Abstract

The creative economy has become Indonesia's new potential after being included in the national development strategic plan. In 2007, creative economy program was started by the Indonesian Agency for Creative Economy and has now merged into the program of Ministry of Tourism and Creative Economy (Kemenparekraf). This study aims to build a digital business-based community empowerment model to improve MSMEs’ resilience in the midst of pandemic. A qualitative approach and system dynamics model were used to investigate the handicraft sector in Pangandaran Regency. This study found that MSMEs in Pangandaran Regency still relied on government support. Also, the handicrafts creation was still below the standard and the quantity was not sufficient. Moreover, the business actors still lacked the capital. This condition was exacerbated by the lack of use of digital marketing by craftsmen. Efforts made by the government were intensive assistance. Although it was still quite far from what was expected, the programs implemented by the relevant agencies were quite significant. Even though the penta-helix synergy has been performed to develop MSMEs in Pangandaran Regency, there were some stakeholders that had not optimally implemented their functions.JEL Classification C26; I26; J15

Abstract

The state is obliged to serve every citizen and resident to fulfill their basic rights and needs within the framework of public services which are mandated by the 1945 Constitution of the Republic of Indonesia. In the implementation of regional autonomy itself, public service is one of the interesting issues, especially in licensing and non-licensing services organized by local governments are currently competing on providing excellent services based on the implementation of one-stop integrated service (PTSP). As one of the Regional Governments in Indonesia, the Semarang City Government which is one of the City Governments located in Central Java Province has carried out PTSP through the role of DPMPTSP in making efforts to improve the quality of public service delivery based on an Online Single Submission (OSS) for various types of licensing and non-licensing services. The purpose of this study emphasizes quantitative measurement efforts regarding the effect of OSS service quality conducted by the City of Semarang DPMPTSP on the satisfaction and level of public trust. This research uses descriptive research type with quantitative approach with number of respondents in this study are 30 people. The results of this research are that association between the independent variable quality of service to the dependent variable is included in the category of public confidence is very strong. If DPMPTSP service quality has increased by 1 unit, then public satisfaction will increase by 0.961. A sovereign, when the quality of service DPMPTSP increased 1 unit, the satisfaction of the people will increase by 0.373.

Abstract

Poverty is a complex and multidimensional problem and has become a global, national, and even local issue, so it needs to be a priority for development. Poverty not only describes economic powerlessness but is also related to the ability to fulfill people's fundamental rights. Therefore, poverty is a phenomenal problem in all aspects, requiring attention and making every effort to resolve the problem of poverty by carrying out medium- and short-term planning in the context of reducing poverty rates and alleviating extreme poverty. Various strategies have been attempted to reduce the poverty rate, including the central government's commitment, demonstrated by setting a target of eliminating extreme poverty by 2024 to reach 0%, which must be carried out in a consolidated, integrated, and targeted manner. The performance of poverty management in Pasuruan Regency has a positive trend of decreasing. In 2022, poverty will be 8.96%, still below the East Java Province and national average. Pasuruan Regency is one of the districts in East Java Province, and it is a pilot project for handling and eliminating extreme poverty. According to data from the Central Statistics Agency, in 2022,  the percentage of the extremely poor in Pasuruan Regency was 1.56% or equivalent to 25,790 people. Kemiskinan merupakan masalah yang kompleks dan bersifat multidimensi  serta menjadi isu global, nasional bahkan lokal sehingga perlu menjadi prioritas pembangunan. Kemiskinan tidak hanya menggambarkan ketidak berdayaan ekonomi, tetapi juga berkaitan dengan kemampuan dalam memenuhi hak-hak dasar masyarakat. Oleh karena itu Kemiskinan sebagai persoalan fenomenal dalam segala aspek, memerlukan perhatian dan mengusahakan segala upaya untuk menyelesaikan persoalan kemiskinan dengan melakukan perencanaan jangka menengah maupun jangka pendek dalam rangka penurunan angka kemiskinan dan pengentasan kemiskinan ekstrim. Berbagai strategi telah diupayakan untuk menurunkan angka kemiskinan termasuk komitmen pemerintah pusat ditunjukkan dengan penetapan target penghapusan kemiskinan ekstrem pada 2024 mencapai 0% yang harus dilakukan secara terkonsolidasi, terintegrasi dan tepat sasaran. Kinerja penanganan kemiskinan di Kabupaten Pasuruan trendnya positif mengalami penurunan. Pada tahun 2022 Kemiskinan berada diangka 8,96% dan masih berada di bawah rata-rata Provinsi Jawa Timur maupun nasional. Kabupaten Pasuruan merupakan salah satu kabupaten di Provinsi Jawa Timur yang menjadi pilot project penanganan dan penghapusan kemiskinan ekstrim. Merujuk pada data Badan Pusat Statistik, pada tahun 2022 persentase penduduk miskin ekstrim di Kabupaten Pasuruan adalah 1,56% atau setara dengan 25.790 jiwa
