Abstract

This research examines the implementation of public policies with the objective of improving public administration services in the digital era. The application of digital technology offers the government the potential to deliver services that are more efficient, accessible, transparent, and participatory. Nevertheless, the implementation of public policies encounters obstacles, including the digital divide, resistance to change, budgetary constraints, and data security concerns. This study examines the factors that facilitate or impede the implementation of policies and formulates strategies and recommendations to optimize public administration services in the digital era. The results demonstrate that the implementation of strategies, including the expansion of human resources, the development of information and communication technology infrastructure, the streamlining of service processes, the formation of collaborative partnerships with stakeholders, and the formulation of responsive and adaptive policies, can facilitate the positive transformation of public administration services in the digital era. This transformation can be evidenced by enhanced efficiency, accessibility, transparency, community participation, and community satisfaction.

Abstract

Badan Permusyawaratan Desa (BPD) sebagai mitra kerja Pemerintah Desa berperan penting dalam mendukung penyelenggaraan Pemerintahan Desa diantaranya menjalankan fungsi pengawasan terhadap program-program Pemerintah Pusat. Tujuan Penelitian ini adalah untuk mengetahui sejauh mana efektivitas fungsi pengawasan BPD dalam proses pendataan Bantuan Langsung Tunai (BLT) di Desa Ciomas Kecamatan Ciomas Kabupaten Bogor Tahun 2025. Jenis Penelitian ini menggunakan metode Kuantitatif Deskriptif, Teknik Pengumpulan Data melalui Kuesioner/Angket. Populasi Penelitian ini berjumlah 45 orang responden, terdiri dari Anggota BPD, Perangkat Desa, dan Keluarga Penerima Manfaat (KPM). Analisis Data dilakukan menggunakan Statistik Deskriptif melalui program SPSS dengan pengukuran efektivitas berdasarkan teori Sondang P. Siagian (2005) dan teori pengawasan Soewarno Handayaningrat (2012). Hasil penelitian menunjukkan bahwa fungsi pengawasan BPD terhadap pelaksanaan pendataan BLT tergolong sangat efektif dengan nilai rata-rata keseluruhan 4,28. BPD dinilai telah melaksanakan fungsi pengawasan secara optimal, baik dalam menjamin kesesuaian pelaksanaan, menilai keberhasilan kegiatan, mencegah penyimpangan, maupun menemukan kelemahan untuk perbaikan selanjutnya
