Abstract

Upaya pemerintah dalam menurunkan tingginnya angka kemiskinan di indonesia adalah dengan membuat program penanggulangan kemiskinan. Pasal 1 ayat (9) UU No.11 Tahun 2009 Tentang kesejahteraan sosial menyatakan bahwa: “sekesejahteraan sosial adalah kondisi terpenuhinya kebutuhan material, spritual, dan sosial warga nergara agar dapat hidup layak dan mampu mengembangkan diri, sehingga mampu melaksanakan fungsi sosialnya. Selain itu, pada peraturan presiden Republik Indonesia No.15 Tahun 2010 tentang percepatan penanggulangan kemiskinan menyatakan bahwa: kemiskinan merupakan permasalahan bangsa yang mendesak dan memerlukan langkah-langkah penanganan dan pendekatan yang sistematis, terpadu dan menyeluruh, dalam rangka mengurangi beban dan memenuhi hak-hak dasar warga negara secara layak melalui pembangunan inklusif, berkeadilan, dan berkelanjutan untuk mewujudkan kehidupan yang bermartabat. Salah satu program yang diharapkan tepat sasaran adalah program keluarga harapan (PKH). PKH adalam program pemberian bantuan sosial yang bersyarat kepada keluarga yang rentan miskin (KM) yang tergabung dalam data terpadu dengan data pusat dan ditetapkan dalam keguarga penerima manfaat (Direktorat Jaminan Sosial, 2015). Namun pada implementasinya dilapangan banyak masyarakat miskin yang tidak mendapatkan bantuan tersebut, disislain ada keluarga penerima manfaat (KPM) yang bantuannya di putuskan secara sepihak tanpa adanya kejelasan mengenai pemberhentiannya, dan masih ada keluarga penerima manfaat (KPM) program PKH yang datanya bermasalah sehingga tidak padan Capil, Dapodik dan DKTSK. Untuk menganalisis kebijakan program PKH di Kelurahan Besusu Barat Kecamata Palu Timur Kota Palu, penulis menggunakan teori Richart M Street (1985:53) guna melihat pencapaian tujuan, integritas, dan adaptasi. Metode penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif, metode pengumpulan data dilakukan melalui observasi, wawancara langsung, dan dokumentasi. Teknik pemilihan informan menggunakan teknis purposive. Dari hasil penelitian program PKH di kelurahan Besusu Barat Kecamatan Palu Timur Kota Palu belum efektif. Hal tersebut dikarenakan dari aspek pencapaian tujuan dari program PKH belum terimplementasikan dengan baik

