Abstract

Law No. 19 of 2013 on the Protection and Empowerment of Farmers aims to improve farmers' welfare through various programs, including fertilizer subsidies. However, the distribution of subsidized fertilizers often faces issues such as misallocation, delays, and misuse. The Farmer Card (Kartu Tani), an innovation to facilitate the distribution of subsidized fertilizers, has significant potential to address these problems. This study aims to evaluate the effectiveness of the Farmer Card in the distribution of subsidized fertilizers, identify the challenges faced by farmers in its use, and propose solutions for the optimization of the Farmer Card. Using a descriptive qualitative approach through literature review, this study finds that the main challenges include technical issues, lack of socialization, bureaucratic hurdles, and farmers' distrust of new technology. Proposed solutions include enhancing technological infrastructure, providing intensive training for farmers, and simplifying administrative procedures. The study's results indicate that improvements in these aspects can enhance the effectiveness and transparency of subsidized fertilizer distribution through the Farmer Card.

Abstract

The Constitution is the fundamental foundation for the establishment and development of an independent state, reflecting the framework of a democratic and just political life. As an integral part of the constitutional system, the Constitutional Court (MK) plays a crucial role in safeguarding justice and democracy through its oversight and constitutional interpretation functions. The Constitutional Court in Indonesia functions as a guardian of the constitution, ensuring that all components of the state and society consistently implement the constitution. Indonesia's constitutional history shows significant dynamics of change, with the 1945 Constitution undergoing various amendments before finally being reaffirmed in the reform era. The establishment of the Constitutional Court in 2003 reflected the spirit of reform to guarantee human rights and the rights of citizens that had previously been neglected. With a special task in handling constitutional cases, the Constitutional Court aims to maintain government stability and overcome the problem of multiple interpretations of the constitution that occurred in the past.

Abstract

BOS Funds are an important instrument in supporting basic education financing. This study aims to analyze the management and optimization of BOS Funds at SDN 2 Padasuka and identify the obstacles and solutions applied. The approach used is descriptive qualitative through in-depth interviews and analysis of RKAS 2024 documents. The results of the study indicate that fund management has followed the financial management cycle according to Permendikbudristek Number 63 of 2023, including planning, implementation, administration, reporting, and accountability. Funds are used for learning, teacher training, improving facilities, and developing extracurricular activities. The obstacles faced include late disbursement, low digital literacy, and limited flexibility in revising RKAS. The school overcomes this through training, coordination with agencies, and committee involvement. In conclusion, BOS Fund management is quite optimal but still requires strengthening in the use of technology and the participation of stakeholders.
