Abstract

Penelitian ini dirancang untuk menilai peluang dan tantangan sumber daya manusia pelabuhan nasional di Indonesia dalam revolusi industri 4.0, memberikan solusi yang relevan, serta mengevaluasi dan meningkatkan pendidikan yang ada. Masalah dan tantangan yang dihadapi oleh masyarakat pelabuhan terletak pada distribusi sumber daya manusia, konektivitas, pembaruan aplikasi teknologi dalam pelayaran, dan daya saing industri pelayaran. Dari sisi sumber daya manusia, tenaga ahli khususnya di sektor kepelabuhanan tampak terbatas jumlahnya. Egoisme sektoral yang, misalnya, menyebabkan biaya logistik yang mahal, telah dilaporkan sebagai masalah terbesar, dan, karenanya, kolaborasi terpadu dalam penyediaan layanan dalam suasana ini menimbulkan tantangan signifikan bagi sumber daya manusia di pelabuhan nasional. Apalagi pendidikan saat ini belum mampu mengejar kemajuan Teknologi Informasi yang merupakan mesin perekonomian dunia. Penelitian ini menggunakan studi pustaka yang berfokus pada hasil wawancara mendalam dengan beberapa informan. Hasil penelitian menunjukkan bahwa, dalam konteks smart port, sistem otomatis dan semi otomatis sebagai hasil digitalisasi kemungkinan besar akan menjadi acuan dalam layanan pelabuhan secara nasional. Pendidikan yang menghasilkan sumber daya manusia dengan spesialisasi maritim melalui analisis ilmiah mendalam (terutama di jurusan Nautik, Teknis, dan Manajemen) dan pelatihan bersertifikat di tingkat diploma sangat diperlukan.

Abstract

This research explores the potential use of Blockchain technology to optimize port management in Indonesia, which is a crucial element in the global supply chain. The research method employed is a literature review, with analysis and synthesis of information to understand Blockchain's contribution to improving port management. The identified potential uses of Blockchain include real-time logistics tracking and monitoring, data validation and authentication, increased transparency and trust, and port process efficiency. The study also highlights the use of smart technology and smart contracts in port management, as well as challenges in adopting Blockchain technology. A comprehensive conceptual framework is proposed for the application of Blockchain in Indonesia's maritime industry, including a feasibility analysis framework to assess implementation readiness. The results of this literature review are expected to provide deep insights and serve as a foundation for further research and assist stakeholders in making decisions related to the application of Blockchain technology in port management.

Abstract

Digitalization has become the driving force behind transformation in the logistics sector, particularly at seaports, which serve as key nodes in the global supply chain. Indonesian ports face persistent challenges such as high logistics costs and long vessel turnaround times. By implementing digital technologies such as the Port Community System (PCS), Artificial Intelligence (AI), and Blockchain, ports can enhance operational efficiency, accelerate service processes, and improve transparency and accountability. Digital systems also enable real-time integration among stakeholders, contributing to faster cargo flow and reduced national logistics costs. However, the implementation of digitalization is not without significant barriers, including limited information and communication technology (ICT) infrastructure, low digital competencies among the workforce, and high initial investment costs. Furthermore, ports face organizational cultural resistance to change and cybersecurity risks that threaten operational continuity. Smaller ports in developing countries often struggle to adopt these technologies independently due to budget constraints. To overcome these challenges, synergy between the government, port operators, and technology providers is essential. Programs such as the National Logistic Ecosystem (NLE) represent a strategic step to accelerate sustainable digital adoption. With a holistic approach encompassing technology, human resources, and business processes, digitalization can become a key catalyst in enhancing the competitiveness of Indonesian ports on a global scale.
