Abstract

ABSTRAK Latar Belakang: Banyaknya penderita diabetes mellitus berhubungan dengan perilaku masyarakat. Khususnya di Kota Gorontalo yang cenderung kurang aktif untuk mencari informasi mengenai diabetes mellitus secara menyeluruh, sehingga pengetahuan dan sikap masyarakat juga kurang guna meningkatkan kualitas hidup mereka. Pentingnya menganalisis gambaran kebijakan standar pelayanan minimal yang tercapai bagi pasien DM di RSUD Otanaha Kota Gorontalo, agar pihak rumah sakit bisa meningkatkan kualitas pelayanan mereka. Tujuan: Mengkaji gambaran kebijakan Standar Pelayanan Minimal yang telah tercapai bagi penderita diabetes mellitus di Rumah Sakit Umum Daerah (RSUD) Otanaha Kota Gorontalo dikaji dari standar dan tujuan kebijakan, sumber daya, karakteristik organisasi pelaksana, komunikasi antar organisasi pelaksana, sikap para pelaksana, dan lingkungan eksternal. Metode: Penelitian ini merupakan penelitian kualitatif. Penelitian ini dilakukan di RSUD Otanaha Kota Gorontalo. Pada penelitian ini terdapat dua informan yaitu informan utama yaitu Kepala Ruangan Pelayanan yang ditentukan dengan teknik purposive sampling dan informan tringulasi yaitu tenaga Kesehatan yang terdiri dari Unsur Dokter dan unsur Perawat. Sumber informasi diperoleh dari data primer dan data sekunder. Teknik pengumpulan data yaitu melalui wawancara, observasi, dan analisis dokumen. Hasil:  Implementasi kebijakan Standar Pelayanan Minimal bagi penderita diabetes mellitus di Rumah Sakit Umum Daerah (RSUD) Otanaha Kota Gorontalo sudah berjalan dengan baik. Dilihat dari aspek standar dan tujuan kebijakan, aspek komunikasi antar organisasi pelaksana, serta sikap pelaksana sudah terimplementasikan dengan baik. Kesimpulan: Implementasi kebijakan Standar Pelayanan Minimal dari aspek standar dan tujuan kebijakan, aspek komunikasi antar organisasi pelaksana, serta sikap pelaksana sudah terimplementasikan dengan baik. Bagi penderita diabetes mellitus di Rumah Sakit Umum Daerah (RSUD) telah berjalan dengan baik. ABSTRACT Background: The number of diabetes mellitus sufferers is related to community behavior. Especially in Gorontalo City, they tend to be less active in seeking information about diabetes mellitus as a whole, so that people's knowledge and attitudes are also lacking in order to improve their quality of life. It is important to analyze the description of the minimum service policy standards achieved for DM patients at the Otanaha Regional Hospital, Gorontalo City, so that the hospital can improve the quality of their services. Objective: To examine the description of the Minimum Service Standards policy that has been achieved for diabetes mellitus sufferers at the Otanaha Regional General Hospital (RSUD), Gorontalo City, examining the policy standards and objectives, resources, characteristics of implementing organizations, communication between implementing organizations, attitudes of implementers, and external environment. Method: This research is qualitative research. This research was conducted at Otanaha Regional Hospital, Gorontalo City. In this study, there were two informants, namely the main informant, namely the Head of the Service Department, who was determined using a purposive sampling technique and triangulated informants, namely Health workers consisting of Doctors (Internal Medicine Specialists) and Nurses. Sources of information are obtained from primary data and secondary data. Data collection techniques are through interviews, observation and document analysis. Results: Implementation of the Minimum Service Standards policy for diabetes mellitus sufferers at the Otanaha Regional General Hospital (RSUD) in Gorontalo City has gone well. Judging from the aspects of standards and policy objectives, aspects of communication between implementing organizations, as well as the attitude of implementers, they have been implemented well. Conclusion: The implementation of the Minimum Service Standards policy from the aspects of policy standards and objectives, communication aspects between implementing organizations, as well as the attitude of the implementers has been implemented well. For diabetes mellitus sufferers at the Regional General Hospital (RSUD) it has gone well.
