Abstract

The Indonesian government is committed to maintaining food security, one of which is through the implementation of the food estate program as part of strategic policies. Causal Loop Diagram and Stock and Flow Diagram in The System Dynamics method is used to analyze the relationship between food estate variables and food safety. The model used focuses on looking at the relationship between land targets and the time or year of the food estate policy program. The purpose of this study is to find out about the success of the land target set in the food estate program. The results are then analyzed according to the condition of food estate in Indonesia. Suggestions and recommendations are given regarding the implementation of the food estate system to achieve food security.

Abstract

Fenomena food waste telah menjadi isu global yang mendesak, tercermin dalam masuknya isu ini ke dalam agenda Sustainable Development Goals (SDGs) poin ke-12 tentang konsumsi dan produksi yang bertanggung jawab. Ironisnya, di tengah upaya pengentasan kelaparan global, jutaan ton makanan justru terbuang sia-sia. Di Indonesia, peluncuran program Makan Bergizi Gratis (MBG) oleh pemerintah pada awal 2025 bertujuan untuk meningkatkan kualitas gizi anak sekolah sekaligus memperkuat ketahanan pangan. Namun, implementasi awal program ini justru memunculkan persoalan baru: meningkatnya limbah makanan akibat rendahnya kualitas dan penerimaan terhadap menu yang disediakan. Penelitian ini bertujuan untuk menganalisis dinamika pelaksanaan program MBG dalam konteks ketahanan pangan dan dampaknya terhadap krisis food waste. Menggunakan pendekatan netnografi dan analisis isi tematik, data dikumpulkan dari berbagai platform digital seperti media sosial dan portal berita daring. Hasil analisis menunjukkan adanya ketidaksesuaian antara tujuan program dan realisasi di lapangan, terutama pada dimensi akses, pemanfaatan, dan stabilitas dalam kerangka ketahanan pangan. Penelitian ini merekomendasikan evaluasi kebijakan berbasis umpan balik masyarakat serta desain ulang program pangan yang lebih partisipatif, berkelanjutan, dan peka terhadap krisis lingkungan yang ada.

Abstract

Japan's policy of releasing treated water from the Fukushima Daiichi Nuclear Power Plant has sparked a global debate over its environmental safety and legitimacy. This issue is not only about the technical aspects of radioactive waste management but also reflects the dynamics of the relationship between science, politics, and international belief. This study aims to analyze the role of the International Atomic Energy Agency (IAEA) in supervising and verifying Japanese policies through the framework of institutional neoliberalism and the classification of the role of international organizations according to Clive Archer. Using a qualitative approach based on an analysis of official documents, IAEA submissions, and related stakeholder responses, the study found that the IAEA plays a role in three main categories: as an instrument, Japan uses the IAEA to gain scientific legitimacy; as an arena, this organization becomes a space for diplomacy between international actors and the exchange of technical information; and as an actor, the IAEA demonstrates autonomous capacity through the establishment of scientific safety standards and the production of global legitimacy. Although the IAEA report guarantees the safety of the Fukushima wastewater release, the responses of China, South Korea, and Pacific nations reflect a disconnect between scientific and moral legitimacy. Thus, this study confirms that the success of international organizations such as the IAEA depends on their ability to build cross-border trust and sensitivity to global values.
