Abstract

The Creative City concept is community-based sustainable development, social and cultural inclusion, strengthening local identity and supporting the development of insight and creativity. Probolinggo City directs the development of the Creative City concept. However, currently Probolinggo City has not been included in the cities listed in the Creative Word and has not conducted the PMK3I Test. This is interesting to conduct a depth study. This research is designed as a descriptive quantitative approach and supported by data processing with SEMPLS. The attitude variable has a negative influence on the development intention variable. The variables that influence intention positively and significantly in this study are subjective norms, behavioural control, and readiness to change. It can be concluded that there are two variables from the Theory of Planned Behaviour and Readiness to Change variables that have an influence on the intention to develop a creative city in Probolinggo City. In addition, there is one variable from TPB, namely the attitude variable that does not have a significant influence on the intention to develop a Creative City in Probolinggo City. Konsep Kota Kreatif berfokus pada pembangunan berkelanjutan yang berbasis komunitas, inklusi sosial dan budaya, penguatan identitas lokal, serta mendukung pengembangan wawasan dan kreativitas. Kota Probolinggo sedang mengarahkan pembangunan berdasarkan konsep Kota Kreatif ini. Namun, saat ini Kota Probolinggo belum termasuk dalam daftar kota-kota yang tercantum dalam Creative World dan belum melakukan Uji PMK3I. Hal ini menarik untuk dikaji lebih mendalam. Penelitian ini menggunakan pendekatan deskriptif kuantitatif dan didukung oleh pengolahan data dengan SEMPLS. Variabel sikap memiliki pengaruh negatif terhadap variabel niat pengembangan. Variabel-variabel yang mempengaruhi niat secara positif dan signifikan dalam penelitian ini adalah norma subjektif, kontrol perilaku, dan kesiapan untuk berubah. Dapat disimpulkan bahwa terdapat dua variabel dari Teori Perilaku Terencana dan variabel Kesiapan untuk Berubah yang berpengaruh terhadap niat untuk mengembangkan kota kreatif di Kota Probolinggo. Selain itu, terdapat satu variabel dari TPB, yaitu variabel sikap, yang tidak memiliki pengaruh signifikan terhadap niat untuk mengembangkan Kota Kreatif di Kota Probolinggo.

Abstract

The current information age encompasses all aspects of human life. Media for communication and information dissemination has developed gradually and rapidly. Information media began with print and electronic media, and has now evolved into new media. The modern form of information openness using new media is not actually contrary to Islam. Islamic law also regulates and guides Muslims not to isolate themselves from the progress of the times. This is an interesting topic to explore further regarding public information transparency through new media in relation to Islamic teachings on ethics in Islamic communication. This research adopts a descriptive qualitative approach. This literature review is structured descriptively using secondary data from previous studies conducted by other researchers. The results of the study indicate that public information disclosure through new media is relevant to Islamic teachings on Islamic communication ethics. The timeliness of information in new media is consistent with Islamic teachings on avoiding hate speech based on differences. The completeness of information in new media is consistent with the principles of communication and language use based on values of goodness. The reliability of information in new media is in line with the principles of communication regarding truth and patience. The accuracy of information in new media is in line with the principles of Islamic communication with filtering in receiving information (tabayyun).

Abstract

Public administration emphasizes the dual role of government in regulation and service, with public services serving as a central indicator of good governance. In the context of emergency response, the quality of employee performance becomes crucial for ensuring effective service delivery. This study aims to analyze the influence of employee performance quality on the quality of the 112 emergency call service in Probolinggo City, Indonesia. Using a quantitative descriptive approach, data were collected through questionnaires, observations, and documentation from 100 respondents comprising government officials, academics, NGOs, and community leaders. The research employed Partial Least Squares (PLS) analysis to examine the causal relationship between employee performance quality and service quality dimensions, including reliability, responsiveness, assurance, tangibility, and empathy. The results demonstrate that employee performance quality has a significant and direct impact on the effectiveness of emergency services, with a path coefficient of 0.759, a p-value of 0.000, and a t-statistic of 1.690, confirming the proposed hypothesis. These findings highlight that improved employee capabilities, work processes, and enthusiasm positively enhance public trust and satisfaction in emergency handling. The study concludes that strengthening employee performance is a critical determinant for improving service quality in public emergency systems, supporting the broader goal of good governance and effective crisis management in Probolinggo City.

Abstract

Good governance emphasizes transparency and accountability, which are increasingly facilitated through digital media, particularly social media platforms that provide rapid, interactive, and borderless communication. In Indonesia, Law Number 14 of 2008 on Public Information Disclosure mandates openness as a democratic right, yet challenges remain in ensuring accessibility, accuracy, and the prevention of misinformation. Against this background, this study aims to examine the influence of public information disclosure and the use of social media by the Probolinggo City Government on public trust. Using a descriptive quantitative approach, data were collected through questionnaires, observation, and documentation involving 100 respondents who actively follow and engage with the official Instagram account @probolinggoimpressive. Data analysis employed Partial Least Squares (PLS) to test convergent validity, discriminant validity, reliability, and structural model relationships. The findings indicate that both information transparency and social media utilization significantly influence public trust, with information transparency contributing 40.8% and social media utilization contributing 39.1% to variations in trust. Hypothesis testing confirmed that the effects of both independent variables on public trust are statistically significant (p < 0.05). The study concludes that consistent and transparent information delivery, coupled with active use of social media, strengthens government credibility and enhances public trust. These results provide practical implications for local governments to adopt more modern, flexible, and two-way communication strategies while addressing the risks of misinformation.