Abstract

Abstract The purpose of this study is to determine and analyze the development of micro, small, and medium enterprises in food processing in North Morowali Regency. This type of research is qualitative, with four selected informants. Data collection uses observation, interview, and documentation techniques. The data analysis techniques used are (1) data collection, (2) data reduction, (3) data presentation, (4) verification, and (5) conclusion. The results of this study indicate that: (1) The development of Micro, Small, and Medium Enterprises (MSMEs) in food processing in North Morowali Regency has been going well. (2) There are several supporting factors in the development of MSMEs, namely: (a) government attention to MSME actors, which is manifested through cash assistance, provision of production equipment, and marketing facilities through social media and exhibitions organized by the government; (b) the existence of information technology facilities such as smartphones, Zoom applications, YouTube, Google, and print media, which greatly assist MSME actors in promoting their products. (3) On the other hand, there are several inhibiting factors in the development of MSMEs, including: (a) limited human resources who do not yet have competence in the MSME field; (b) limited business capital; (c) lack of promotional activities; and (d) difficulty in applying for business capital loans at banks.Keywords: Management, MSME and DevelopmentAbstrakTujuan penelitian ini adalah mengetahui dan menganalisis Pengembangan Usaha Mikro Kecil Olahan Pangan di Kabupaten Morowali Utara. Jenis Penelitian ini adalah penelitian kualitatif dengan informan yang dipilih sebanyak empat orang. Pengumpulan data menggunakan teknik pengamatan, wawancara dan dokumentasi. Teknik analisis data yang digunakan yaitu (1) Pengumpulan data (2) Reduksi Data (3) Penyajian Data (4) Verifikasi (5) Kesimpulan. Hasil penelitian ini menunjukkan bahwa: (1) Pengembangan Usaha Mikro Kecil (UMK) olahan pangan di Kabupaten Morowali Utara telah berjalan dengan baik. (2) Terdapat beberapa faktor pendukung dalam pengembangan UMK, yaitu: (a) perhatian pemerintah terhadap pelaku UMK, yang diwujudkan melalui bantuan tunai, penyediaan alat produksi, serta fasilitasi pemasaran melalui media sosial dan pameran-pameran yang diselenggarakan oleh pemerintah; (b) keberadaan fasilitas teknologi informasi seperti telepon pintar, aplikasi Zoom, YouTube, Google, dan media massa cetak yang sangat membantu pelaku UMK dalam mempromosikan produk mereka. (3) Di sisi lain, terdapat beberapa faktor penghambat pengembangan UMK, meliputi: (a) keterbatasan sumber daya manusia yang belum memiliki kompetensi di bidang UMK; (b) keterbatasan modal usaha; (c) kurangnya kegiatan promosi; dan (d) kesulitan pengajuan pinjaman modal usaha di perbankan.Kata Kunci: Manajemen, UMK dan Pengembangan

Abstract

This research aims to evaluate the service management of the Direct Cash Transfer Program in Lasoani Village, Palu City, using a normative juridical approach. This Program refers to Article 34 paragraph (1) of the 1945 Constitution, Law No. 11/2009 on Social Welfare, and Law No. 13/2011 on Handling the Poor. The research used descriptive qualitative methods through interviews, observation, and documentation. The results show that a strong legal foundation and systematic planning support the success of this Program. However, obstacles such as budget and administrative delays are still a challenge in implementation. This research confirms the importance of regulatory harmonisation, transparency, and strengthening the capacity of implementers to improve the effectiveness of the Program. Thus, BLT can contribute more to poverty alleviation and social welfare.

Abstract

Local revenue is a primary source of funding for development at the local level, one of which is through the collection of Non-Metallic Mineral and Rock (Mineral Bukan Logam dan Batuan/MBLB) taxes. This study aims to analyze the effectiveness of the collection of Group C MBLB taxes in Palu City and to identify the supporting and inhibiting factors in the tax collection process. The research method used is a quantitative study with a descriptive-analytic approach, utilizing secondary data from the Regional Revenue Agency of Palu City and limited interviews with relevant staff. Data analysis focuses on calculating the effectiveness level of tax collection and evaluating the factors that influence target achievement. The results show that the effectiveness of Group C MBLB tax collection in Palu City during the period 2019 to 2022 was categorized as highly effective, but it declined to a less effective category in 2023. Key supporting factors include a strong legal basis, investment growth, adequate supporting facilities, and an integrated online payment system. On the other hand, limitations in human resources, lack of taxpayer understanding of online payment procedures, inaccurate taxpayer data, and complex bureaucracy are significant obstacles.

