Abstract

The Jakarta City Government, along with the central government, has implemented various measures to address the issue of air pollution that has become a serious problem for the city. One of the efforts undertaken is to increase the provision of urban green spaces and restore the function of the GBK City Forest as a public green open space (GOS). However, there has been no research showing the public's perspective and satisfaction with the utilization of the GBK City Forest. This study aims to determine the level of public satisfaction with the GBK City Forest based on social-cultural functions. The assessment indicators used to measure public satisfaction in this study are based on the theory of cultural ecosystem services developed by Shijie Gai et al. The data used in this study were obtained using mixed methods data collection techniques through questionnaires (quantitative) as well as in-depth interviews and literature studies (qualitative). Based on the results of the study, it can be concluded that the majority of the public is highly satisfied with the utilization of the social-cultural functions of the GBK City Forest. However, some people still complain about the lack of supporting facilities for recreational activities and the disturbances from external parties that make them feel uncomfortable when engaging in activities at the GBK City Forest. Therefore, it is important for the government and the GBK City Forest management to consider public feedback and improve the quality and safety of the existing facilities.

Abstract

This research aims to analyze the identification of issues during the policy formulation process of law number 21 of 2023 concerning the national capital and to conduct a network analysis of policy formulation pertaining to the same law. The research employs a descriptive method with a qualitative approach, utilizing data collection techniques through interviews and literature studies. The findings indicate several identified issues, including environmental sustainability, long-term financing, and governance efficiency. The government has implemented several improvements, such as ensuring legal certainty, long-term financing, flexible and responsive regulations to change, and the sustainability of national capital development. This process reflects the government's efforts to address shortcomings in previous policies, particularly regarding the strengthening of legal and socio-cultural positions. Nevertheless, in areas related to economic aspects, funding management, and environmental issues, there is limited public criticism or input accommodated. Furthermore, the interaction patterns among actors (policy networks) indicate an increase in public participation space, although the central government's dominance as an aggregator of interests still significantly influences other actors in the policy formulation process, leading to a closure in policy options. The policy formulation process of law number 21 of 2023 concerning the national capital has not achieved a balance among the stakeholders involved.

Abstract

Implementasi pengawasan subsidi Bahan Bakar Minyak (BBM) di Indonesia, merupakan isu penting dalam kebijakan nasional. Penelitian ini mengidentifikasi berbagai permasalahan yang dihadapi dalam penyaluran subsidi BBM, termasuk efektivitas distribusi, ketepatan sasaran, dan potensi penyalahgunaan. Alokasi anggaran subsidi BBM yang mencapai Rp 502,4 triliun pada tahun 2022, tantangan utama yang dihadapi adalah lemahnya sistem pengawasan. Penyebab subsidi tidak tepat sasaran dan lebih banyak dinikmati oleh kelompok masyarakat yang mampu, tampak dari aspek distribusi fisik maupun administrasi data. Tujuan utama penelitian ini untuk menganalisis implementasi kebijakan dan efektivitas pengawasan subsidi BBM di Indonesia berdasarkan persekptif teori Daniel A. Mazmanian dan Paul A. Sabatier. Metode kualitatif yang digunakan dalam kajian ini dengan pengumpulan dan analisis data melalui studi literatur dan sumber data dari Kementerian Energi dan Sumber Daya Mineral Republik Indonesia.  Kajian berkaitan dengan Ability of the Statute to Structure Implementation,  Tractability of the Problem (Kemudahan Pengelolaan Masalah), Non-Statutory Variables Affecting Implementation (Variabel Non-Statutori yang Mempengaruhi Implementasi). Hasil penelitian menunjukkan bahwa meskipun ada upaya untuk meningkatkan distribusi dan ketepatan target melalui regulasi dan pemanfaatan teknologi informasi, seperti pengembangan Aplikasi XStar untuk memfasilitasi proses administrasi, masih terdapat celah yang signifikan dalam pengawasan yang perlu diatasi. Dengan demikan untuk mencapai tujuan kebijakan subsidi BBM yang efektif, diperlukan penguatan sistem pengawasan dan peningkatan transparansi dalam proses distribusi. Hal ini penting untuk memastikan bahwa subsidi benar-benar sampai kepada masyarakat yang membutuhkan, serta untuk mengurangi beban fiskal negara yang diakibatkan oleh subsidi yang tidak tepat sasaran.

Abstract

The General Elections Commission of the Republic of Indonesia (KPU RI) plays a crucial role in ensuring electoral transparency through data openness. In response to growing demands for openness, KPU RI launched the Open Data KPU platform. However, in the context of the 2024 General Elections, challenges such as data leakage, fragmented portals, system inaccuracies, and the absence of unified regulations under the One Data Indonesia initiative continue to hinder the effectiveness of open government data (OGD) implementation. These issues not only obstruct data governance but also risk undermining public trust in electoral integrity. To address this, the study assesses KPU RI’s OGD maturity using the Open Data Maturity Model (OD-MM) by Solar et al., through a qualitative approach combining expert interviews and document analysis. The findings reveal that KPU RI’s OGD maturity level remains at Level 2, categorized as Emerging Capacities, which indicates that capabilities to meet the required criteria have begun to appear, with similar procedures being carried out, but without formal standards or documented processes. By applying the OD-MM framework in an electoral data context, this research offers insights for improving OGD governance in public institutions and enhancing the effectiveness of digital democracy initiatives.

