Abstract

The state is obliged to serve every citizen and resident to fulfill their basic rights and needs within the framework of public services which are mandated by the 1945 Constitution of the Republic of Indonesia. In the implementation of regional autonomy itself, public service is one of the interesting issues, especially in licensing and non-licensing services organized by local governments are currently competing on providing excellent services based on the implementation of one-stop integrated service (PTSP). As one of the Regional Governments in Indonesia, the Semarang City Government which is one of the City Governments located in Central Java Province has carried out PTSP through the role of DPMPTSP in making efforts to improve the quality of public service delivery based on an Online Single Submission (OSS) for various types of licensing and non-licensing services. The purpose of this study emphasizes quantitative measurement efforts regarding the effect of OSS service quality conducted by the City of Semarang DPMPTSP on the satisfaction and level of public trust. This research uses descriptive research type with quantitative approach with number of respondents in this study are 30 people. The results of this research are that association between the independent variable quality of service to the dependent variable is included in the category of public confidence is very strong. If DPMPTSP service quality has increased by 1 unit, then public satisfaction will increase by 0.961. A sovereign, when the quality of service DPMPTSP increased 1 unit, the satisfaction of the people will increase by 0.373.

Abstract

Food sufficiency is closely related to a country’s political stability. In order to achieve food sufficiency, local government need to conduct agriculture development which more focus on farmer community empowerment as main actor of ariculture development. This research aims to describe the efforts of local governmnet in empowering farmer community and analyze the appropriateness of those efforts with community empowerment concept. Descriptive research method with qualitative approach is used in this research. The result shows that local government has conducted farmer community empowerment efforts through several activities which are appropriate with the concept of community empowerment such as training, counseling, forming network, socialiszation, and providing loan. However, local government also gives subsidies and grant which are contrary to the concept of community empowerment and have potential to increase the dependence of the farmer on the local government.

Abstract

The paradigm shift in waste management has encouraged a change in waste management to be more community-based by reusing waste through waste banks. This study aims to describe the various waste management problems faced by the Matahari Waste Bank, Madiun City. Descriptive research method with qualitative approach is used in this research. The result shows that the waste bank faces problems include a lack of human resources, limited knowledge and skills of waste bank management, inadequate waste management infrastructure, lack of support from local government, and a lack of public understanding of the importance of waste banks. Local governments need to make concrete efforts in encouraging and supporting waste management through waste banks as mandated by laws and government regulations and as a form of appreciation for the waste bank.

Abstract

Women as marginal groups have a large number in Indonesia. Women, especially in the rural area, generally have very limited knowledge and skills and they become more marginalized. Actualy they can become potential in national development if empowered. This research tries to describe the process of rural women empowerment in rural women’s school. Using descriptive research methods and qualitative approaches, this research focused on women's empowerment activities, learning systems, involved stakeholders and barriers faced by rural women's schools. The results of the study showed that empowerment activities were carried out by giving motivation, knowledge and skills. Learning system conducted through method of giving material, practice, and outclass. Stakeholders involved in running the schools are government, private sector, community and university. The obstacles in the implementation of this school are the fluctuating number of participants, limited funding, communication, and adjustment material training due to the absence of presenters.

Abstract

Nganjuk Regency is one of the areas that has shallot producing centers in East Java. It even ranks 5th out of the top 10 shallot producing regions in Indonesia. Shallot is one of the leading horticultural commodities in Nganjuk Regency and has good prospects for meeting national consumption, a source of income for farmers, and foreign exchange. The problem is, shallot farmers still have low income due to limited access to business services and capital. The purpose of this study is to describe the process and phases of empowering farmers in the Sukomoro Municipality in processing shallot agricultural products as an effort to increase their ability and competitiveness. This research uses descriptive qualitative method. The results showed that the empowerment carried out resulted in the processing of shallot agricultural products in the form of seeds and fried shallot products. The processing is supported by the awareness phase, the transformation phase, and the improvement phase from the farmers. The inhibiting factors are capital and the Covid-19 pandemic, so that protection from stakeholders is needed.
