<![CDATA[The transfer of the National Civil Servants (ASN) to the Nusantara Capital City (IKN) is one of the initial policies in the relocation of the National Capital that has been decided and regulated in legislation with the establishment of IKN as the Capital City of Indonesia. The relocation of ASN to IKN becomes one of the indicators of the completion of Phase 1 of the IKN development according to the development stages in the Master Plan and Detailed Master Plan of IKN 2022-2024. However, the policy of relocating ASN to IKN has not been implemented until 2025. Therefore, this research uses a post-positivist approach with qualitative-illustrative data collection techniques in order to gain understanding and recommendations for preparing for ASN relocation policy. The results of this study indicate that the policy capacity at the system level in formulating the ASN relocation policy to IKN is still insufficient, as evidenced by the higher proportion of suboptimal indicators than those with good capacity. Analysis of the Analytical Capacity shows that data and information are available and have been processed well, although there are still issues with data not being synchronized with ideal needs, suboptimal speed in accessing, and a lack of comprehensive involvement of experts or non-governmental institutions. Meanwhile, the analysis of Political Capacity shows that a policy-making system involving all policy formulators is in place, but there is no framework for involving ASN as policy objects, and there is still a lack of commitment to providing fiscal resources. Therefore, this research recommends enhancing Analytical Capacity and Political Capacity for each indicator, considering that the improvement of both Analytical Capacity and Political Capacity is necessary, as they are interrelated and mutually determining.]]>
