Abstract

The Subsidized Fertilizer Policy is a strategic policy to encourage increased production and productivity in the Agricultural Sector, where this policy is expected to be able to meet farmers' needs for the amount of fertilizer needed. However, the implementation of this subsidized fertilizer policy in Batumanumpak Village is still faced with problems or inconsistencies in the distribution of fertilizer with the applicable policies. So an assessment/evaluation of policies related to subsidized fertilizer in Batumanumpak Village is needed.This research aims to evaluate the subsidized fertilizer program in Batumanumpak Village, Nassau District, Toba Regency. The method used is a descriptive qualitative research method with data collection techniques, namely interviews, observation and documentation. The theory used is William N. Dunn's (2003:429) Evaluation theory with indicators, namely: effectiveness, efficiency, adequacy, alignment, responsiveness, accuracy.The research results for the effectiveness dimension have not gone well, because the goals set have not been achieved. The efficiency dimension has also not been implemented well, due to differences in HET and non-compliance with the specified time. The sufficiency dimension is also not working well because the amount of fertilizer released cannot meet the needs of the community. The leveling dimension has been implemented well, and the responsiveness dimension has not been implemented well, because the local government has not fully listened to the community's complaints and has not been able to provide solutions.

Abstract

The City Without Slums Program or KOTAKU is a government program that aims to overcome poverty and create livable cities for Indonesian people, one of which is in Karo Regency. However, in reality there are still waste problems in Karo Regency and poor drainage which indicates that KOTAKU has not been realized properly. This study aims to describe and examine the evaluation realization of the KOTAKU program in dealing with slum areas in Karo District. The research method used in this research is descriptive research with a qualitative approach. The results of the research show that the implementation of KOTAKU in Karo Regency is in accordance with the predetermined plan so that it meets the indicators of effectiveness. The KOTAKU program has met the adequacy indicators where KOTAKU is a solution to the slum problem in Karo Regency, provides better access to the community, and helps the community to change habits to become more environmentally friendly. Unfortunately, the focus of the KOTAKU program is in the Kabanjahe and Berastagi areas.

Abstract

This study aims to analyse the Effectiveness of the Electronic Traffic Law Enforcement (ETLE) Program in improving public compliance in Medan City using qualitative research methods. Data collection was carried out using interview, observation and documentation techniques. Data was obtained through primary and secondary data and analysed using data reduction, data presentation, and conclusion drawing. The results of this study indicate that the effectiveness of the Electronic Traffic Law Enforcement (ETLE) program in improving community compliance in Medan City is already running but there is still a need for massive socialisation and also accelerating the process of connecting static ETLE at several points that have not been directly connected to the back office dashboard so that enforcement has not been carried out optimally so that the objectives of the ETLE program, namely Kamseltibcarlantas (Security, Safety, Order and smoothness of Traffic) can be carried out properly.

Abstract

Medan is one of the cities that has a serious waste problem. As a response to this problem, Regional Regulation Number 6 of 2015 was issued to manage waste in the city of Medan. The purpose of this study is to describe the implementation of waste management policies in Sari Rejo Village, Medan Polonia District, and Medan City. The research method used is descriptive research with a qualitative approach, collecting data, information, or knowledge through in-depth interviews. Determination of informants is done by purposive sampling technique. Data collection techniques included interviews, observations, and documentation related to the implementation of Regional Regulation Number 6 of 2015 in Sari Rejo Village, Medan Polonia District, and Medan City. From the results of the study, it is known that the implementation of Regional Regulation Number 6 of 2015 in Sari Rejo Village, Medan Polonia District, and Medan City is still not optimal. The reason is the absence of a mayoral regulation as a derivative of a regional regulation to serve as an executor in the field. The absence of a mayoral regulation makes the sanctions contained in regional regulations weak. In terms of resources, there are still various obstacles, such as a lack of human resources, equipment resources, and budget resources. Meanwhile, in terms of disposition and bureaucratic structure, it is quite good to promote the implementation of Regional Regulation Number 6 of 2015 in Sari Rejo Village, Medan Polonia District, and Medan City.

Abstract

The KOTAKU program is a national program with clear goals and achievement targets that require funding sources that are complementary and timely. The KOTAKU Program aims to improve access to basic infrastructure and services in urban slum areas and support the realization of livable, productive and sustainable urban settlements. This research uses descriptive research methods with a qualitative approach. This is in line with the research objective to see how the KOTAKU program policy is implemented in dealing with the problem of slum areas in Medan Johor District. In this qualitative research method, researchers use the Van Horn Van meter implementation model which influences the implementation of public policy, namely: policy standards and targets, resources, inter-organizational relationships, characteristics of implementing agents, social, political, and economic conditions, and implementor dispositions. Based on the results of research that has been carried out, it shows that the City Without Slum Settlements (KOTAKU) program implemented in the Gedung Johor sub-district has not been fully effective and efficient because it has not yet reached the standards for infrastructure development and basic housing services as well as improving the welfare of urban communities.
