Abstract

Kawasan Perkotaan Burau merupakan salah satu daerah yang sering dilanda banjir. Kejadian banjir tercatat terjadi setiap tahun selama periode 2017 – 2023. Kejadian banjir terparah pada tahun 2020, mengakibatkan 700 orang mengungsi dan 140 rumah terendam. Banjir menimbulkan korban jiwa dan kerugian ekonomi terhadap aset yang terkonsentrasi di perkotaan. Penelitian ini bertujuan untuk mengkaji tingkat kerawanan banjir di Kawasan Perkotaan Burau. Untuk mencapai tujuan tersebut, dilakukan inventarisasi data kejadian banjir yang bersumber dari laporan banjir dari pemerintah daerah, situs berita online terpercaya dan hasil interpretasi Citra Sentinel-1 SAR menggunakan platform Google Earth Engine (GEE). Penilaian kerawanan banjir menggunakan model statistik Information Value (IV) dengan menghitung nilai IV berdasarkan keterkaitan kejadian banjir dan faktor pengontrol banjir yaitu elevasi, lereng, curah hujan, jarak dari sungai, dan tutupan lahan. Hasil penelitian menunjukkan bahwa 62% dari total wilayah penelitian berada pada tingkat kerawanan rendah, 28% berada pada tingkat kerawanan sedang, 10% berada pada tingkat kerawanan tinggi. Hasil pemetaan kerawanan banjir divalidasi menggunakan kurva Area Under Curve (AUC), hasil uji akurasi menunjukkan bahwa tingkat keberhasilan model IV adalah 0.791, nilai tersebut masuk dalam kategori good nilai 0.7 – 0.8. Hasil penelitian ini dapat menjadi salah satu pertimbangan untuk mitigasi bencana banjir Kawasan Perkotaan Burau.

Abstract

The Kayutangan Heritage Area is one of the areas with cultural, historical, and architectural heritage in Malang City that has the potential to attract tourists. However, as time went by, the Kayutangan area began to fade and become less attractive due to both physically and non-physically. After the realignment, this area returned to life as an economic center and historical and cultural tourism. This research aims to identify factors that influence tourists' interest in returning to the Kayutangan Heritage Area. The sampling technique was accidental sampling. The data collection technique used in this research was a field survey with a questionnaire. The analysis was carried out using multiple linear regression using IBM-SPSS Statistics 26. The research results showed that the variables of attraction, accessibility, and amenities simultaneously had a significant effect on tourists' intention to revisit. Partially, the attractiveness and accessibility variables have a significant effect on tourists' interest in returning to visit, but the amenities variable does not have a significant effect on tourists' interest in returning to visit.

Abstract

Artikel ini mengkaji proses produksi ruang oleh masyarakat adat Napan yang hidup kawasan perbatasan Indonesia-RDTL. Bagi masyarakat adat Napan kawasan perbatasan bukan hanya tentang fungsi ekologis, tetapi juga merupakan entitas simbolik dan spiritual yang dipertahankan melalui sruktur sosial, sistem pewarisan marga, hukum adat serta praktik budaya kolektif. Dengan menggunakan pendekatan kualitatif berbasis in-depth interview dan focus group discussion serta dianalisis melalui kerangka teori produksi ruang oleh Henri Lefebvre, artikel ini mengeksplorasi dinamika representasi ruang antara negara dan komunitas lokal. Negara memandang ruang melalui pendekatan teknokratis dan legal-formal, sementara masyarakat adat memproduksi ruang berdasarkan relasi historis dan simbolik. Hasil kajian menunjukkan kompleksitas cara pandang masyarakat terhadap ruang, dalam hal ini kawasan perbatasan karena itu pengakuan terhadap pengetahuan dan representasi spasial lokal menjadi hal yang patut dipertimbangkan terutama dalam perencanaan pembangunan.

Abstract

Yogyakarta International Airport (YIA) infrastructure development supports the aerotropolis concept, an airport designed to be an independent city with many business activities to provide sustainable benefits for the surrounding community. However, some sensitive issues regarding the development of YIA's aerotropolis infrastructure are found currently, which impacts the response and development of the community in the area. This research aims to identify important issues that have developed in the observed area due to the development of the airport's infrastructure. This is qualitative and explorative research, carried out by observation and literature study to identify the issues that occur. The USG method is used to determine important issues found in the observation area, which leads to the important issues that can be determined as priorities in the area. The results show that each region has one important issue in common, even though these regions have different regional characteristics. Abstract

Climate change in Indonesia has triggered multidimensional disasters that are increasingly severe and difficult to predict, placing communities in vulnerable conditions. To address this, the Indonesian government has adopted the Low Carbon Development (LCD) paradigm, gradually integrating it into national and regional planning to pursue sustainable economic growth while minimizing carbon emissions. However, progress in low-carbon development remains limited. The gap is largely due to weak translation of LCD principles into sectoral programs, inadequate adaptive fiscal instruments, and poor alignment between regional development plans (RPJMD) and the LCD framework. This study aims to identify challenges from idea to plan to practice in the implementation of LCD policies in Indonesia and to propose a contextualized scheme for strengthening their application. Findings reveal three main challenges: (1) regional development orientation is still growth-centered rather than sustainability-oriented, (2) local governments have limited capacity to formulate and implement low-carbon programs, and (3) actor fragmentation and weak cross-sectoral and interregional coordination hinder integration. Furthermore, Indonesia’s vast geography presents structural and distributional constraints that demand creative, context-specific solutions rather than being accepted as fixed barriers. Overall, while Indonesia possesses substantial potential in low-carbon development, realizing it requires reorienting development priorities, enhancing local capacities, and improving institutional coordination. A contextualized LCD scheme must therefore address these systemic challenges to align national and regional development agendas with global commitments, particularly the net zero emission target.

Abstract

The demand for land is a fundamental necessity that continues to change in line with population growth and regional development. As the center of activities, Yogyakarta City faces land limitations, leading to the expansion of residential areas into surrounding regions, including Ngemplak District, Sleman Regency. This study aims to analyze the suitability of residential land use in Ngemplak District with the Detailed Spatial Plan (RDTR) for the Sleman Timur Area. The analysis compares the pattern of residential development with the designated zoning in the RDTR. The results indicate that the proportion of residential areas complying with the RDTR increased from 31.02% in 2014 to 31,81% in 2024, reflecting more effective spatial planning. However, 2.32% of residential areas in 2024 remain inconsistent with land-use designations. The implementation of the RDTR has proven effective in controlling residential development, yet further monitoring is required to ensure sustainable land use.
