potential fraud, synergy between banking institutions and law enforcement officials, as well as employee training to build an antifraud culture. With these recommendations, it is hoped that research can contribute to improving the integrity and security of the banking sector in Indonesia.

Abstract

Indonesia is currently experiencing a democratic regression, marked by increasing political corruption, restrictions on press freedom, and the weakening of independent institutions, including the Constitutional Court. As an institution tasked with safeguarding the Constitution, the Court is ideally expected to function as a negative legislature—annulling unconstitutional legal norms without creating new ones. However, in recent years, the Court has increasingly acted as a positive legislature by formulating new norms to fill legal gaps. While this move aims to protect citizens' constitutional rights, the absence of clear regulations regarding the scope of the Court’s authority as a positive legislature has led to legal uncertainty and opened the door to potential abuse of power. This study uses normative legal research with a doctrinal approach to analyze the impact of democratic regression on the credibility and effectiveness of the Constitutional Court in fulfilling its role as a positive legislature. The findings indicate that without clear regulatory boundaries, the Court's role risks reinforcing elite political hegemony, disrupting the separation of powers, and undermining public trust in its independence. Therefore, it is recommended that the government and the House of Representatives establish explicit regulations on the Court's authority in exercising its positive legislative function. Additionally, a stricter oversight mechanism is necessary to ensure that the Constitutional Court remains independent and consistent in upholding the rule of law and constitutional democracy in Indonesia.
