Abstract

AbstractThis reasearch started from the writer’s pre-observation in a local institution of Padang City administration, Social and Human Resource Office of Padang City. Thepre-observation shows problems in leadership and motivation of public servants. Theproblem derives from the lack of support of the leaders about the needs of the workersthat can motivate them to do their jobs, and the lack of guidance by the leaders inconducting tasks. It can be seen from the empty office after lunch because most workersgets home early, especially when the office heads are going out. Theworkers’ lack ofmotivation affect the performance and lack of responsibility for their job assignment,and many workers do their job carelessly when the heads are not present. Thisquantitative reasearch is correlational. The population is the 72 public servants in theSocial and Human Resource Office of Padang City. The sample is measured using slovinformula, and resulted in 68 samples. Descriptive analysis of the paternalistic leadershipstyle shows that 73,03% respondents agree, while the public servants’ motivation showsrespondents agree 78,10%. The result of simple regression analysis shows thatpaternalistic leadership style influences the workers’ motivation as high as 18,2%, with44,1% strength where tcount> t; which is 3,990 > 1,682.Key words : Paternalistic Leadership Style, Work Motivation, Public Service tableAbstrak Penelitian ini dilatar belakangi dari hasil pengamatan awal penulis di salah satuSKPD di Kota Padang yakni pada Dinas Sosial dan Tenaga Kerja Kota Padang yangmenunjukkan bahwa masih terdapatnya masalah mengenai kepemimpinan dan motivasikerja pegawai yang ditunjukkan oleh masih kurangnya perhatian pimpinan terhadapkebutuhan pegawai yang bisa memotivasi pegawai dalam melaksanakan tugas, masihkurangnya bimbingan pimpinan kepada pegawai didalam pelaksanaan tugas, masihkurangnya motivasi kerja pegawai dalam melaksanakan tugas yang diberikan KepalaDinas Sosial Kota Padang, setelah jam istirahat suasana kantor sepi karena parapegawai banyak yang sudah pulang, apalagi jika pimpinan tidak ada di tempat,Rendahnya motivasi pegawai yang berdampak pada kinerja dan kurangnya rasatanggung jawab pegawai terhadap pekerjaannya, dan banyak pegawai yang asal-asalanmengerjakan tugas-tugasnya pada saat pimpinan tidak berada di tempat. Penelitian inimerupakan penelitian kuantitatif dengan jenis korelasional. Populasi penelitian iniadalah keseluruhan pegawai Dinas Sosial dan Tenaga Kerja Kota Padang berjumlah 72orang. Dengan pengambilan sampel menggunakan rumus slovin, sehingga didapatsampel dalam penelitian ini sebanyak 68 orang. Berdasarkan hasil analisis deskriptifuntuk gaya kepemimpinan paternalistik yang diterapkan untuk kelangsugan hidup organisasi di Dinas Sosial dan Tenaga Kerja Kota Padang berada dalam kategori yangtinggi dengan perolehan tingkat capaian responden sebesar 73,03%, sedangkanmotivasi kerja pegawai Dinas Sosial dan Tenaga Kerja Kota Padang juga berada dalamkategori yang tinggi dengan tingkat capaian responden sebesar 78,10%. Hasil analisisregresi sederhana menunjukkan bahwa bahwa gaya kepemimpinan paternalistikberpengaruh signifikan terhadap motivasi kerja pegawai pada Dinas Sosial dan TenagaKerja Kota Padang yaitu sebesar 18,2 %, dengan kekuatan sebesar 44,1% dimana nilaithitung> ttabel, yakni  3,990 > 1,682.Kata kunci : Gaya Kepemimpinan Paternalistik, Motivasi Kerja, Pegawai

Abstract

This research aims to describe the process of nominating women for political parties and the electability of women in the regional representative council Padang City as seen from the 2014 and 2019 elections. Using the concept of Pitkin's descriptive political representation simplified by Phillips as a politics of presence, this paper describes women's electability in the Padang legislature with homogeneous community conditions with majority ethnicity are Minangkabau. The presence of women candidates in the Padang City legislature has benefited from the economic conditions owned both individually and by families. Political factors also show that there's still the influence of family politics in the candidacy of women. The level of incumbent electability was high from the 2014 to 2019 elections, but in quantity, there was a decrease in women's representation in the Padang City legislature. Meanwhile, if we look at the homogeneity of the people in Padang, conditions also follow it in the Padang legislature, which is also filled with representatives of women from Minangkabau ethnicity. However, this community homogeneity does not increase women in political institutions.

