Abstract

MSMEs support social and economic growth through employment and poverty reduction. Recently, MSMEs have had some challenges, including limited access to capital. Hence, the government should participate in solving those challenges, such as creating various MSME financing empowerment programs with multiple schemes, such as interest subsidies, guarantees, or risk sharing. KUR become an alternative instrument to support MSME financing in Indonesia, with substantial implications for economic growth. This study aims to provide empirical evidence regarding the effect of KUR Disbursement on MSME's Credit Growth with MSME's Commercial Credit Growth as a mediating variable. The data covered 33 provinces in Indonesia from 2015-2021. Using the Random Effect Model and Ordinary Least Square (OLS) Regression, the results indicated that (1) KUR Disbursement does not affect MSME's Credit Growth, (2) KUR Disbursement negatively influences MSME's Commercial Credit Growth, (3) MSME's Commercial Credit Growth positively influences MSME's Credit Growth, and (4) MSME's Commercial Credit Growth does not mediate the relationship between KUR Disbursement on MSME's Credit Growth means MSME's Commercial Credit Growth cannot act as a mediating factor in enhancing the effect of KUR Disbursement on MSME's Credit Growth

Abstract

People's Business Credit (KUR) is the main policy instrument in supporting Micro, Small, and Medium Enterprises (MSMEs) in Indonesia where MSMEs have an important impact on economic growth and reducing regional disparities. This study aims to investigate the relationship between KUR distribution and MSME credit growth in the Java region in Indonesia. This study was conducted by collecting secondary data, historical data on KUR distribution, MSME credit growth data, and regional economic data for the period 2015 to 2022. Regression analysis and other statistical techniques were used to identify the relationship. The results of this study indicate that KUR distribution is not related to MSME credit growth in the Java region, while commercial credit is positively related to MSME credit growth in the Java region. The results of this study have significant policy implications where the government needs to emphasize a region-focused approach in designing KUR distribution policies to support sustainable MSME credit growth in Indonesia.

Abstract

Micro, Small, and Medium Enterprises (MSMEs) play a vital role in development, yet face persistent barriers to financing. To address this, the Indonesian government provides the People's Business Credit (KUR) program. In 2023, significant policy reforms were introduced concerning eligibility criteria and graduation interest rates, resulting in a decline in total disbursement. This study applies descriptive analysis and two-mean difference tests using data from 33 provinces (2022–2023) to evaluate the policy’s impact. The findings show that the revised KUR policy: (1) enhances financial inclusion, (2) supports debtor graduation, and (3) contributes to achieving the national MSME credit target. These results highlight the importance of policy reform in building a sustainable MSME financing ecosystem. The novelty of this study lies in integrating macro-level statistical evidence with field-based qualitative validation to uncover structural inefficiencies in government-backed microfinance. The findings offer policymakers actionable insights to refine MSME financing frameworks, particularly in enhancing credit accessibility and aligning distribution incentives.
