Abstract

Communication as a social process that is lived by humans is one of the important components for every individual to maintain their existence in the midst of an increasingly dynamic social life. The Merauke Regency Government regulates and manages the activities of its constituents in terms of communication in the Merauke Regency Regional Regulation Number 5 of 2019 concerning the Implementation of Communication and Informatics. This study aims to determine how the value generated from the implementation of communication policies in Merauke Regency, Papua. This study uses William N. Dunn's public policy evaluation analysis knife with five indicators namely, effectiveness, adequacy, equity, responsiveness and accuracy. This research is a descriptive research with a qualitative approach. The use of qualitative descriptive methods is carried out in order to comprehensively reveal and understand various phenomena that occur in order to obtain a clearer picture of the aspect being studied. Based on the results of the study, it can be seen that the telecommunications and informatics policies implemented by the Merauke Regency Government are categorized as still not effective, not yet able to meet the adequacy of meeting public needs, not being evenly distributed in a positive way, less responsive and not well implemented. This happened because the implementation of policies on telecommunications and informatics as one of the basic needs of modern society was held in order to simply fulfill the obligations of the Merauke Regency Government.  Keywords: Evaluation, Public Policy, Telecommunications and Informatics.

Abstract

Abstrak This study aims to know about “kampus mengajar” program as manifestation of the “merdeka belajar” policy initiate by Ministry of Education, Culture, Research and Technology of the Republik Indonesia. This study is a qualitative research using the systematic literature review method through collection articles and journals as reference source. The result of this study showed that “kampus mengajar” program in terms of community services as manifestation of the “merdeka belajar” policy is taking place. This program provides students with the opportunity to contribute directly to Indonsesia’s education tangibly. The space is so open given by “kampung mengajar” program for the implementation of devotion to the public, that the cross-disciplined students can have the same opportunity to implement the program. So, the students were content with an intelectual activities can distribute their intelectual experiences to the Indonesia’s students schools.

Abstract

Education is one of the most important components in supporting the life of the nation and state. Education in Indonesia is guaranteed by the 1945 Constitution of the Republic of Indonesia which is explicitly stated in the phrase "educating the nation's life". The implementation of higher education in Indonesia has a number of complex dynamics, one of which is about the relevance of the income of Lecturers to PNS status which is less relevant to social status and changing times. This research is a descriptive research with a qualitative approach. The use of qualitative descriptive methods is carried out in order to comprehensively reveal and understand various phenomena that occur in order to obtain a clearer picture of the aspect being studied. Based on the results of the study, it can be seen that the salary system that has been accepted by lecturers with civil servant status can still be categorized as not meeting the eligibility instruments for living lecturers and their families. This happens because the amount of income received by lecturers with civil servant status has no relevance to the social reality that considers the lecturer profession as one of the elite professions in Indonesia but its income is still inferior to other professions.

Abstract

This study aims to analyze business models that can be applied to achieve stability and affordability of strategic commodity prices in Papua Selatan Province. The region faces various challenges such as geographical factors, limited infrastructure, and long supply chains, all of which contribute to commodity price fluctuations. The research employs a mixed-methods approach, including surveys, in-depth interviews, and secondary data analysis to identify effective business models. The results show that integrated business approaches, partnerships with local communities, and the utilization of digital technology can significantly reduce operational costs and improve distribution efficiency. Integrated farming models and the use of blockchain technology have proven effective in reducing dependence on intermediaries and enhancing supply chain transparency. Additionally, government and private sector partnership programs in infrastructure development also show great potential in reducing logistics costs. By implementing more efficient and integrated business models, it is expected that the prices of strategic commodities in Papua Selatan can be kept stable and affordable, thus improving community welfare. This study suggests that government support in the form of subsidies and incentives, as well as enhancements in economic and technological literacy, are crucial for the successful implementation of these business models.

Abstract

This study aims to analyze the optimization of distribution channels for strategic commodities as part of efforts to control the inflation rate in South Papua Province. High inflation in this region is often caused by inefficiencies in the distribution of goods, particularly strategic commodities such as rice, sugar, and fuel. The study employs a descriptive-analytical method with both qualitative and quantitative approaches. Data were collected through in-depth interviews with stakeholders, surveys of distribution actors, and secondary data analysis from relevant agencies. The findings reveal that the main challenges in distributing strategic commodities in South Papua Province include inadequate infrastructure, high transportation costs, and lack of coordination among agencies. To address these issues, the study recommends several strategies, including: improving transportation infrastructure, developing a more efficient logistics system, and enhancing coordination between local and central governments. The implementation of these strategies is expected to facilitate the distribution flow of strategic commodities, reduce distribution costs, and ultimately help control the inflation rate in South Papua Province. Thus, this research provides important contributions to inflation control policies and economic development in the region.

Abstract

Era modern menuntut setiap kalangan untuk dapat beradaptasi terhadap kondisi yang dinamis. Masyarakat, korporasi dan organisasi pemerintahan tidak luput dari hal tersebut, yakni untuk mengadopsi teknologi informasi dan komunikasi menjadi begitu esensial. Penerapan layanan berbasis digital adalah salah satu bentuknya. Pemerintah kampung sebagai salah satu otoritas pemberi layanan sudah selayaknya dapat memberikan layanan berbasis digital melalui penggunaan website sebagai media transmisi informasinya. Pemerintah Kampung Urumb sebagai salah satu pemerintah tingkat desa yang ada di Kabupaten Merauke hingga saat ini belum memanfaatkan website sebagai platform digital dalam memberikan pelayanan kepada masyarakat. Pengabdian kepada masyarakat ini bertujuan untuk mengetahui optimalisasi pelayanan kampung berbasis website di Kampung Urumb Kabupaten Merauke menuju kampung dengan pelayanan digital. Hasil pengabdian kepada masyarakat ini menunjukkan adanya antusiasme yang tinggi dari para aparatur pemerintah kampung maupun masyarakat Kampung Urumb dalam menyambut transformasi layanan berbasis website. Kegiatan ini diharapkan mampu menstimulus setiap elemen baik dari unsur pemerintah kampung, maupun masyarakat untuk mulai memanfaatkan penggunaan platform transmisi informasi dalam bentuk website agar memudahkan setiap layanan yang diberikan oleh Pemerintah Kampung Urumb kepada konstituennya.

Abstract

This study examines the progressivity of livestock policies in supporting national food security. Livestock production is a critical component of agricultural economies and plays a significant role in ensuring a stable food supply. Effective policies can enhance productivity, sustainability, and equity within the sector. The objectives of this study are to analyse the transformation of public policy about livestock and to analyse the impact of the new policy about livestock to the citizen life. This research evaluates the impact of various livestock policies implemented across different regions, focusing on their effectiveness in promoting food security. By analyzing policy frameworks, support mechanisms, and their outcomes, the study identifies best practices and potential areas for improvement. Key findings indicate that progressive policies, which integrate sustainable practices, financial support, and access to markets, significantly bolster food security. Additionally, the study highlights the importance of adaptive policies that respond to environmental challenges and evolving market conditions. Recommendations are provided for policymakers to enhance the progressivity of livestock policies, thereby strengthening national food security and ensuring the resilience of the agricultural sector.
