Abstract

Penelitian ini bertujuan untuk memformulasikan strategi percepatan pelaksanaan pengadaan tanah jalan tol Bogor Outer Ring Road Seksi IIIA dengan menggali faktor-faktor yang mempengaruhi keterlambatan pengadaan tanah dan memberikan alternatif penyelesaian masalah pada pengadaan tanah jalan tol Bogor Outer Ring Road Seksi IIIA. Penelitian ini merupakan penelitian kualitatif dengan menggunakan analisis isi (content analysis). Untuk informan penelitian, ditentukan dengan teknik purposive sampling dan accidental sampling. Teknik pengumpulan data berupa observasi, wawancara, kuesioner dan dokumentasi. Hasil penelitian ini menunjukan bahwa belum adanya perubahan waktu pelaksanaan pengadaan tanah yang lebih efektif, kendala berupa kekurangan sumber daya manusia pada Kantor Pertanahan dan berlarut-larutnya penanganan tanah sisa pengadaan tanah. Dengan demikian, diperlukan upaya perubahan berupa waktu pelaksanaan tahapan yang dibuat singkat yaitu dengan merubah skema mekanisme penyelesaian tanah sisa dan menambahkan tenaga PNS petugas ukur atau surveyor berlisensi sesuai dengan kebutuhan luas lahan dalam pengadaan tanah.

Abstract

Salah satu permasalahan penyediaan air bersih untuk masyarakat perkotaan di Indonesia adalah belum terpenuhinya layanan PDAM dengan baik sehingga masyarakat lebih cenderung menyediakan kebutuhan air bersih secara individu. Tujuan dari penelitian ini agar tersusunnya strategi yang tepat dalam penanganan penyediaan air bersih di Kawasan perumahan perkotaan yang konsisten dan berkelanjutan dan tujuan penelitian ini adalah mengetahui pengaruh karakteristik penghuni perumahan terhadap persepsi penghuni perumahan dalam penyediaan air bersih secara individu dan oleh PDAM, mengkaji pengaruh aspek fisik air baku, aspek tata ruang, aspek lingkungan, aspek sosial, aspek ekonomi, aspek kelembagaan terhadap berkembangnya penyediaan air bersih individu, dan merumuskan strategi penanganan penyediaan air bersih perkotaan yang konsisten dan berkelanjutan. Penelitian ini menggunakan metode penelitian deskriptif kuantitatif, metode analisis SPSS dan metode analisis SWOT untuk mengetahui pengaruh karakteristik penghuni perumahan terhadap persepsi penghuni perumahan, pengaruh aspek-aspek terhadap berkembangnya penyediaan air bersih secara individu dan menentukan strategi yang tepat dalam penanganan penyediaan air bersih. Hasil analisis menunjukkan persepsi penghuni perumahan dalam melakukan penilaian terhadap penyediaan air bersih dan oleh PDAM cenderung sama tidak dipengaruhi oleh karakteristik penghuni perumahan. Sedangkan aspek fisik air baku, aspek tata ruang, aspek lingkungan, aspek sosial, aspek ekonomi, aspek kelembagaan berpengaruh kuat terhadap berkembangnya penyediaan air bersih secara individu di Kawasan perumahan Bekasi utara. Dari analisis SWOT, dapat ditentukan strategi pengelolaan air bersih secara konsisten dan berkelanjutan dimana langkah-langkah konkrit yang harus dilakukan adalah peran serta yang aktif dari masyarakat untuk selalu menjaga kualitas air tanah dan membuat daerah resapan air, program kerjasama PDAM dengan pihak swasta untuk meningkatkan masalah pendanaan PDAM dan dukungan yang kuat dari pemerintah daerah dalam sosialisasi lingkungan yang bersih dan tidak tercemar.

Abstract

North Cikarang District is an area that is developing rapidly so there is a need to control high density blocks, the area has developed rapidly in the last 10 years. The growth of the city population has an impact on the increasing development of trade and service corridors on strategic main roads. This trend can continue considering that land values are increasing and the land around RTH is very strategic in location, so the development of multi-story buildings needs to be controlled, so that the composition of vertical and horizontal space is maintained. The analysis techniques used in this research are qualitative descriptive analysis and Geographic Information System analysis. The aim of using this approach is to describe people's behavior, field events, and certain activities in detail and in depth. What is meant by descriptive research is research simply to describe a variable relating to the problem being studied without questioning the relationship between variables. The results of this research obtained several strategies for utilizing the space of trade and service areas in the North Cikarang urban area, including: 1) 35% of the development monitoring process carried out in North Cikarang City has not paid attention to the IMB provisions, such as exceeding GSB, KDB, KDH, and even not have an IMB such as a residence; 2) There is no space provided for the Street Vendors (PKL) area in North Cikarang Urban Center; 3) Making the North Cikarang area an area of green open space and public space; 4) Limiting development that occurs in the North Cikarang area; 5) Conduct outreach regarding the importance of community participation in maintaining green open space areas as conservation areas; 6) Take action against violations of space use in the North Cikarang area that are not in accordance with the spatial planning plan.

