Abstract

The revitalization of Pasar Lama Masbagik is a strategic policy of the Government of East Lombok Regency Local Government in 2015 funded by a loan to the Government Investment Center. By relocating traders from the Old Market to Modern Market, as well as expanding and renovating the Old Market for potential new investors, the government hopes to optimize the local assets with supporting  transaction convenience for the buyer. However, the policy is considered to be detrimental economically by target groups that are in fact local people, followed by a series of rejections.  The policy began to be implemented in 2016. The models and approaches in public policy analysis in academic field have been using a common methodology. The availability of applied literature has not been generated in academic research. The study of the policy implementation, using a social auditing approach that gives reference to how the black box implementation runs in the path as well as with a bias (diversion and transformation). Data collection was performed by purposive method and snowball sampling to stakeholders. Document tracking  supported in informants determination being the way of triangulating data in addition to observation.  The revitalization of the old traditional Masbagik market involves the action of relocating traders to Pasar Masbagik Baru and residents who live around the market area toward new residence. The process of policy implementation precisely run on the target of time. Meanwhile, the allocation of material resources such as lapak, kiosk, land and financial compensation for the sufferer groups who are traders and residents met some biases (diversion and transformation). Biases caused some target groups to be suffered or being unexpected beneficiaries by relocation.

Abstract

Keterbatasan pemerintah, baik dari sisi kapasitas pelayanan dan pengelolaan anggaran publik, membuka ruang dimana dibutuhkan pembaharuan peran pembangunan. Lahirnya wirausahawan sosial di Indonesia, tak ubahnya seperti aktivitas kebijakan negara yang dapat dikategorikan dalam berbagai bidang kehidupan masyarakat, sekalipun keduanya tidak terpisah satu sama lain. Analisis terhadap dua kasus wirausaha sosial, Desa Setanggor dan Kampung Wisata Krisant, dengan beberapa konsep mutakhir peran non-pemerintah dalam pembangunan khususnya konsep co-production diharapkan mampu menjadi memperkaya pemecahan persoalan publik. Artikel ini merupakan intisari dari penelitian terhadap inisiatif 2 (dua) orang socio-preneur yang dianggap mewakili keberhasilan aktor non-pemerintah dalam konteks governansi publik yang berbeda. Kedua inisiatif pembangunan tersebutberjalan efektif dengan mengandalkan kontribusi modal sosial yang ada di sekitar mereka, saling timbal balik, dan secara berkelanjutan memproduksi barang dan jasa yang bernilai ekonomis sehingga kesejahteraan sosial komunitas dan warga dapat dilihat sebagai dampaknya.

Abstract

Menjadi Tenaga Kerja Indonesia (TKI) masih menjadi salah satu solusi masalah pengangguran di Indonesia sekalipun menurut remitansi yang disetor pada tahun 2017 mengalami penurunan. Urusan TKI saat ini semakin desentralistis dengan semakin besarnya ruang pemerintah daerah untuk ikut terlibat dalam tatakelolanya. BP3TKI memiliki fungsi dalam urusan tersebut. Penelitian ini menjelaskan peranan BP3TKI (Balai Pelayanan Penempatan dan Perlindungan Tenaga Kerja Indonesia) Provinsi Nusa Tenggara Barat dalam penanganan kasus TKI bermasalah. Metode penelitian yang digunakan adalah kualitatif interpretif terhadap bentuk langkah BP3TKI dalam penyelesaian kasus TKI di negara penempatan. Data dikumpulkan dengan cara wawancara, observasi, dan dokumentasi. Sementara analisisnya menggunakan adalah model interaktif. Hasil penelitian menunjukkan bahwa peranan BP3TKI Provinsi Nusa Tenggara Barat dalam penyelesaian kasus TKI bermasalah lebih cenderung konsultatif. BP3TKI tidak memiliki kewenangan dan kapasitas langsung menyelesaikan persoalan tersebut di negara lain. Namun alur birokrasi konsultasi penanganan kasus TKI bermasalah disederhanakan dengan digunakannya media sosial berbasis internet selain media konvensional. Diantara kendala yang dihadapi oleh BP3TKI adalah status illegal TKI sehingga sulit untuk mengkonfirmasi informasi yang diadukan oleh keluarga dengan data yang dimiliki oleh KBRI dan perubahan status legalitas karena desakan kondisi yang dihadapi oleh TKI di negara penempatan.

Abstract

Melibatkan publik dalam pelayanan yang diinginkan oleh mereka menjadi topik penting dalam diskusi-diskusi isu publik. Upaya untuk mengakses kapasitas publik melalui partisipasi dipandang sebagai solusi atas menurunnya legitimasi dan keterbatasan sumberdaya dalam melayani mereka. Berbagai solusi konseptual dan praktik terbaik telah dirumuskan dan ditawarkan oleh berbagai disiplin ilmu. Perkembangan keilmuan dan praktik di negara-negara modern saling menjadi masukan dengan perkembangan yang terjadi di negara-negara berkembang. Konsep co-production dan co-creation yang lahir sebagai gagasan Elinor Ostrom pada tahun 1970an, harus menghadapi realita bahwa gagasan itu belum dapat diterima waktu itu dikarenakan sejumlah tantangan. Melibatkan warga individu lebih luas dan dalam untuk menyediakan layanan publik membutuhkan upaya (waktu dan biaya) yang besar. Taco Brandsen, Trui Steen dan Bram Verschuere tampaknya ingin menghidupkan kembali kedua konsep tersebut. Dengan dilatarbelakangi kesadaran akan tersedianya dukungan sistem sosial bagi tumbuh suburnya kedua konsep ini di hampir semua negara terutama perkembangan teknologi dan perubahan budaya saat ini, ketiga editor mengumpulkan sejumlah gagasan yang tertuang dalam sebuah buku yang sangat komprehensif.

Abstract

Many fishermen in Indonesia have not fully utilized marine resources properly. However, the government has several ways to improve the welfare of fishermen in other sectors than the fisheries; one of them is connecting between fishermen, coastal and tourism. Meninting of West Lombok is a strategic coastal village for the tourism sector. This village has started to develop tourist destinations since 2011, unfortunately, there is no data on fishermen as a real interest group. This study develops a research pattern on fishing communities which generally discusses the social resources of fishermen and the political aspects of fishing communities separately. This study used a qualitative approach to the social mapping method. Data obtained through interviews and observations of purposively selected informants. The data related to fishermen resources are in maps, followed by an analysis of their accessibility to policy. Spatial aspects strengthen their social resources, interests, and accessibilities to coastal tourism development. The results show that the social resources of fishermen of Meninting Village are unevenly distributed in five dusun (sub-villages). Indicators shown are; capital ownership, mastery of knowledge and skills, ownership of production equipment, use of science and technology, ability to diversify production, fishermen's sociopolitical relations and ability to recognize the economic prospects of coastal tourism. Fishermen who live in areas directly facing the sea have better social resources and firmer interests in coastal development. The accessibility of fishing groups is limited in the development policy. Only fishermen in sub-village located in a coastal area can show themselves as defenders. While the fishermen who live far from the beach tend to be latent or even apathetic. This study recommends the need for other social mapping studies on the characteristics of coastal communities and the need for the government to use the social mapping information of fishing communities to formulate policies that contain regional aspects in coastal tourism development.
