Abstract

Correctional Officers are coaches and mentors at the Correctional UPT. One example is the correctional officers at LPKA who have the task of developing, supervising, guiding and maintaining the security and safety of the inmates to improve and develop the students' attitudes and knowledge in a directed and regular manner to make them good and useful people so they can live in society. This research aims to explore the role of officers in efforts to minimize friction between assisted children who are involved in criminal acts, especially brawls between silat schools, at the Blitar Class I Children's Special Development Institute. Conflicts between students, especially those from silat schools, can become a serious problem threatening security and order within the LPKA environment. In carrying out this role officers use individual and group methods. Officers can apply several examples of methods, including spiritual, intellectual, and skills development methods for increased cooperation between the LPKA and the silat schools operating within it. This collaboration can help in monitoring and controlling students involved in brawls. Apart from that, providing training and coaching by officers to assist children engaged in silat schools can be a proactive step to reduce potential conflicts and friction that may still occur within due to the aftermath of the incident. Abstract

This research discusses the implementation of the "Restorative Justice" concept in addressing corruption crimes in Indonesia. Corruption has become a serious threat to the stability and integrity of government institutions, as well as sustainable development in the country. Despite efforts to combat corruption, the results have been limited. Therefore, this research proposes a new approach by considering the principles of restorative justice. Restorative justice is an approach that prioritizes reconciliation, restoration, and rehabilitation. This concept emphasizes repairing relationships damaged by criminal acts, compensating victims, and rehabilitating offenders. In the context of corruption, this approach also focuses on the recovery of financial losses incurred by the state and society. The research also discusses the need for changes in existing regulations and legal practices, as well as active community involvement in supporting the implementation of restorative justice. Education and public awareness of this concept are also key to its success. The implications of this research include efforts for rehabilitating corrupt offenders, supporting the recovery of victims, changes in the legal system, and the development of holistic anti-corruption policies. The implementation of restorative justice in addressing corruption can be a more effective and sustainable alternative, helping to maintain the rule of law and reduce the negative impacts of corruption on society and the government. Further research and inter-agency cooperation are expected to measure and enhance the effectiveness of this approach in the Indonesian context. Penelitian ini membahas implementasi konsep "Restorative Justice" dalam penanganan tindak pidana korupsi di Indonesia. Korupsi telah menjadi ancaman serius terhadap stabilitas dan integritas institusi pemerintahan, serta pembangunan yang berkelanjutan di negara ini. Meskipun upaya telah dilakukan untuk memerangi korupsi, hasilnya masih terbatas. Oleh karena itu, penelitian ini mengusulkan pendekatan baru dengan mempertimbangkan prinsip-prinsip restorative justice. Restorative justice adalah pendekatan yang memprioritaskan rekonsiliasi, restorasi, dan rehabilitasi. Konsep ini menekankan perbaikan hubungan yang rusak akibat tindak pidana, pemulihan kerugian kepada korban, dan rehabilitasi pelaku. Dalam konteks korupsi, pendekatan ini juga berfokus pada pemulihan kerugian keuangan yang telah ditimbulkan pada negara dan masyarakat. Penelitian ini juga membahas perlunya perubahan dalam regulasi dan praktik hukum yang ada, serta pelibatan aktif masyarakat dalam mendukung implementasi restorative justice. Pendidikan dan kesadaran masyarakat tentang konsep ini juga menjadi kunci keberhasilan. Implikasi penelitian ini meliputi upaya untuk rehabilitasi pelaku korupsi, pemulihan korban, perubahan dalam sistem hukum, dan pengembangan kebijakan antikorupsi yang holistik. Penerapan restorative justice dalam penanganan korupsi dapat menjadi alternatif yang lebih efektif dan berkelanjutan, membantu menjaga supremasi hukum, dan mengurangi dampak negatif korupsi pada masyarakat dan pemerintah. Penelitian lebih lanjut dan kerjasama lintas lembaga diharapkan untuk mengukur dan meningkatkan efektivitas pendekatan ini dalam konteks Indonesia.

Abstract

The prison system in Indonesia underwent a significant change from the theory of retribution, which prioritizes retribution, to a correctional system that focuses more on the development and social reintegration of prisoners. This change was first introduced by Dr. Sahardjo in 1963, and officially adopted in 1964 under the direction of Dr. Baharoedin Soerdjobroto. This reform was based on respect for human rights and the need for a more just and humane system. In its development, Law Number 12 of 1995 concerning Corrections was amended to Law Number 22 of 2022, which strengthened the concept of restorative justice and social reintegration, and established various Technical Implementation Units (UPT) that carry out correctional functions. Class IIB Trenggalek Detention Center, as one of the UPTs, carries out two main functions, namely prisoner care and prisoner development. Various coaching programs, such as Pondok Taubat and The Garden of Curna, are designed to improve the mental health and well-being of inmates, who often face stress and mental disorders due to over-capacity in the detention center. The Garden of Curna program aims to provide a platform for inmates to express their grievances, while strengthening interpersonal communication based on Joseph A. Devito's communication theory. This research uses a qualitative approach with interview, observation, and documentation study methods to explore the effectiveness of The Garden of Curna program in supporting the success of interpersonal communication between officers and prisoners.
