Abstract

The forces of globalization have been able to shift patterns and lifestyle of people of the world, no exception in the tourism industry. The process of globalization has changed the form and structure of the tourism industry. The phenomenon requires countries in the world to evolve in a new system of government which is adaptive, innovative and sensitive to changes. Bureaucratic reform in Indonesian has been proceeding for many years. However, persisting problems concerning bureaucracy have yet to be resolved. This snag may arise due to the lack of the creativity and innovation culture within government bureaucracy. Therefore, bureaucratic reform should be directed more to innovation culture and programs including tourism sector in order to enhance the bureaucracy’s innovation capability.

Abstract

This present study is intended to explore the phenomenon of the practice of functionally converting the irrigated rice fields in South Denpasar District. The present study focuses on the process of functionally converting the irrigated rice fields, the ideology leading to the phenomenon, and its implication on the local people. The data were collected through observation, in-depth interview and documentary analysis. The data were analyzed using the theory of hegemony, the theory of social practice and some other theories which were used eclectically based on the problems analyzed. The result of the study shows that the functional conversion of the irrigated rice fields resulted from the farmers’ marginalized socio-cultural structure. The process started from the government’s hegemony. The government treated the farmers as the subaltern. Then the dominated farmers got trapped by fatalism and pragmatism. The entrepreneur and government strengthen their hegemony. Then they negotiated with the local government such as the traditional village ‘desa pakraman’ and the administrative village ‘desa dinas’ and the land owners as individuals. The farmers were too weak to resist; they failed as they did not have the capital needed for that. Such a condition could not be separated from the capitalistic ideology as the government and entrepreneur collaborated to legitimate the converting process. In addition, the local people were also trapped by the consumptive way of life. As a result, they considered that functionally converting their irrigated rice fields was a proper solution. That affected the infrastructural order. Their infrastructural order changed. Their social structure also shifted from communalism into individualism. Their ideological, legal, governmental, family and religious superstructures changed as well, causing the South Denpasar community to be getting far from the agrarian cultural root which used to be their initial characteristic.

Abstract

The keben craft business is a business that has the opportunity to develop, in the life of the Balinese people, keben is a means of prayer and various other traditional activities, so that the keben craft business is a promising business opportunity. Partners in the internal PKM activities of group 10 at Ngurah Rai University are the keben craftsmen group, namely the Keben Asti Craftsmen Group located in Banjar Tanggahan Peken, Sulahan Village, Susut District, Bangli Regency. The purpose of implementing this PKM is to develop a group of Asti keben crafts in BanjarTanggahan Peken. After conducting observations and interviews with the head of the Asti keben craftsman group in Banjar Tanggahan Peken, the following problems were found: 1) The Asti keben craftsman business group has not been able to manage the tasks of each group member. 2) The production factors still use traditional and manual methods such as making bamboo cuttings, they still use knives so that it slows down the production process, 3), partners do not know and understand how to make simple bookkeeping, 4) Promotion is still limited and only by word of mouth (WOM). ). 5) do not have a business WEB and business nameplate. The PKM activities provided are 1) Providing group management training, 2) providing assistance in the form of a bamboo shaving machine to simplify and speed up the production process, 4). Problems in the field of management, the solution offered is to provide simple bookkeeping training to be able to record costs and find out earned income. 5) Problems in promoting the product solutions offered, promotional training using social media, and creating a business WEB. The outputs produced are articles in national journals, articles in printed mass media, videos of the implementation of activities, 20% increase in production capacity and quality, capability business management both in the field of promotion and financial management and able to make simple bookkeeping

Abstract

Perubahan yang terjadi pada orang lanjut usia (lansia) mengarah pada  kemunduran kesehatan fisik dan psikis. Status gizi lansia dipengaruhi oleh pola konsumsi energi dan protein, status kesehatan, pengetahuan, ekonomi dan lingkungan.Data dari UPT Kesmas Blahbatuh II tahun 2013 jumlah penduduk lansia di wilayah kerja UPT Kesmas Blahbatuh II sebanyak 2438 jiwa.Sebanyak 50% lansia beraktivitas di bawah terik matahari.Informasi rata-rata kunjungan  lansia berumur 60 tahun ke atas ke posyandu lansia pada bulan Juli hingga Oktober 2013 sekitar 651 jiwa lansia (26.7%). Lansia yang datang tersebut tidak dilakukan pengukuran antropometri sehingga tidak diketahui status gizinya.Telah dilakukan penelitian yang bertujuan untuk mengetahui gambaran status gizi lansia dan hubungan antara asupan enegi, asupan protein dan aktivitas fisik terhadap status gizi lansia di wilayah kerja UPT KESMAS Blahbatuh II.Penelitian ini menggunakan teknik penelitian analitik observasional dengan pendekatan cross sectional. Sampel pada penelitian ini adalah lansia yang berumur ? 60 tahun di wilayah kerja UPT Puskesmas Blahbatuh II. Cara pengambilan sampel dengan teknik stratified samplingdan besar sampel adalah 80 orang. Analisis data dilakukan secara analitik observasional.Hasil penelitian terdapat 61.2% subjek berisiko mengalami malnutrisi, 20.0% subjek dengan status gizi baik dan 18.8% mengalami malnutrisi. Korelasi antara presentase angka kecukupan energi dengan besar MNA sangat signifikan (p=0.000) dengan arah korelasi positif (r=0.394). Korelasi antara presentase angka kecukupan protein dengan besar MNA sangat signifikan (p=0.002). dengan arah korelasi positif (r=0.347) sedangkan korelasi antara besar aktivitas fisik dengan besar MNA tidak signifikan (p=0.291).

