Abstract

Based on the Bekas City RPJPD 2005 – 2025 and 2020 – 2024 RPJMD, the Bekas City Government has prepared the 2023 Bekas City RKPD based on the Regulation of the Minister of Home Affairs of the Republic of Indonesia Number 17 of 2021 concerning Guidelines for Preparing Regional Government Work Plans for 2022 because it has not been implemented. There is a new Minister of Home Affairs Regulation regarding Guidelines for Preparing Regional Government Work Plans for 2023.In this research, the author used a descriptive qualitative approach. The Regional Development Work Plan (RKPD) is a very important tool in the planning and budgeting process, as a description of annual programs and activities as the basis for General Budget Policy and Temporary Budget Ceiling Priorities. The RKPD must be reviewed by the Bekasi Inspectorate, to ensure quality there is harmony between the RPJMD and RKPD, so that the development stages per year are in accordance with those that have been determined. The review issues recommendations as a quality assurance function that must be followed up, and after the review is carried out, a Mayor's Regulation regarding RKPD is stipulated. In discussing the RAPBD, it must be based on the RKPD, and adjustments can be made to the budget ceiling for each program and activity.

Abstract

This study aims to analyze strategies for improving public services in Bekasi City in order to improve public welfare. Quality public services are one of the key factors in achieving public welfare, because effective and efficient services can improve the quality of life of the community. This study uses a qualitative approach with a descriptive analytical method, involving in-depth interviews, observations, and documentation analysis to identify the strategies that have been implemented and the challenges faced in public services in Bekasi City. The results of the study indicate that although there have been several efforts to improve the quality of service, such as digitalization of services and infrastructure improvements, there are still obstacles in the form of lack of coordination between agencies, limited human resources, and low levels of public participation in service evaluation. Therefore, a more integrated strategy is needed, increased training for service officers, and increased communication between the government and the community. With the implementation of these strategies, it is hoped that more efficient, responsive, and accountable public services can be created, which in turn can improve the welfare of the Bekasi City community.

Abstract

The government realizes the important role of SPBE to support all development sectors. Efforts to encourage the implementation of SPBE have been made by the government by issuing laws and regulations which mandate the need for the implementation of information systems or SPBE. So far, ministries, institutions and regional governments have implemented SPBE individually according to their capacity, and achieved levels of SPBE progress that vary widely nationally. To build synergy in the implementation of SPBE that has legal force between ministries, institutions and regional governments, a National SPBE Master Plan is needed which is used as a guide for Central Agencies and Regional Governments to achieve an integrated SPBE. Research is carried out using a descriptive method which attempts to describe the object or subject as it is, with the aim of accurately describing the facts and characteristics of the object being studied.
