Abstract

In each collaboration model, the actors rarely act alone because each collaboration actor has different interests and goals. In addition, an important strategy to realize the right collaboration model in sustainable tourism development is to utilize the characteristics and distinctive features that are owned to meet the needs of tourism development as a whole. The benchmark for assessing the collaboration model is based on how big the relationship between the collaboration actors is, both directly and indirectly, including: business cooperation, communication, knowledge, trust, mutual understanding, dialogue, benefits of cooperation, and evaluation of collaboration. The collaboration model used is a participatory exploratory conceptual model which emphasizes that collaboration actors constructively explore existing possibilities and find solutions to obstacles encountered in tourism development. The analysis method used in this study is a qualitative descriptive method and is analyzed using an Nvivo-based application to carry out the process of mapping supporting variables for the collaboration model used so that the analysis results are unbiased and credible, determining the collaboration model, analyzing obstacles faced in implementing the collaboration model, and drawing conclusions and suggestions. The model that is suitable to be applied is a participatory conceptual model, namely collaboration between all components in the village. So that good synergy will have a positive impact on the development of sustainable tourism in Selumbung Village. Obstacles in realizing Selumbung Village include: studies that are not yet sustainable, business capital/budget, lack of investors, there are still human resources that are not yet competent, development is not yet sustainable, and limited integrated information technology facilities, internet access from all providers is not yet available, and others.

Abstract

Bureaucratic reform is a demand, namely through innovation in public services. This is done to provide satisfaction to the community. Currently, technology and digitalization are important parts of people's social life. Technology directly changes people's mindsets to be more practical and responsive to existing phenomena. The problem is that the bureaucracy in providing public services tends to be slow in responding to technological developments. This study uses a qualitative approach, where data is obtained from observations and interviews. This study aims to discuss e-government-based public services related to their implementation so far, the suitability of the motto with the existing reality, the role of technology in public services and public administration studies. Denpasar City is one of the areas that tries to provide the best service to its people. Sewaka dharma is a motto which means serving is an obligation for bureaucrats and bureaucracy in the city of Denpasar. One of the steps is by implementing e-government as a way to bring and improve the performance of public services to the community. The result is that sewaka dharma as a motto for the obligation to serve for Denpasar city bureaucrats, is in accordance with the Nawa Cita concept upheld by the President of the Republic of Indonesia.

Abstract

This research discusses the implementation of communication in the General Sector of the PUPR Department of Denpasar City in the Clean River Program and the obstacles faced. The research was conducted using a qualitative approach through interviews. The results show that communication involves planning the placement of human resources according to the organizational structure, the use of information technology, and the active participation of human resources, although their abilities still need to be improved. Internal obstacles include complicated bureaucracy, inadequate officer skills, and unplanned employee transfers. External obstacles include technological limitations, use of technical language, and low public understanding of the importance of clean rivers.  To overcome these obstacles, it is recommended that training and technical guidance be carried out for employees, optimizing the use of technology, transparency of information, and simplifying bureaucratic communication. This is expected to increase the effectiveness of organizational communication and the smooth running of program services.

Abstract

Direct local elections, as a reform response, have driven regional head candidates in Gianyar Regency, Bali, to adopt various strategies to win the contest. The candidates use image politics by crafting cultural activities as part of their political art to build a positive image in all available spaces. The primary goal of these image-building efforts is to shape public opinion and gather support. This approach also serves as a means of communication, allowing candidates to address the aspirations of grassroots communities directly. This study employed qualitative research methods, starting with observation, document collection, online data searches, and in-depth interviews with informants. The research identified various forms of image politics used by regional head candidates in Gianyar during the reform era elections. These included community engagement activities like simakrama (gatherings with traditional communities), collective prayers at temples and subak (irrigation associations), free medical services, fishing events, and blood donation drives. These efforts aimed to build a positive public image and connect with voters directly.

Abstract

BPJS Kesehatan is a legal entity responsible for administering social security programs in accordance with Law Number 40 of 2004 on the National Social Security System. Community health centers (Puskesmas) play a strategic role in providing primary healthcare services, including in Denpasar, Bali, where numerous Puskesmas serve as primary healthcare facilities. However, the implementation of BPJS Kesehatan programs in Puskesmas faces several challenges, such as limited healthcare personnel, inadequate infrastructure, and an underdeveloped management system. Additionally, there is still a public perception that BPJS services can only be utilized when one is ill. This study employs a qualitative descriptive approach to analyze the implementation of healthcare services at UPTD Puskesmas III in North Denpasar District. The findings indicate that implementation is not yet fully optimal based on indicators of communication, resources, disposition, and bureaucratic structure. Key obstacles include insufficient BPJS outreach to the public, lack of significant improvements in service quality, as well as infrastructure limitations such as parking space, waiting areas, and noise disturbances due to the Puskesmas’ location in a densely populated area.
