Abstract

Pemanfaatan teknologi informasi dalam sektor pemerintahan, khususnya melalui konsep good governance dan e-Government, diharapkan dapat meningkatkan mutu layanan pemerintah kepada penduduk. Dalam konteks ini, Dinas Kependudukan dan Pencatatan Sipil Kota Surabaya berupaya meningkatkan kualitas layanan publik dengan menerapkan sistem informasi pelayanan kependudukan. Meskipun demikian, penerapan teknologi informasi masih belum optimal dan konsisten, sehingga diperlukan analisis tata kelola teknologi informasi menggunakan COBIT 5, terutama pada domain Align, Plan, and Organize (APO04), Align, Plan, and Organize (APO12), dan Build, Acquire and Implement (BAI). Hasil analisis menunjukkan tingkat kapabilitas (as-is) menempati level 1 (Performed Process) pada ketiga proses domain. Persentase hasil pada domain APO 04 Manage Innovation memperoleh persentase 51,32% dengan scale rating Largely Achieved, domain APO 12 Manage Risk memperoleh persentase 52,28% dengan scale rating Largely Achieved, domain BAI 04 Manage Availability and Capacity memperoleh persentase 69,07% dengan scale rating Largely Achieved, dan memiliki nilai kesenjangan sebesar 2 dari tingkat kapabilitas yang diharapkan (to-be) yaitu level 3 (Established Proces). Rekomendasi yang diusulkan disusun berdasarkan hasil penilaian, daftar temuan, dan validasi produk kerja untuk mendukung Dinas Kependudukan dan Pencatatan Sipil Kota Surabaya dalam mencapai tingkat kapabilitas tata kelola teknologi informasi yang diharapkan.

Abstract

The COVID-19 pandemic has caused serious disruptions to business activities in various sectors, including PT Tempa Jaya, Pulogadung. The drastic decline in the company's turnover resulted in a policy of adjusting employee wages as a form of efficiency. This study uses an empirical legal method with an interview approach to management, permanent workers, and contract workers, to assess the extent to which the wage policy is in accordance with applicable labor law principles. The results of the study show that wage cuts were carried out without going through a deliberation mechanism or bipartite agreement as stipulated in laws and regulations. This policy has a negative impact on work motivation and the economic welfare of workers, especially contract workers who do not have long-term employment security. This study recommends improving industrial communication, utilizing flexible work policies, and strengthening the government's role in supervising the implementation of worker protection during the crisis. A participatory justice-based approach and a win-win solution are essential in maintaining healthy industrial relations in times of uncertainty
