Abstract

This article aims to explore criticisms of positivism in the philosophy of science and its relevance to the development of public administration science. The study employs a descriptive-qualitative approach through a literature review to investigate the conception of positivism, its criticisms, and its application in public administration. The results indicate that in the context of public administration, the complexity of phenomena cannot be simply reduced by positivist approaches. Therefore, the reconstructive approach emerges as an intriguing alternative, offering a more holistic, interpretative, and critical perspective in understanding phenomena and practices in public administration. The application of the reconstructive approach in public administration studies involves critical analysis of institutions and policies, interpretative case studies, analysis of power and interests, and collaboration among stakeholders in the policy-making and implementation processes.

Abstract

Keterpenuhan akses yang lebih mudah menjadi keharusan dalam sistem administrasi dan layanan publik, khususnya perpustakaan. Artikel ini bertujuan untuk mengkaji dan menjelaskan tentang Aplikasi iSumbarmambaco yang berperan penting dalam meningkatkan efektivitas dan efisiensi administrasi publik di Perpustakaan Daerah Sumatera Barat. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus untuk menganalisis dampak digitalisasi perpustakaan melalui fitur e-Pustaka. Hasil penelitian menunjukkan bahwa peminjaman buku secara digital telah memberikan kemudahan akses bagi masyarakat, terutama bagi mereka yang memiliki keterbatasan waktu dan akses fisik ke perpustakaan. Namun, tantangan terkait keterbatasan koleksi digital dan kurangnya variasi format materi literasi tetap menjadi perhatian. Keberhasilan implementasi aplikasi ini juga tergantung pada sosialisasi yang efektif dan peningkatan literasi digital di kalangan pengguna dan pengelola perpustakaan. Dengan mendorong kolaborasi antara pengelola perpustakaan dan komunitas, diharapkan dapat memperluas jangkauan dan meningkatkan minat baca di kalangan generasi muda. Temuan ini menunjukkan bahwa aplikasi iSumbarmambaco tidak hanya memperbaiki proses administrasi perpustakaan, tetapi juga menciptakan ruang literasi yang inklusif dan adaptif terhadap perkembangan teknologi, yang pada akhirnya dapat berkontribusi pada pelestarian budaya dan pengetahuan lokal di Sumatera Barat

Abstract

This study examines the factors influencing user satisfaction at the Regional Library of West Sumatra Province. Persistent user complaints regarding staff responsiveness, facility comfort, and declining engagement indicate service deficiencies that require systematic analysis. The study aims to assess how service quality, managerial interpersonal competence, and service facilities, both individually and collectively, affect user satisfaction. Using a quantitative approach with a survey method and proportionate stratified random sampling, data were collected from 392 users in 2024 and analyzed through multiple linear regression. The results show that all three variables have a positive and significant effect on user satisfaction. Service quality emerged as the most dominant predictor, followed by managerial interpersonal competence and service facilities. Together, these factors explain a substantial proportion of the variance in user satisfaction. The findings emphasize the practical need to enhance service quality, staff competence, and infrastructure while also strengthening the theoretical understanding of user-centered service delivery in public libraries. This study reaffirms the relevance of integrated service quality frameworks for improving user satisfaction and underscores the necessity for libraries to adapt to changing user expectations in the digital era.

Abstract

Indonesia's governance reforms have brought about major changes in central-regional relations through the policy of decentralisation. This study analyses the dynamics of decentralisation since the reform era and the contemporary issues that accompany it. Using a descriptive qualitative analysis method based on literature review and secondary data, this study finds that decentralisation has given wider authority to the regions, but faces challenges such as fiscal inequality, uneven bureaucratic capacity, and increased potential for corruption at the local level Policy changes through the 1999, 2004, and 2014 laws show adjustments in establishing a balance between regional autonomy and central control for effective governance. Lack of central-local coordination often leads to overlapping policies, while dynastic politics and weak law enforcement hamper democratisation. However, decentralisation has also encouraged innovation in public services, especially in high-capacity regions, although infrastructure and digital disparities remain an obstacle. To ensure optimal benefits from decentralisation, policy reforms, improved apparatus capacity and closer collaboration between central and local governments are needed to create transparent, effective and sustainable governance. The contribution of this article lies in its presentation, which enriches the public policy literature in Indonesia by providing a comprehensive analysis of the dynamics of post-reform decentralisation and its implications for effective and equitable governance.
