Commuting Behaviors of People with Disabilities and the Implications for Transport Planning and Policy: A Preliminary Study Fitri, Husnul

Abstract

This research aimed to obtain an initial understanding of the commuting behaviors of people with disabilities, which has not been widely discussed in the transportation planning literature in Indonesia. Facets studied included frequency of weekly commuting; trip duration to the workplace; trip chaining behavior; usage of public transportation; and utilization of private vehicles. Commuting trips were limited to the home-work-home context, and the research was conducted on adult disabled commuters (aged 17 to 60) in the Jakarta Metropolitan Area (Jabodetabek). A total of 51 commuters with motor and sensory (visual and auditory) disabilities participated in the survey. The results indicate that people with disabilities tend to spend more hours commuting; use public transportation, with the TransJakarta Bus Rapid Transit and paratransit in the form of online motorcycle taxis as the primary modes of transport; and engage in pre-planned trip chaining activities, primarily for visiting family, friends, and clients as well as doing grocery shopping and getting medical treatment. The research findings can serve as valuable resources for developing inclusive transportation policies and planning, such as improving and enhancing access to public transportation for people with disabilities, supporting inclusive training policy in the public transportation field, implementing TOD strategies, and advancing transportation technology to enhance convenience for people with disabilities.

Abstract

Many studies have been conducted on travel satisfaction with public transportation in various countries. However, no studies have reached inclusive groups such as persons with disabilities, although most of them depend on public transportation. Knowledge about travel satisfaction of persons with disabilities can be a reference for improving public transportation services that are adequate to the mobility needs of persons with disabilities. Therefore, this study aims to determine the travel satisfaction of persons with disabilities regarding public transportation in Jakarta using the Satisfaction to Travel (STS) measurement scale. The results of this study show not only the satisfaction of persons with disabilities with public transportation but also the influence of duration factors and the number of variations in transportation modes used.

Abstract

Economic growth in Central Java Province is influenced by various regional economic factors, such as the Regency/City Minimum Wage (UMK), labour force, Regional Original Revenue (PAD), and investment, which play an important role in increasing Gross Regional Domestic Product (GRDP). However, economic disparities between regions in the province require in-depth analysis to understand how these factors interact with each other and affect GRDP, as well as to formulate more equitable and sustainable development policies. This study aims to analyze the influence of the variables of Regency/City Minimum Wage (UMK), Total Labor Force (Work), Regional Original Income (PAD), Investment (Foreign Investment and Domestic Capital Investment) on Gross Regional Domestic Product (GRDP) per capita in Central Java Province in 2022 and spatial analysis of these factors in 35 Regency / City in Central Java Province. The analysis is quantitative descriptive using regression analysis techniques and spatial analysis with statistical tests on the GeoDa program. The results show that all four variables, namely MSEs, labour force, PAD, and investment, have a significant influence on GRDP with probability values less than 0.05, indicating that these factors directly contribute to economic growth in Central Java. The pattern of economic concentration found mainly around urban areas, such as Semarang City, suggests an economic spillover effect that drives growth in the surrounding areas. These findings reinforce the important role of investment, PAD management, as well as job creation and MSE adjustment in supporting more equitable and sustainable economic development across the province. This study provides strategic insights for more equitable and sustainable economic development planning in Central Java Province.

Abstract

Kota cerdas didesain untuk memberikan kemudahan dan memenuhi kebutuhan masyarakat perkotaan dalam melakukan aktivitasnya di ruang kota. Kemudahan yang ditawarkan oleh kota cerdas diharapkan dapat mendobrak hambatan-hambatan (barrier free) yang selama ini dirasakan dalam kehidupan masyarakat urban. Oleh karena itu, kota cerdas sewajarnya bersifat universal, inklusif, dan dapat diakses oleh semua warga tanpa terkecuali. Namun demikian, dalam kenyataannya, tidak seluruh masyarakat kota mendapat manfaat yang sama dari implementasi kota cerdas ini. Kelompok disabilitas belum menjadi bagian yang dijangkau oleh teknologi kota cerdas secara utuh. Bahkan teknologi dalam kota cerdas dapat menyebabkan kelompok disabilitas menjadi semakin tertinggal dari masyarakat umum lainnya. Hal ini menyebabkan kesenjangan digital atau yang dikenal dengan digital divide. Padahal keberadaan disabilitas dapat pula menjadi pendorong untuk menciptakan inisiatif dan inovasi teknologi dalam kota cerdas. Saat ini, kebutuhan kelompok disabilitas masih mengalami berbagai hambatan yang menyebabkan belum terpenuhinya hak-hak disabilitas di perkotaan. Kota cerdas harusnya memberikan oportunitas yang sama bagi disabilitas untuk mendapat kemudahan serta meminimalisasi hambatan di kota sehingga dapat meningkatkan well-being masyarakat sebagai salah satu dampak dari implementasi kota cerdas yang dirasakan seluruh kelompok masyarakat kota yang beragam tanpa kecuali. Artikel ini akan memaparkan tantangan utama dalam pembangunan kota cerdas dengan memperhatikan kelompok disabilitas perkotaan berdasarkan studi terhadap penelitian dan literatur terkait kota cerdas yang inklusif. Adapun rekomendasi strategi yang diperlukan untuk dapat mengakomodasi kebutuhan disabilitas dalam membangun kota cerdas meliputi adanya komitmen bersama (shared commitment) dari seluruh pemangku kepentingan kota untuk membangun kota cerdas yang inklusif bagi disabilitas; memberikan akses dan kesempatan partisipasi yang luas bagi disabilitas untuk turut dalam perencaan kota cerdas, dan menjadikan isu disabilitas sebagai maninstream dalam pembangunan kota cerdas.

Abstract

Police discretion is central to community policing, influencing how law enforcement officers interpret and apply the law in everyday interactions. In Harare Metropolitan Province, police discretion is particularly visible in informal market areas and at urban roadblocks, where enforcement practices often appear inconsistent. Although statutory frameworks guide police authority, a gap remains between legal expectations and the practical application of discretion, contributing to community mistrust and weakened police legitimacy. This research examines: (1) the nature of discretionary policing in Harare, (2) the institutional and socio-political factors influencing discretionary decision-making, and (3) the effects of discretionary practices on police–community relations. Understanding these dynamics is important for strengthening democratic policing and promoting public trust. A qualitative research design was adopted, utilizing secondary data from academic literature, legal documents, policy reports, and recent empirical studies relevant to policing in Zimbabwe. Findings show that police discretion is shaped by resource limitations, weak oversight mechanisms, and socio-political influences. In areas such as Mbare Musika, Machipisa, and major commuter routes within Harare Metropolitan Province, police discretionary decisions frequently lack consistency and transparency, leading to perceptions of selective law enforcement and diminished community cooperation. Discretionary policing practices have significant implications for public trust and the effectiveness of community policing. Strengthening accountability systems, improving law enforcement officers' training, and enhancing collaborative police–community engagement are recommended to restore legitimacy and support safer community environments.