Abstract

The existence of the Jakarta-Bandung High-Speed Train Project (KCIC), which is planned to have a station in Karawang Regency, has spurred the development of a transit-oriented development (TOD) area. The development of this area will impact the provision of supporting facilities and infrastructure such as housing, healthcare facilities, educational facilities, and others. The Karawang TOD area, covering an area of approximately ±250 hectares, is located in two villages, namely Wanasari and Wanakerta, in the Telukjambe Barat District of Karawang Regency, West Java Province. The development of the Karawang TOD area will have both positive and negative effects on local government finances. Revenue from development comes from taxes, levies, and balance funds. Meanwhile, local government expenditures are incurred for the provision and maintenance of public infrastructure due to development. This study discusses the extent to which the development of the Karawang TOD area affects local government finances. The method used is fiscal impact analysis. Calculations are only made for revenue and expenditure that are direct impacts of the development of the Karawang TOD area. Based on fiscal impact analysis in this study (2019-2043), the development of the Karawang TOD area has a positive value of Rp. 316,495,375,189,-. This means that local government revenue exceeds expenditure (surplus). The positive result is attributed to the efforts made by the developers to internalize the impacts arising from development. A positive result also implies that the development of the Karawang TOD area does not burden the local government budget, and therefore, development can continue until completion according to the planned schedule. However, it is known from the analysis that there is a significant decrease after the completion of the development of the Karawang TOD area, assuming that the entire area is fully operational. Therefore, a fiscal impact analysis with a longer time frame is needed to ensure that new developments do not have a negative impact on local government finances. Considering the importance of understanding the fiscal impact of new development, fiscal impact analysis can be used as a procedure in the formulation of new development policies by local governments

Abstract

Many factors can affect the existence of slum areas. These factors include urbanization, infrastructure, economy, urban land, spatial planning, urban attractiveness, socio-cultural, building ownership status and length of stay. urban attractiveness, socio-cultural, building ownership status and length of stay of residents. occupants. From the description of the problem of slum areas in West Bekasi, the purpose of this study is to analyze the Socio-Economic conditions of the Slum Area Community and its Development When Viewed from the Aspects of the City Spatial Plan. To answer the problem formulation and objectives in this research, the researcher uses a Qualitative Method using a case study approach, which is intended to explore the socio-economic conditions of the community in the West Bekasi Slum Area, by means of interviews and observations during the research. The analysis tool used is through three stages: Data Reduction; Data Presentation and Conclusion Drawing or Verification. The research results of the Socio-Economic Condition Analysis of Communities in Bekasi City Slums are as follows: 1. The Socio-Economic Condition of the West Bekasi Slum Area, can be described as a poor neighborhood, due to low income levels, low education levels, odd jobs such as laborers, gojek drivers. The majority of residents are migrants from around outside Bekasi city; 2. From the aspect of ownership, most of them are self-owned, but some of their land status is not certified but is legal because it is in the form of girik. Due to low incomes, generally below Rp.1,000,000 per month, in addition to low education levels, their attention and knowledge are limited in maintaining a clean environmental lifestyle or free from slums; 3. There are three (3) important points that are of concern in dealing with socio-economic issues in the West Bekasi Slum, namely; a. Public awareness in the slum area, in terms of maintaining cleanliness and public order Rehabilitation efforts by the government (already underway) on the supporting infrastructure of a clean and healthy area, such as building conditions, environmental roads, drainage, garbage, green spaces and fire protection tools that must be available in the slum area; c. Efforts in the field of slum management, in a more humane manner and considering the best way out and in favor of the interests of the people living in the slum area and d. The analysis of the spatial plan, showing that the slum area is not only a slum area, but also a slum area. Taking into account the analysis of the spatial plan, it shows that explicitly the pattern and characteristics of slum areas are not contained in the Bekasi city spatial pattern plan in detail, but are described in the density of buildings in each sub-district including West Bekasi Sub-district
