Abstract

The Nawacita agenda, a priority agenda for President Joko.Widodo and his cabinet, consists of 9 flagship initiatives, and the power to implement them has been delegated to the National Family Planning Coordinating Board (BKKBN). According to the provisions of Law No. 23 of 2014 on Regional Government, specifically in the Division of Concurrent Government Affairs between the Central Government, Provincial Regions, and Regency/City Regions. in letter N (Division of Government Affairs in the Field of Population Control and Family Planning), a Family Planning Village Program (KB Village) policy was drafted in an effort to realize the development priority agenda. Decree of the Sintang Regent Number: 476/500/KEP-DKBP3A/2021 Concerning the Formation of a Regional Working Group (District Working Group) on Population, Family Planning, and Prosperous Family Development in Sintang District, particularly in Teluk Kelansam Village, Sintang District, mandated the establishment of the KKBPK in order to implement the KB Village Program at the district level. The goal of this research was to use the Charles O. Jones Theory to identify, describe, and evaluate the steps taken by the residents of Teluk Kelansam Village, Sintang District, Sintang Regency, as they implemented the KB Village Program policy. First, the findings indicate that the organization in question has the necessary institutional framework, personnel, financial resources, and physical facilities to function effectively. Second, application/application, which involves having a defined work program, work processes, and schedule of activities; third, interpretation, which includes compliance with rules, technical instructions, and implementation instructions.

Abstract

The Galang Batang Special Economic Zone (SEZ) is a strategic initiative by the Indonesian government aimed at enhancing economic growth through mineral downstreaming and logistics. This study investigates the governance of the Galang Batang SEZ, identifying key challenges such as ineffective supervision, inefficient licensing processes, and limited technological integration. The research employs a qualitative approach, utilizing in-depth interviews, document analysis, and direct observations to evaluate existing policies and the role of the Directorate General of Customs and Excise (DJBC) as a trade facilitator. Findings indicate that despite its advantageous geographical location, the SEZ has not fully realized its potential due to governance issues. The DJBC has positively impacted customs procedures but requires improved cross-sector coordination. The study concludes that enhanced governance, technological infrastructure, and policy synergies are critical for maximizing the SEZ's potential as a mineral processing hub. Recommendations include optimizing DJBC's role, developing human resource capacities, and fostering private sector collaboration to ensure sustainable economic growth. This research fills existing gaps in literature regarding the specific governance challenges faced by the Galang Batang SEZ and its integration into global value chains, providing insights for policymakers to enhance regional economic development.

Abstract

Government agencies are one of the agencies that get the spotlight in terms of performance. The Regional Secretariat in its implementation is the center of administrative activities of the wheels of government in the region. Human resources are a benchmark for the success of an organization/agency in achieving performance. However, this need will not be sufficient if it is not supported by performance boosters provided by the company and the employees themselves. The boosters are worker competence, compensation, and a good work environment, all of which will increase work motivation. The purpose of this study was to measure the effect of competence, compensation, and work environment on employee performance through work motivation. This type of research is quantitative research with survey methode within questionnaires. The population used was all employees and leaders at the level of the Riau Islands Regional Secretary as many as 183 people and the sample was all levels of employee positions in the Riau Islands Regional Secretariat, namely 100 people. which was determined by census sampling. Then there is no mediating / intervening effect of work environment between competence and work motivation while compensation has an effect to motivation with moderating work environment. However, there is also an effect of compensation and competence on work performance with motivation as intervening variable.
