Abstract

This study focuses on implementing the Merdeka curriculum from the perspective of its management challenges, exploring the experiences and perceptions of stakeholders related to implementing the Merdeka Curriculum at MAN Jombang and using a qualitative study, interviews, observations, and documentation as data collection techniques. Data analysis used data reduction, coding, and theme identification stages. To ensure data validity, the researcher applied source triangulation. The study findings indicate that implementing the Merdeka Curriculum faces challenges related to technology access and teacher readiness. Technology limitations, including unequal access to devices, hinder effective project-based learning, and administrative staff acknowledge the need for infrastructure improvements. Students appreciate the curriculum's focus on personal interests but need more guidance to navigate independent learning. Teachers have received training in project-based learning, but many teachers need help implementing new methods effectively. Although progress has been made, continued support, increased resources, and collaborative efforts among stakeholders are critical to successfully implementing the Merdeka Curriculum and improving educational outcomes. Limitations of the study include limited observation time and potential bias in participant responses. This study has yet to explore the long-term impacts of implementing the Merdeka Curriculum. Stakeholder collaboration research can provide deeper insights into practical strategies to address challenges and improve educational outcomes in Islamic education.

Abstract

The global transition toward competency-based and outcome-oriented education has highlighted the importance of curriculum models that integrate clearly defined learning outcomes, systematic learning progression, and authentic assessment. However, empirical evidence regarding the evaluation of competency-based curricula within non-formal Qur’anic educational settings remains limited. This study aimed to evaluate the effectiveness of the ALMAUN curriculum in developing multidimensional Islamic competencies among students across different educational levels. A quantitative evaluative study employing a cross-sectional ex post facto design was conducted with 105 students from four levels of Qur’anic education, namely PAUDQu (n = 20), TKA (n = 44), TPA (n = 25), and TQA (n = 16) at Muhammadiyah Ponorogo Al-Qur’an Education Park, Indonesia. Data were collected through the Islamic Competency Assessment Sheet, which assessed Qur’anic reading, short surah memorization, Hadith memorization, daily prayers, practical worship, Arabic literacy (khat and imla’), and mahfudzat, and were analyzed using descriptive statistics, One-Way ANOVA, and Tukey’s HSD post hoc test. The findings revealed that the ALMAUN curriculum effectively facilitated the progressive development of students’ Islamic competencies, with TQA students demonstrating significantly higher overall achievement than students at lower educational levels, and all TQA students attaining the highest competency category (Mumtaz). The results further indicate that a structured, sequential, competency-based curriculum supported by authentic performance assessment contributes to the development of holistic religious competencies, although Arabic literacy competencies remain an area requiring pedagogical improvement. This study contributes to the international discourse on competency-based Islamic education by providing empirical evidence that integrating constructive alignment and authentic assessment can enhance curriculum effectiveness in non-formal Qur’anic education. The findings offer practical implications for designing competency-oriented Islamic curricula that promote comprehensive religious competency development and sustainable quality improvement.

Abstract

: In the landscape of emerging economies, the ability of small and medium enterprises (SMEs) to innovate and remain competitive plays a crucial role in promoting inclusive and sustainable economic development. This study investigates the role of public policy in enhancing SME innovation and competitiveness by employing a qualitative-descriptive method through library research. The analysis draws upon a diverse range of sources, including peer-reviewed academic journals, policy documents, and reports issued by international organizations such as the OECD, World Bank, and UNCTAD, published between 2005 and 2025. The findings underscore that well-structured policy frameworks, combined with targeted financial incentives, technology transfer mechanisms, and institutional support, significantly strengthen the innovation capabilities of SMEs. In addition, the presence of collaborative governance models particularly those involving public-private partnerships contributes to the development of robust innovation ecosystems. These ecosystems facilitate knowledge exchange, infrastructure sharing, and coordinated support among stakeholders. The study concludes that aligning innovation strategies with SME development objectives is essential for maximizing the role of SMEs in driving inclusive growth. As emerging economies seek to strengthen their innovation landscapes, tailored policy interventions, grounded in local contexts and supported by continuous evaluation, will be key to unlocking the transformative potential of SMEs in global value chains and national economies.