Abstract

Indonesia's plan to relocate its capital city from Jakarta to Kalimantan Island, initially proposed by President Joko Widodo in 2019, was formalized in the 2020-2024 National Medium-Term Development Plan (RPJMN). This project, often described as the largest of its kind globally, aims to boost national economic growth and promote economic equity, addressing issues that Jakarta can no longer accommodate. Various economic theories suggest that such relocations have substantial economic impacts, with public policy playing a critical role in determining success. This article analyzes the public policy narrative surrounding the capital city's relocation, particularly from an economic perspective, focusing on its potential opportunities and threats. Using a narrative analysis approach combined with a cross-sectional case study, this research examines the experience of other countries, such as Brazil, as well as statements from Indonesia's Ministry of National Development Planning (Bappenas), which positions Brazil as a reference model. The findings indicate that Indonesia's financial preparedness and the robustness of its public policy framework are pivotal to the success of this relocation. The study explores whether relocating the capital will represent an economic opportunity or a potential threat to Indonesia's future.

Abstract

Pemindahan ibu kota Indonesia dari Jakarta ke Nusantara menandai perubahan besar dalam pola pemerintahan di Indonesia. Ibu Kota Nusantara dirancang sebagai wilayah pemerintahan daerah khusus setingkat provinsi, yang administrasinya dikelola oleh Otorita Ibu Kota Nusantara (OIKN). Sebagai lembaga setingkat pemerintah pusat, OIKN menjalankan fungsi pemerintahan daerah dengan pendekatan hybrid yang menggabungkan aspek pemerintahan pusat dan daerah. Penelitian ini bertujuan untuk mengidentifikasi kekhususan IKN melalui prinsip-prinsip pemerintahan asimetris yang diakui dalam Konstitusi. Dengan menggunakan metode studi literatur, penelitian ini membandingkan kekhususan IKN dengan daerah khusus lainnya di Indonesia. Hasilnya menunjukkan bahwa IKN memiliki asimetri politik, administrasi, dan fiskal yang unik, seperti pembentukan NSPK, pengelolaan keuangan langsung dari APBN, dan pengawasan oleh DPR. Kekhususan ini menjadikan IKN sebagai laboratorium tata kelola pemerintahan baru di Indonesia yang menuntut pendekatan kerja yang efektif dan tangkas untuk mewujudkan pelayanan publik berkualitas dan menciptakan identitas nasional.

Abstract

After the State Capital City Law relocated Indonesia's capital to the Nusantara region in East Kalimantan, Jakarta's status changed to that of a special region. This change was ratified with the approval of the Special Region Provincial Law for Jakarta during the Plenary Session of the People's Representative Council on March 28, 2024. Jakarta's unique efforts to become a progressive and sustainable global city necessitate coordination and integration with neighbouring areas, including those within the Jakarta Agglomeration Zone. This study utilises a qualitative approach with a descriptive analysis methodology, gathering data through documentary research involving document collection and analysis. Data analysis techniques included data reduction, display, discussion, and conclusion drawing, with data validity assessed through triangulation. The research aims to recognise the necessity for new institutions to manage Jakarta as a special region and ensure their support for Jakarta's transformation into a globally significant national economic hub, including its surrounding areas. The research findings emphasise the importance of these new institutions, as the capital city area and its supporting regions are no longer considered manageable separately, exacerbated by regulatory differences between central and regional levels.

Abstract

In today’s digital era, technology has been adapted into various aspects of society, including public transportation. One such application available to the public is the JakLingko app. This application develops a Mobility as a Service (MaaS) model, which is a single application for various modes of transportation. The available transportation modes include TransJakarta, Jakarta MRT, Jakarta LRT, and KRL Commuter Line. The JakLingko application, with its integration concept, is expected to facilitate public access to public transportation through the features available on the application. However, in reality, there are members of the public who frequently encounter difficulties when using the application. Therefore, this study aims to analyze the quality of electronic services on the JakLingko app. The approach used is quantitative, with data collection techniques including an online survey of 135 respondents. The study also employs a qualitative method through interviews and literature reviews, which serve as supporting data. The results indicate that the quality of electronic services on the JakLingko app is of high quality. This finding is supported by several dimensions and measurement indicators, which also received high ratings from JakLingko app users.

Abstract

The need for evidence-based evaluation of public policy implementation is increasingly urgent amid the complexity of contemporary governance and demands for accountability. This study aims to identify and analyse the characteristics of public policy implementation evaluation research through a systematic literature review (SLR) approach. By analysing 119 articles from Scopus-indexed journals, this study maps six main dimensions: publication trends, research design, evaluation topics, evaluation approaches, data collection instruments, and data analysis techniques. Findings reveal a dominance of qualitative approaches, particularly thematic analysis and the use of interviews, as well as a concentration of topics in the health, education, and social welfare sectors. The study also highlights limitations in the use of advanced quantitative methods and the need to strengthen cross-sectoral evaluative instruments. The implications of this research underscore the urgency of enhancing evaluative capacity, diversifying methodological approaches, and institutionalizing evaluation within the policy cycle to strengthen adaptive and sustainable public governance.

Abstract

This research explores the implementation of Indonesia digital governance policies, particularly the Electronic-Based Government System, One Data Policy, and the development of The National Data Center (NDC) and The Temporary National Data Center (TNDC). Drawing on the theoretical framework of Bounded Rationality the analysis highlights how the government’s decision-making process adapts to constraints of limited resources, information asymmetry, and administrative complexity. The findings indicate that while the establishment of a permanent NDC remains the ideal solution for achieving full data integration and security, pragmatic approaches such as the TNDC scheme have enabled continued digital transformation in the public sector. The integration of government data has improved transparency, accountability, and inter-agency coordination, thereby enhancing the efficiency and responsiveness of public services. Regulatory frameworks including Presidential Regulations No. 95/2018, No. 39/2019, and No. 27/2022 have provided a robust institutional foundation to ensure data governance, cybersecurity, and citizen trust. By this research Indonesia incremental approach demonstrates how adaptive policy strategies can effectively advance digital transformation amid institutional and infrastructural limitations.
