Abstract

This research aims to determine the implementation of Islamic communication Qaulan Maysura in forming language politeness at Bank Sumut. This research applies a descriptive qualitative method with a phenomenological approach in order to identify problems through direct observation of the natural conditions of the research object. The data sources for this research consist of primary data obtained through observation and secondary data sourced from literature reviews. The data analysis process involves reducing findings, presenting descriptively, and verifying to support the validity of research results. This approach is designed to provide an in-depth understanding of the phenomenon under study and has the potential to contribute to the development of theoretical or practical understanding in the context of the research being carried out. The results of this research show that Bank Sumut applies the Qaulan Maysura concept, teaching employees to communicate with words of wisdom, politeness and kindness. Politeness includes clarity of information, respect and gentleness in interactions with customers. This approach is not only a communication strategy, but also an effort to strengthen customer trust and loyalty, making Bank Sumut a partner that cares about the human aspect in every interaction.

Abstract

This research analyzes how communication between stakeholders is established in implementing policies for handling land issues in the former PTPN II HGU in North Sumatra. The research method uses a qualitative descriptive approach by tracing related Literature studies. The research results show that the media and communication carried out by the North Sumatra Provincial Government in handling land issues of the former PTPN II HGU is direct communication in the form of socialization and coordination in strategic and technical forms. The communication carried out by the North Sumatra BPN Regional Office is direct in the form of support to the North Sumatra Provincial Government. The BPN Regional Office plays a vital role because regulations related to HGU come from BPN RI. The policy public communication strategy is carried out by increasing the intensity of public policy communication, involving the public in policy-making, and conveying information through the media. Factors influencing policy include openness of information, credibility, and government authority in reducing uncertainty and risk in resolving former PTPN II HGU problems. This research provides insight into alternative policy models for the North Sumatra Provincial Government in handling land conflicts. This research helps to understand the typology of land conflicts handled by BPN RI. This also emphasizes the need to increase legal awareness among the community and overcome systematic acts of provocation that lead to conflicts over land rights in North Sumatra Province.

Abstract

This study aims to analyze the factors that influence the emergence of hate speech in handling land conflicts in North Sumatra. This study uses a qualitative method with a case study approach. The data for this study are sourced from observations, interviews, and literature reviews. The data for this study were analyzed through data reduction, data presentation, and drawing conclusions. The validity of the research data was determined through triangulation techniques. This study shows that land conflicts in North Sumatra, especially in the former HGU PTPN II land since 2002, were triggered by unclear land regulations, legal uncertainty, and high economic value, which exacerbated social tensions and hate speech. Competition between local communities, large companies, and local governments is heating up due to the spread of unverified information on social media and the slow response of the government, which has led to public distrust. Additional factors such as imbalance of power, socio-cultural differences, and lack of communication education and uncontrolled use of technology exacerbate the conflict. Proposed solutions include clear land regulations, effective communication strategies with neutral mediators, government transparency, judicious use of social media, and training of mediators and empowerment of local communities to strengthen social cohesion and achieve inclusive and sustainable conflict resolution.
