Abstract

Leadership transitions often present significant opportunities for policy innovation, especially in governance. This article explores the digital transformation within Indonesia's government following the presidential transition, using Howlett's Multiple Streams Theory as a framework. The theory, which examines the interaction of three streams—problems, policies, and politics—helps to understand how policy agendas are shaped and how windows of opportunity arise. The case study delves into how policy actors leverage these windows during governmental transitions to advance digital reforms. The research highlights the pivotal role of policy entrepreneurs and the combination of internal and external factors that influence policy decisions. Through a qualitative case study method, including in-depth interviews, document analysis, and participatory observations, the study reveals that the transition created a favorable political environment, which enhanced the adoption of digital policies. The findings indicate that the main challenges to digital reform include inter-agency coordination and infrastructure readiness, while the main opportunity lies in the strong political backing for digitalization. This paper concludes by emphasizing the critical role of policy entrepreneurs in aligning the three streams to ensure the success of digital transformation policies. The results offer valuable insights into how political changes can drive innovation in public policy, particularly in the context of digital governance.

Abstract

The Indonesian government has announced plans to move the country's capital from Jakarta to the Benua Etam region. The main objective of the move is to reduce the burden on overpopulated Jakarta, as well as to flatten economic and infrastructure development to the eastern region of Indonesia. The existence of the Capital City of the Archipelago (IKN) in East Kalimantan offers great potential to strengthen the Micro, Small and Medium Enterprises (MSMEs) ecosystem in the region. As a new center of government designed to offset the burden of central Jakarta, IKN Nusantara can be a catalyst for the growth and sustainability of MSMEs, and strengthen their contribution to the national economy. This study aims to evaluate the economic impact of public policy reforms in Indonesia on MSMEs in the new IKN. The results of this study are expected to provide a clear picture of the economic impact of public policy reforms in Indonesia on MSMEs in the new IKN, as well as assist the government and MSME businesses in designing more effective policies and optimizing the potential of MSMEs in the region.

Abstract

Perumusan kebijakan publik di tingkat daerah sering kali menghadapi tantangan kurangnya dasar empiris dalam proses pengambilan keputusan. Untuk menjawab tantangan tersebut, pendekatan Evidence-Informed Policy (EIP) menjadi paradigma baru yang menekankan pentingnya data, hasil riset, dan informasi ilmiah dalam seluruh tahap kebijakan. Artikel ini bertujuan untuk mengkaji bagaimana jabatan fungsional binaan BRIN yakni Peneliti, Perekayasa, Analis Data Ilmiah (ADI), dan Analis Pemanfaatan Iptek (API) dapat berkontribusi dalam memperkuat siklus kebijakan publik daerah menggunakan kerangka analisis teori siklus kebijakan dari Michael Howlett. Melalui kajian teoritis dan analisis struktur fungsional ASN di daerah, artikel ini memetakan keterkaitan peran antar JF dalam lima tahapan siklus kebijakan: agenda setting, policy formulation, decision-making, policy implementation, dan policy evaluation. Penelitian ini menunjukkan bahwa optimalisasi peran JF ilmiah mampu memperkuat ekosistem kebijakan berbasis data dan riset, sekaligus mendorong lahirnya kebijakan yang lebih akuntabel, adaptif, dan berkelanjutan. Artikel ini menyarankan perlunya penguatan kelembagaan dan mekanisme koordinatif antar-JF dan pimpinan daerah agar praktik EIP dapat diimplementasikan secara optimal.
