Abstract

ABSTRAK Latar belakang: Peningkatan pengetahuan dan kesadaran masyarakat akan pentingnya kualitas pelayanan yang terstandardisasi semakin tinggi, masyarakat cukup selektif dalam memilih pelayanan kesehatan, fenomenanya justru dengan semakin meningkatnya jumlah sarana pelayanan kesehatan secara kuantitas, ternyata belum sepenuhnya meningkat secara kualitas, meskipun Puskesmas sudah berada pada kategori paripurna, namun berdasarkan pemanfaatan pelayanan masih banyak masyarakat yang kurang minat menggunakan layanan Puskesmas. Puskesmas di Sulawesi Selatan setiap tahun mengalami peningkatan secara kuantitas, namun secara kualitas masih terjadi kesenjangan pencapaian akreditasi antar wilayah kabupaten/kota. Tujuan: Untuk mengeksplorasi critical thinking points implementasi fungsi manajemen kaitannya dengan kategori pencapaian akreditasi Puskesmas di kabupaten Wajo Sulsel. Metode: Jenis penelitian ini adalah penelitian mixed method desain kualitatif dan kuantitatif, data kualitatif dengan wawancara mendalam focus group discussion, dan data kuantitatif dengan cross sectional study. Analisis keabsahan data melalui pendekatan triangulasi. Hasil: Dinas kesehatan melalui Puskesmas mengelolah upaya kesehatan sesuai Permenkes No. 44 Tahun 2016 dan dengan membuat surat keputusan dinas kesehatan tentang indikator dan target kinerja puskesmas. Evaluasi implementasi manajemen puskesmas melibatkan aspek strategis, operasional, dan dengan membentuk tim pembina cluster binaan. Kinerja Puskesmas melalui indikator kepuasan masyarakat memiliki pengaruh kecil terhadap capaian akreditasi puskesmas. Self assesment memiliki hubungan erat dan berbanding lurus dengan capaian akreditasi puskesmas. Pengaruh manajemen perencanaan, pengorganisasian, penggerak pelaksana, pengawasan dan pengendalian Puskesmas sangat signifikan terhadap capaian akreditasi puskesmas, dan ini didukung dinas kesehatan kabupaten dengan memberikan pelatihan manajemen kepada seluruh puskesmas, pemetaan Puskesmas berdasarkan penerapan fungsi manajemen dilakukan dengan monitoring perencanaan perbaikan strategis oleh dinas kesehatan kabupaten. ABSTRACT Background: Public awareness regarding the importance of standardized service quality has sharply increased, compelling individuals to be more selective in choosing healthcare services. Although the number of health service facilities has expanded, this quantitative growth has not been accompanied by commensurate improvements in service quality. Even Puskesmas (community health centers) with “paripurna” (comprehensive) accreditation categories still often experience suboptimal utilization rates, indicating persistent challenges in aligning service quality with community needs. Furthermore, the overall accreditation achievement among Puskesmas in South Sulawesi varies significantly across different regencies and municipalities, reflecting ongoing disparities in healthcare quality. Objective: To explore the critical thinking points in the implementation of management functions and their correlation with accreditation categories of Puskesmas in Wajo Regency, South Sulawesi. Method: This type of research is mixed method qualitative and quantitative design, qualitative data with in-depth interviews focus group discussions, and quantitative data with cross sectional studies. Data validity analysis through a triangulation approach. Result: The health office through the health center manages health efforts in accordance with Permenkes No. 44 of 2016 and by making a health office decree on health center performance indicators and targets. Evaluation of the implementation of puskesmas management involves strategic, operational aspects, and by forming a team of cluster supervisors. Puskesmas performance through community satisfaction indicators has little influence on the achievement of puskesmas accreditation. Self-assessment has a close relationship and is directly proportional to the achievement of puskesmas accreditation. The influence of management planning, organizing, driving implementers, supervising and controlling Puskesmas is very significant on the achievement of puskesmas accreditation, and this is supported by the district health office by providing management training to all puskesmas, mapping Puskesmas based on the application of management functions is carried out by monitoring strategic improvement planning by the district health office.