Abstract

Musyawarah perencanaan pembangunan (Musrenbang) nagari adalah forum komunikasi bagi para pelaku kepentingan dan juga masyarakat untuk membahas rencana pembangunan yang berbasis masyarakat. Dalam Musrenbang nagari, pihak-pihak yang harus terlibat adalah seluruh stakeholder yang mewakili dari segala bidang kehidupan masyarakat. Namun, dalam pelaksanaannya di Nagari Sungai Nanam, tidak seluruh stakeholder dan juga masyarakat yang seharusnya terlibat, mengikuti kegiatan Musrenbang nagari tersebut. Hal ini disebabkan karena minimnya informasi yang sampai kepada masyarakat, juga latar belakang pekerjaan masyarakat di Nagari Sungai Nanam. Metode yang digunakan dalam penelitian ini yaitu metode kualitatif deskriptif. Teknik dalam pengumpulan data adalah melalui wawancara dan studi dokumentasi. Teknik dalam menganalisis data menggunakan trianggulasi. Dari hasil penelitian diketahui bahwa partisipasi masyarakat dalam Musrenbang di Nagari Sungai Nanam masih termasuk kategori sedang. Kurangnya partisipasi masyarakat dalam Musrenbang di Nagari Sungai Nanam disebabkan oleh bebrapa faktor yang menghambat, yaitu minimnya pengetahuan masyarakat tentang Musrenbang, minimnya informasi mengenai jadwal pelaksanan kegiatan Musrenbang, faktor pekerjaan masyarakat, juga jenis kelamin. Kata kunci: partisipasi, masyarakat, Musrenbang, pembangunan.

Abstract

The RKUHP policy is the result of a regulation made by the DPR in 2019 at the end of its term of office, because the content of this regulation contains a lot of ombiguity and is controversial by students asking the government to re-examine this regulation, participation by students becomes a political force when the president finally takes it. action by resigning the endorsement of this policy to conduct a review, in practice the students of the State University of Padang (UNP) were a part of political power at that time, various ways of participation such as demonstrations, discussions, and the use of social media were carried out by UNP students. The biggest factor that affects the participation of UNP students is experience in organizations and the influence of information on social media. It is recognized that UNP students have high political awareness but it is inversely related to the relatively low trust in the government, thus giving birth to a form of militant-radical political participation

Abstract

This community service partner is the State-Owned Enterprise (BUMNag) Bukit Gadang Mandiri Nagari Sikabau, Dharmasraya Regency. This service activity was carried out to contribute ideas and counseling about the institutional strengthening of BUMNag Bukit Gadang Mandiri in the Management of Wealth Resources of Nagari Sikabau, Dharmasraya Regency. BUMNag is a pillar of economic activity in Nagari which functions as a social institution and commercial institution to be able to encourage the economy of Nagari, with the hope of prospering the economy of the Nagari community. The methods and approaches used include education, socialization, training, and mentoring "participatory rural appraisal". This training stage begins with a survey and the establishment of goals and objectives to be achieved. This service program has a significant impact in increasing the knowledge, skills, and skills of partners in understanding institutional capacity building and being able to formulate and find new business units that can be used as BUMNag based on the characteristics and wealth of the Nagari.

Abstract

The purpose of service is to assist in improving the understanding and skills of Nagari employees in implementing a service model that satisfies the community and Nagari employees, then innovating and developing excellent problem solver skills. The Nagari government is required to be independent in this regard. The village where this service is located is Suayan, Akabiluru District, Fifty Cities Regency, this village has not been able to manage good or excellent services. This Nagari still does not have a service recording machine that is connected online. While Nagari is the government closest to the people. This service activity is ultimately able to provide skills in utilizing service recording machines, as well as being skilled at detecting the weaknesses of nine indicators that are not yet prime (Menpan RB). This service activity is carried out using participatory and mentoring methods. The results achieved are (1) there has been a shift in orientation from a bureaucratic orientation to a public orientation among employees. The ability to understand the TQM-based service model has increased, (2) the skills of Nagari employees have increased, in carrying out services for the satisfaction of the Nagari community. Henceforth, it must be accompanied by a service machine that is connected to a computer (e-government). as well as intensive discussions to become skilled Problem Solvers towards truly excellent service.

