Abstract

The aim of this research is to evaluate waste management policies by comparing policy objectives/targets with the results achieved. Gayo Lues Regency is one of the districts in Aceh Province. This type of research is descriptive with a qualitative approach. The problem currently faced in waste management is that waste management is not yet optimal, both in terms of services, operational and maintenance costs, institutions, regulations and community participation in its management. The theories used are evaluation theory and management dimensions. Researchers use a qualitative descriptive research design, to understand phenomena about what research subjects experience, for example behavior, perceptions, motivations, actions, etc. holistically, and by means of descriptions in the form of words and language, in a specific context. naturally and by utilizing various natural methods. The results of research on the Evaluation of Waste Management Policies at the Gayo Lues Regency Environmental Service show that the implementation of waste management in Gayo Lues Regency has not been effective, which can be seen from the planning system which is not evenly distributed across all sub-districts in Gayo Lues Regency, and has not been able to carry out waste clean-up activities. , and the waste bank program has not yet run as expected. This is because there are still obstacles, namely limited budget, human resources, and waste management facilities and infrastructure.

Abstract

This research aims to determine the effect of supervision (Variable X1) on performance (Y). This research adopted a quantitative method with a coparative approach. Data collected through questionnaire distribution techniques. Data analysis techniques prioritize numerical analysis starting from data preparation, data tabulation to the hypothesis testing stage. Through linear regression analysis techniques, the results obtained are that if supervision increases, performance will also increase. The results of testing the coefficient of determination (R2) also show that performance is influenced by supervision by 49% while the remaining 51% is influenced by other variables outside this research, while the correlation test proves that there is the strong influence of supervision on performance. This evidence is also in line with the results of the t-test where the effect of supervision on performance is very positive and significant as proven through the t-test. Conclusion: Supervision has a significant effect on performance. Keywords: Performance Effectiveness, Supervision

Abstract

Penelitian ini dilatarbelakangi oleh belum optimalnya kinerja pelayanan kenaikan pangkat di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Daerah (BKPSDMD) Kabupaten Sikka tahun 2025. Permasalahan yang diidentifikasi mencakup rendahnya literasi digital Aparatur Sipil Negara (ASN), keterbatasan infrastruktur teknologi dan jaringan internet di wilayah pedesaan dan pulau terluar, kualitas data kepegawaian yang belum optimal, keterbatasan kapasitas kelembagaan, serta kendala teknis dalam sistem layanan berbasis digital. Penelitian ini bertujuan untuk menganalisis kualitas layanan dalam meningkatkan kinerja pelayanan kenaikan pangkat serta mengidentifikasi faktor-faktor penghambat dan pendukungnya dengan merujuk pada teori SERVQUAL (Service Quality) dari Parasuraman, Zeithaml, dan Berry melalui 5 dimensi utama, yaitu keandalan, daya tanggap, kepastian, empati, dan berwujud. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Hasil penelitian diharapkan memberikan gambaran komprehensif mengenai kondisi aktual pelayanan kenaikan pangkat serta menjadi dasar dalam merumuskan strategi peningkatan kualitas layanan berbasis penguatan sumber daya manusia, infrastruktur, dan sistem digital.