Abstract

This study aims to find out how job opportunities for female graduates of vocational schools to be accepted as employees in hotels. Research data were collected through questionnaires using Google forms using probability sampling techniques and interviews with the Tremblay method for selected Human Resources (HR) Departments. Sample analysis shows that 45% of SMK graduates are accepted as day laborers; 28.30% are contract employees; 18.30% are permanent employees. Especially for Vocational female graduates 27.22% have an opportunities to work in housekeeping, 21.30% in the front office, 21.30% in food and beverage production, 24.86% in food and beverage service and other departments both as technicians and administration as much as 5.40%. Specifically for the admin position, graduates must have hotel operations administration skills, but vocational graduates are still lacking in mastering the system. This article argues that hotels open themselves to accept vocational school graduates including women, and to be able to become permanent employees, graduates must have adequate skills. Abstract

When the COVID-19 pandemic came to Bali, many people lost their jobs and had difficulty getting food. This article discusses strategy to increase food security in Badung Regency, Bali, during the COVID-19 pandemic through strengthening local wisdom. The research method used is descriptive qualitative. The research results indicate the role of stakeholders in food security in Badung Regency before and after the COVID-19 pandemic to build synergy between large and small food producers, seek supporting regulations and work on capital assistance, as well as strategies to increase food security in Badung Regency through strengthening local wisdom by seeking expansion of agricultural land involving the customary villages (desa pakraman) and farmer organization (subak); socialization to the working society who caused COVID-19 to switch professions to the agricultural sector. This article contributes in providing input for formulating a strategy to increase food security in Badung Regency during the COVID-19 pandemic.

Abstract

The Healthy Living Community Movement is a systematic and planned action carried out jointly by all components of the nation with awareness, willingness and ability to behave in a healthy manner to improve the quality of life. The Healthy Living Community Movement in Gianyar Regency is supported by Gianyar Regent Regulation Number 50 of 2018. This study aims to determine and analyze the implementation of Gianyar Regent's Regulation Number 50 of 2018 concerning Healthy Living Community Movement in Gianyar Regency. This research is a qualitative descriptive study based on the theory of Merilee S. Grindle. Collecting data through interviews, documentation and observation with 12 informants. Based on the results of the research, it has described an effort that has been carried out in a coordinated manner, the process has been running in accordance with referring to policy actions. The impact on society individually and in groups is still not optimal. Barriers and problems still exist in implementing The Healthy Living Community Movement policy. The conclusion of this study is that the implementation of the Gianyar Regent's Regulation Number 50 of 2018 has been implemented and is still running until now, but support from cross-sectoral and community is still needed.

Abstract

Tersedianya informasi yang berbasis teknologi saat ini merupakan tuntutan bagi berbagai pelaku usaha pariwisata, termasuk desa wisata. Dalam hal ini informasi pariwisata yang baik, terpercaya dan terbaharukan sangat dibutuhkan agar sebuah destinasi wisata mampu diketahui dan dikenal dengan baik, khususnya bagi wisatawan. Profil desa wisata yang merupakan gambaran menyeluruh tentang karakter desa dan jenis kepariwisataan yang dikembangkan di suatu desa sangat penting untuk disusun dan diketahui oleh pihak masyarakat yang terlibat di dalam pengembangan desanya sebagai desa wisata, serta dipublikasikan kepada pihak yang akan berkontribusi positif terhadap pengembangan pariwisata di desa tersebut. Desa Sudaji yang telah mengembangkan dirinya sebagai desa wisata, belum memiliki data profil desa wisata yang dibutuhkan untuk menginventarisasi data desanya, baik sumber daya manusia, sumber daya alam, sumber daya budaya, prasarana pariwisata, dan sarana pariwisata. Data tersebut sangat penting untuk tahap pengembangan selanjutnya, agar kegiatan pariwisata dapat dilakukan secara bertahap, terkoordinasi dan berkelanjutan. Pada kegiatan pengabdian ini, penyusunan profil desa wisata yang dilakukan secara manual, dimasukkan ke dalam sistem teknologi dengan tujuan untuk mempermudah akses informasi oleh pihak yang membutuhkan data untuk pembangunan dan pengembangan desa, khususnya Desa Sudaji. Diharapkan dengan tersedianya profil desa wisata di Desa Sudaji secara lengkap, valid dan selalu terbaharui dapat berguna untuk kemajuan desa wisata yang dikembangkan di desa tersebut. Kata Kunci: Pariwisata, Pedesaan, Profil, Desa Sudaji

Abstract

Leadership related to developing employees’ competencies is an important part of organization life. However, this has not been carried out properly to ensure all duties and obligations are carried out within the organization, one of which is developing the competence of organizational members. Objectives of this research are to determine the role of leadership in developing the competence of Civil Servants at BPSDM Bali; and to determine the constraints of developing the competence of Civil Servants at BPSDM Bali. This research uses qualitative descriptive method with transformational leadership theory. There were 8 (eight) informants determined using purposive sampling technique. Data collection use interview guidelines, observation and documentation. The methods and data analysis techniques were carried out by reducing, presenting data and drawing conclusions. The final stage of the analysis carried out the presentation of the results of the data presented with narrative text. From the analysis, the results show that the role of leadership in developing the competence of civil servants at BPSDM has not been maximal in mobilizing, directing and evaluating subordinates to fulfill the rights and opportunities for competency development of civil servants for 20 hours of lessons / year according to government regulation Number 11 of 2017 concerning Employee Management Civil Affairs. Furthermore several constraints are found, namely the egoism of subordinates, no leadership commitment, no strategy in accelerating employee competency development, the need for employee competency development get maximum budget support.
