Abstract

The rapid development of information and communication technology has fundamentally changed the legal landscape of state administration. In this digital era, personal data is a very valuable asset and an increasingly important object of protection. However, the challenges in enforcing state administrative law in the digital era, particularly in terms of personal data protection, are increasingly complex and require a comprehensive approach. This article aims to analyze the main challenges in enforcing state administrative law in the digital era with a focus on personal data protection. First of all, the main challenge is the rapid development of technologies, such as the Internet of Things (IoT) and artificial intelligence (Artificial Intelligence), which generate huge and diverse volumes of data. This requires effective protection of personal data and adherence to data protection principles established by law. Another challenge is the increasing frequency of data breaches. In the digital era, personal data is vulnerable to abuse and hacking which can threaten individual privacy and security. Therefore, state administrative law enforcement must be able to overcome this threat by strengthening data protection mechanisms, implementing strict information security policies, and increasing international cooperation in law enforcement related to data breaches. Furthermore, another challenge is the harmonization between state administrative law and personal data protection in the digital era. Existing state administrative laws need to be updated and adapted to technological developments and personal data protection. There is a need for a clear and comprehensive legal framework that protects personal data in line with the principles of a transparent, accountable and effective state administration. In order to overcome this challenge, the government, law enforcement agencies and the private sector need to work together actively to develop comprehensive regulations, increase law enforcement capacity in terms of personal data protection, and increase legal awareness among the public. Only with a holistic approach.

Abstract

Decentralization and local governance are important topics in the context of governance in Indonesia. Regional autonomy is the basis for giving authority to local governments in making decisions and managing resources at the regional level. Community empowerment and regional development are also the primary focus in achieving equitable and sustainable growth throughout Indonesia. This paper aims to describe the importance of decentralization in empowering communities and strengthening regional development in Indonesia. The research method used is a case study to analyze the implementation of decentralization and its effects on community participation and regional development. The research results show that decentralization has had a positive impact in empowering communities through active participation in local decision-making. In addition, sustainable regional development is also achieved through more effective allocation of resources and development programs based on local needs. However, there are still challenges that need to be addressed, such as regional disparities and a lack of local government capacity. Therefore, increasing the capacity of local governments, increasing community participation, and planning for sustainable development need to be the focus in efforts to optimize decentralization and strengthen local governance in Indonesia.

Abstract

The Disdukcapil application is an innovation of population administration services that has been implemented by the Population and Civil Registration Office in Padang City. This application has been in place since March 30, 2020. This application aims to improve the quality of service to the community and be able to break the chain of the spread of Covid-19. The implementation of the Disdukcapil application is strongly influenced by the community's response. However, in fact, there are still many people who are not satisfied with this innovation. Therefore, research was raised on "Implementation Of Population Administration Services Through The Disdukcapil Online Application In Padang City, West Sumatera Province." The purpose of this study is to analyze, describe obstacles, and explain efforts to overcome existing obstacles. This study uses qualitative methods with an inductive approach, as well as data collection using observation techniques, interviews, documentation, trianggulation and data analysis using data reduction techniques. In Fact there are still many people who do not know the online application of Disdukcapil and many people also encountered people who come to the Office of Population and Civil Registration of Padang City to take care of population documents, as well as disruptions to the network and applications that are not perfect. So that for its improvement, regulations are needed related to the application for the creation of population documents in online applications, the need for socialization of online applications so that the public knows thoroughly, and periodic evaluation is needed by operators and district front offices so that services can be provided optimally

Abstract

This study examines the influence of transparency, accountability, and responsiveness on public trust in the Padang Command Center 112 (PCC 112) as a model of digital governance in local government service systems. The research aims to identify the most dominant governance dimension affecting public confidence and to evaluate the interrelationship among the three key variables within the framework of good governance. The study employed a quantitative approach using a structured survey of 166 respondents, analyzed through descriptive statistics, Pearson correlation, and multiple linear regression. The findings reveal that all three variables have a strong and significant relationship with public trust, with transparency emerging as the most influential predictor (β = 0.530), followed by responsiveness (β = 0.251) and accountability (β = 0.107). The regression model yielded an Adjusted R² of 0.705, indicating that these governance dimensions jointly explain 70.5% of the variance in public trust. The results confirm that transparent information, timely response, and ethical responsibility are essential determinants of citizen confidence in digital public services. This study contributes to the literature on governance-based trust formation and provides strategic insights for enhancing institutional legitimacy through ethical and participatory digital governance.
