Abstract

Sasaran Keselamatan Pasien (SKP) adalah suatu sistem pelayanan yang harus diberikan kepada pasien dengan tujuannya, agar pasien aman dan nyaman selama menggunakan jasa layanan kesehatan di rumah sakit. Pelayanan kesehatan yang dimaksud adalah pelayanan di Rumah sakit secara menyeluruh baik dirawat inap, rawat jalan, tindakan penunjang, tindakan operasi dan tindakan lainnya. Penerapan SKP ini dilakukan dengan landasan Undang-undang Nomor 44 Tahun 2009 tentang Rumah Sakit. Selain itu, juga berdasarkan Peraturan Menteri Kesehatan (Permenkes) Nomor 11 Tahun 2017 tentang Keselamatan Pasien. Dalam ketentuan yang diatur dalam Permenkes tersebut, terdapat alasan yang mengharuskan setiap rumah sakit menerapkan standar keselamatan pasien. Rumah sakit harus memperhatikan aspek keselamatan pasien pada setiap pelayanan yang diberikan. Keselamatan pasien menjadi prioritas penting bagi tenaga kesehatan dan mereka harus memiliki tingkat pengetahuan yang baik tentang keselamatan pasien dalam pemberian perawatan agar tidak terjadi kesalahan yang dapat mengancam keadaan pasien.

Abstract

The performance of civil servants is needed in a government agency to improve performance. Therefore, to make it happen, skilled and reliable human resources are needed in their fields. Innovation in the field of public services is needed for the creation of comfortable public services. Collaborative leadership is needed to cope with rapid change. The purpose of this study is to determine the Influence of Innovation and Leadership Collaboration on the Performance of ASN of the West Sumatra Provincial Health Office. The qualitative research method uses a descriptive approach, where the data collected is in the form of interview manuscripts, field notes, and other official documents. The results of innovation show that the form of public service ""Go to Heaven" and "Rasa Heaven" are two creative innovations applied in public services in the health sector that have received appreciation from the government and the community.  The conclusion and implementation of the research results that the performance of civil servants can be improved through innovations born by leaders and in collaboration with their staff as well as collaboration with leaders in the City Regency area in replicating these innovations, so as to realize public services that satisfy the community and can reduce the number of pain in the community.

Abstract

Universal Health Coverage (UHC) is a cornerstone of health development, ensuring that all citizens can access needed health services without financial hardship. Administratively, South Kalimantan Province achieved a UHC coverage rate of 99.59 percent in 2025, with several districts exceeding 100 percent. This report aims to critically examine this achievement by situating it within the sustainability framework of Indonesia’s National Health Insurance (JKN). The study employs a descriptive–analytical policy evaluation approach, drawing on secondary data from provincial JKN implementation reports, policy documents, and national and international literature. The findings indicate that high administrative coverage does not necessarily translate into substantive health protection. Structural challenges were identified, including data validity anomalies, a substantial proportion of inactive participants, and financial vulnerability among informal sector workers. Participant inactivity emerges as a key weakness undermining effective UHC, while fragmented data systems and rigid subsidy designs exacerbate the risk of hidden exclusion. The report concludes that post-achievement UHC success requires a paradigm shift from enrollment expansion toward strengthened governance, sustainable financing, and effective, equitable health protection. Without such adjustments, high coverage figures risk becoming an administrative illusion rather than a guarantee of long-term health security.