Abstract

The community-based drinking water and sanitation program (Pamsimas) is an innovation by the government in increasing public access to proper drinking water and sanitation with a community-based scheme for rural and peri-urban areas. Nagari Lunang Satu is one of the areas targeted by the Pamsimas III program. There was a difference in program success between Tegal Sari Village and Pasar Pagi during the implementation of the Pamsimas program in Nagari Lunang Satu. This research was conducted with the aim of knowing the differences in the successful implementation of the Pamsimas program in Pasar Pagi and Tegal Sari villages and to find out what factors caused the differences in the successful implementation of the Pamsimas program between Pasar Pagi and Tegal Sari villages. The research method used is quasi-qualitative research (quasi-qualitative). The results showed that the implementation of the Pamsimas program in Pasar Pagi Village was running optimally, while the implementation of the program in Tegal Sari Village was not running optimally. The factors causing the difference in the successful implementation of the Pamsimas program between Pasar Pagi and Tegal Sari villages are planning factors, community participation factors or attitudes, and coordination factors.

Abstract

Salah satu penyediaan prasarana dan pemanfaatan ruang adalah peningkatan kenyamanan dan keamanan pejalan kaki untuk menyediakan ruang pejalan kaki yang berada pada sisi ruas jalan seperti pariwisata, pemerintah daerah, maupun sentral kota. Namun kenyataannya jembatan Siti Nurbaya termasuk salah satu kawasan wisata yang pedagangnya berjualan menggunakan ruang pejalan kaki. Deskriptif kualitatif sebagai metode yang digunakan dengan teknik pengumpulan data yaitu dokumentasi, wawancara, dan observasi. Penelitian ini dilakukan dengan teknik analisis data penarikan kesimpulan, penyajian data dan reduksi data. Hasil penelitian ini menunjukkan bahwa penataan pedagang kaki lima belum optimal. Dari penyusunan dan pelaksanaan program penataan untuk pemanfaatan ruang Jembatan Siti Nurbaya yang menggunakan trotoar untuk berdagang oleh pedagang kaki lima masih ada. Sedangkan dalam dasar pengendalian pemanfaatan ruang dinilai berdasarkan ketentuan umum zonasi dan arahan sanksi, dapat dilihat masih ada pedagang melanggar ketentuan umum zonasi aturan terkait peraturan daerah RTRW Kota Padang Nomor 3 tahun 2019 dan pemberdayaan dan penataan Nomor 4 Tahun 2014.

Abstract

Community participation is the participation or involvement of the community in the process of identifying problems, identifying the potential that exists in the community, selecting and making alternative decisions for problem solving solutions, implementing efforts to overcome problems, and also community involvement in the process of evaluating change. that happened. In this study, it is more focused on community participation which is classified as a vulnerable group, vulnerable groups are all people who face obstacles or limitations in enjoying a decent standard of living. The purpose of this research is to find out how to analyze participation, what are the obstacles faced and what efforts are made to increase the participation of vulnerable groups to Covid-19 vaccination at the Mungo Health Center, Lima Puluh Kota Regency. This research is a quasi-qualitative or quasi-qualitative research. Techniques and data collection through interviews and documentation studies. This study uses the theory according to Ahmad Mustanir and Partisan Abadi (2017), the author examines the analysis of the participation of vulnerable groups in the covid-19 vaccination at the Mungo Public Health Center, fifty cities, seen from 4 indicators of community participation, 1) participation, 2) participation, 3 ) contribution, 4) willingness. The results of this study indicate that the participation of vulnerable groups in participating in the Covid-19 vaccination is still lacking.

Abstract

Public satisfaction with public organizations is very important because of the relationship of public trust. Community satisfaction is a basic factor to determine success in a public organization. The public's bad perception of public services causes their level of satisfaction to be low. This also happens to the people of Aceh Singkil today. The purpose of the study was to examine and determine the effect of work quality and work motivation of local government employees on the satisfaction of the people of Aceh Singkil Regency. The research was conducted in Aceh Singkil Regency using an associative quantitative approach. The sampling technique used was convenience sampling (sampling based on subject availability), with a sample size of 100 respondents. Data collection uses an instrument in the form of a questionnaire which is based on variable indicators. This study consists of three variables, namely two independent variables (quality of work and work motivation) and one dependent variable (satisfaction). The previous questionnaire has been tested for validity and reliability. Data collection techniques also use documentation studies using primary data and secondary data. The data was then analyzed using multiple regression analysis after the classical assumption test was previously carried out. The results of the study concluded that there was a simultaneous positive effect of the quality of work and work motivation of local government employees on the satisfaction of the people of Aceh Singkil Regency by 39.6%, with a significant contribution. While partially each independent variable also has a significant influence on community satisfaction, namely 36.1% for the effect of the work quality variable and 26.2% for the influence of the work motivation variable.
