Abstract

This study analyzes the implementation of Corporate Social Responsibility (CSR) by PT Pertamina EP Rantau Field through the program SINAR PELITA (Sistem Inklusif dan Responsif Pelibatan Difabel dalam Tanggap Bencana / Inclusive and Responsive System for Disability Engagement in Disaster Response) as a pioneering social innovation in Aceh Tamiang. Using the Socio-Ecological Framework (SEF) and the concept of hexahelix collaboration, this research investigates how multi-level vulnerabilities faced by persons with disabilities in disaster contexts are addressed through multi-actor partnerships. The findings demonstrate that vulnerabilities are not merely individual but span interpersonal, community, institutional, environmental, and policy levels. SINAR PELITA responds through integrated interventions such as the establishment of SATGAS DIGDAYA (Disability Task Force for Disaster Preparedness and Empowerment), the formulation of an Inclusive Disaster Response SOP, development of inclusive shelters, and the innovation of an evacuation electric boat. These outputs are achieved through the synergy of six key actors—industry, government, academia, community, media, and policy—forming a collaborative ecosystem in disaster risk reduction.This study contributes theoretically by demonstrating how CSR can evolve from philanthropic practices into transformative social innovation, positioning persons with disabilities as active agents of community resilience. Practically, SINAR PELITA represents a best practice model of inclusive disaster governance that can be replicated in other disaster-prone regions, while supporting the achievement of the Sustainable Development Goals (SDGs), particularly Goal 11 (Sustainable Cities and Communities) and Goal 13 (Climate Action).

Abstract

Program Corporate Social Responsibility (CSR) tidak hanya dipahami sebagai kewajiban hukum perusahaan, tetapi juga sebagai strategi pemberdayaan masyarakat yang berorientasi pada pembangunan berkelanjutan. Tujuan penelitian ini adalah menganalisis efektivitas program CSR berbasis pemberdayaan masyarakat dalam menurunkan prevalensi stunting, memperkuat ketahanan pangan lokal, dan meningkatkan resiliensi komunitas terhadap bencana. Penelitian ini menggunakan pendekatan deskriptif kualitatif berbasis studi kasus, dengan analisis pada dimensi Socio-Ecological Framework (SEF) dan Food Security Framework (FAO). Hasil penelitian menunjukkan bahwa intervensi program berhasil menurunkan prevalensi stunting dari 30,8% pada 2021 menjadi 26,5% pada 2023, melalui strategi edukasi gizi lintas siklus kehidupan, pemberdayaan kader posyandu, serta pemanfaatan pangan lokal berbasis kelor (mie kelor, biskuit kelor, dan produk PMT lainnya). Posyandu Kenari berperan tidak hanya sebagai pusat layanan kesehatan, tetapi juga sebagai shelter inklusif saat bencana, dengan menyediakan cadangan pangan, logistik kesehatan, dan ruang aman bagi kelompok rentan. Kolaborasi multipihak dengan pemerintah desa, Puskesmas, BKKBN, dan Dinas Kesehatan memperkuat tata kelola program, yang selanjutnya diintegrasikan dalam RPJMDes sebagai strategi keberlanjutan. Temuan ini menegaskan bahwa CSR berbasis pemberdayaan masyarakat mampu menghasilkan dampak ganda: menurunkan stunting, memperkuat ketahanan pangan lokal, meningkatkan kesehatan masyarakat, sekaligus memperkokoh resiliensi komunitas di daerah rawan bencana.

Abstract

The Waste Management Center: NEKAT SA (Negeri Katong Tanpa Sampah) program, initiated by PT Pertamina Patra Niaga Aviation Fuel Terminal Pattimura, represents a social innovation aimed at addressing waste management issues in Negeri Laha through a pentahelix collaboration approach. This approach entails the cooperation of five key elements: businesses, government, academia, media, and the community. The program integrates four community empowerment initiatives through CSR AFT Pattimura partners, functioning as community groups that implement waste management programs across three primary stages: upstream (education and waste collection), process (converting waste into valuable products), and downstream (establishing a circular economy). The program emphasizes zero waste and circular economy principles by managing organic, inorganic, and residual waste into valuable products that can enhance the income of beneficiary communities. This study employs a descriptive analytical method to delineate the roles of each stakeholder in the implementation of the NEKAT SA program. Primary data were gathered from field implementation processes, while secondary data were sourced from literature reviews and documentation. The findings indicate that the pentahelix collaboration approach in the NEKAT SA program is effective in mitigating waste issues, increasing community income, and fostering a culture of cleanliness and health. The success of this program underscores the importance of sustained commitment from all involved stakeholders to ensure the ongoing positive environmental and economic impacts in Negeri Laha.
