Abstract

Kampus Mengajar is one of the public policy products launched by the Directorate of Learning and Student Affaira of Indonesia Ministry of Education and Culture. This program aims to provide opportunities for students to be able to hone their leadership spirit, character and have teaching and learning experiences. It is hoped that the kampus mengajar program can increase the effectiveness of the learning process during the Covid-19 pandemic. The purpose of this study was to describe and analyze the evaluation of numeracy and literacy education through the Kampus Mengajar batch 3 at SD Negeri Tumbrep 01. The type of research used was descriptive with a qualitative approach. This research use CIPP evaluation method (Context, Input, Process, and Product). The results of the evaluation using CIPP method, there are still several obstacles that must be resolved for the success of the next generation of Kampus Mengajar programs. These obstacles include the limitations of teaching staff and infrastructure and the lack of awareness of students and student parent in helping the successful implementation of the kampus mengajar batch 3 at SD Negeri Tumbrep 01.

Abstract

In order to maximise public services as a support system for government administration, ongoing innovation is needed to raise the standard of public services. This study uses a qualitative methodology that involves creating a complex description, looking up words, compiling in-depth reports from respondents' perspectives, and studying real-world scenarios linked to enhancing online licencing services in the city of Surabaya via the SSW Alfa application programme. Research methods with qualitative descriptive and study focus include relative advance, Compatibility, Complexity, Trialability and Observability. Data analysis is based on the interactive data model from Miles and Huberman which consists of three activity flows that occur simultaneously, namely: data condensation, data presentation, and verification withdrawal. The results of the study show that SSW Alpha is based on: 1) Relative Advantage, the community is given the advantage of having easy access to permits; 2) Compatibility, there is a discrepancy in the flow of licensing and authority signing with previous innovations, therefore old innovations are no longer used; 3) Complexity, still complicated and trouble occurs and there are still incomplete files; 4) Triability, through the trial stages before the application is launched to the public; 5) Observability, making it easy for the public to observe and monitor the permit filing process and the convenience of officials to easily obtain licensing data.

Abstract

Smart Village is defined as a service that utilizes information technology in carrying out various activities in the village and is managed by the community effectively and efficiently. Limpung Village is one of the pilot villages for the implementation of the smart village program in Batang Regency. The existence of the implementation of the smart village program has created changes in the order of public services that concern the interests of the wider community in Limpung Village. This study aims to examine the influence of the implementation of the smart village program in relation to socio-cultural transformation in a smart governance perspective. The data in this study will be obtained by means of interviews and observations and presented with a qualitative descriptive method. The results of this study can be seen that in the perspective of smart governance which is one of the components of the smart village concept in relation to the implementation of the smart village program, it has created a social transformation of society seen from the cultural background and the direction of socio-cultural transformation. In the focus of the cultural background, a significant influence occurs in a pattern of community transformation that previously carried out public services manually, now starting to switch to using digital methods. In terms of direction and socio-cultural transformation, it shows that the implementation of the smart governance component is aimed at creating an advanced society in accordance with the era of society 5.0.

Abstract

The government has a fundamental obligation to fulfill essential public service needs. In the era of reform, online service access is important so that people can expect quality services. Surabaya, as the second-largest city after DKI Jakarta, is experiencing rapid business growth. Therefore, every Surabaya resident is required to obtain a license as a sign of legality for individuals or businesses. The main focus of this research is to understand the procedure of handling the service of business domicile certificates in Penjaringansari Village through Surabaya Single Window, as well as to identify the inhibiting and supporting factors related to the procedure of handling the service of business domicile certificates in Penjaringansari Village through Surabaya Single Window. This research adopts a case study approach using a descriptive qualitative research method. Data collection was carried out through interviews with four informants determined by purposive sampling, observation, and documentation. The result of the research in this article is that the procedure for applying for a business domicile certificate service in Penjaringansari Village has been running in accordance with the standard operating procedures that have been determined. The inhibiting factor encountered by researchers in the procedure for handling business domicile certificate services is that the human resources (HR) in Penjaringansari Village are still minimal because there is only one officer who understands the requirements and flow of licensing on the SSW page, and there is a lack of public awareness to seek information about licensing services through the Surabaya Single Window. As well as supporting factors in business domicile certificate service procedures, which include the existence of clear laws and the suitability of officers who handle them with standard operating procedures (SOPs) that have been determined.