Abstract

Abstract The aim of this study is to analyze the management of Hajj and Umrah services at the Ministry of Religious Affairs Regional Office in Central Sulawesi Province. This research employs a qualitative approach with four purposively selected informants. Data collection was carried out through observation, interviews, and documentation techniques. Data analysis was conducted in five steps: data collection, data reduction, data presentation, verification, and conclusion drawing. The results indicate that the management of Hajj and Umrah services at the Ministry of Religious Affairs Regional Office in Central Sulawesi Province has not been optimally implemented. The inhibiting factors identified include inadequate SISKOHAT network for online registration, administrative services not meeting the established standards, insufficient effective communication with the public, and a shortage of personnel in providing services to Hajj and Umrah pilgrims during departure. The supporting factors that facilitate the management process include adequate facilities and infrastructure, experienced Hajj and Umrah instructors, professional staff in pilgrim services, and available funding to support the office’s operations. Keywords: Management, Hajj and Umrah.Abstrak Tujuan dari penelitian ini adalah untuk menganalisis manajemen penyelenggaraan haji dan umroh pada Kantor Wilayah Kementerian Agama Provinsi Sulawesi Tengah. Penelitian ini menggunakan pendekatan kualitatif dengan empat informan yang dipilih secara purposive. Pengumpulan data dilakukan melalui teknik observasi, wawancara, dan dokumentasi. Analisis data dilakukan dengan lima langkah, yaitu pengumpulan data, reduksi data, penyajian data, verifikasi, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa manajemen penyelenggaraan haji dan umroh pada Kantor Wilayah Kementerian Agama Provinsi Sulawesi Tengah belum berjalan dengan optimal. Faktor penghambat yang ditemukan antara lain jaringan SISKOHAT yang tidak memadai untuk pendaftaran online, pelayanan administrasi yang tidak sesuai dengan standar yang ditetapkan, kurangnya komunikasi efektif dengan masyarakat, dan kekurangan jumlah petugas dalam pelayanan jamaah haji dan umroh pada saat pemberangkatan. Adapun faktor pendukung yang memperlancar manajemen ini adalah sarana dan prasarana yang memadai, pembimbing manasik haji dan umroh yang berpengalaman, tenaga ahli profesional dalam pelayanan jamaah, dan dana yang tersedia untuk mendukung operasional kantor. Kata Kunci: Manajemen, Haji dan Umroh.

Abstract

Regional revenue from Certain Goods and Services Tax (PBJT) plays a crucial role in supporting development financing, particularly in productive sectors such as food and beverages. This study aims to examine and analyze the effectiveness of PBJT collection in the food and beverage sector in Palu City. A quantitative research approach was used, relying on secondary data from 2020 to 2024, including annual PBJT revenue targets and actual realization figures specifically for the food and beverage industry. This analysis revealed three main findings. First, PBJT collection was categorized as very effective in 2020, 2021, and 2022, but became ineffective in 2023 and 2024. Second, the effectiveness of tax collection in the early years was supported by a conducive investment climate in Palu City, which helped increase regional revenue, particularly from the food and beverage sector. Third, the main obstacles to effective tax collection include the limited number and capacity of human resources in the regional tax authority, as well as low public awareness and use of the PBJT online payment system. These findings indicate the need to improve administrative capacity and digital literacy to improve tax compliance and regional revenue performance in the future.

Abstract

Curriculum management involves planning, organizing, implementing, and evaluating to achieve effective educational goals. This curriculum provides freedom to students and teachers in the learning process, with a focus on developing individual learning potential and interests. This is an innovative approach that encourages creativity and flexibility in education. This type of research is qualitative research with five informants selected. Data collection uses observation, interview and documentation techniques. The data analysis techniques used are: 1) Data collection, 2) Data Reduction, 3) Data Presentation, 4) Verification, 5) Conclusion. The indicators used to measure Management are: planning, implementation and supervision. Based on the results of research and analysis conducted by the researcher, it can be concluded that 1) Independent Curriculum Management at SMKS in Central Sulawesi Province can be said to have not been implemented properly. 2) Inhibiting factors in Independent Learning Curriculum Management: a) Budget Limitations, b) Budget Uncertainty, c) Regulation and Bureaucracy, d) Poor Facility Conditions, e) Limited Human Resources. 3) Supporting factors for the Independent Curriculum in Central Sulawesi Province are as follows: a) Availability of Adequate Funds, b) Timeliness of Fund Distribution, c) Transparency and Accountability, d) Government and Stakeholder Support, e) Adequate Infrastructure.

Abstract

The objective of this research is to investigate and assess how the principles of procurement for goods and services are put into practice in the Government of the Central Sulawesi Province. Through a qualitative research methodology, information was gathered from observation, interviews, and documentation with four chosen participants. The analysis was carried out in five distinct phases: data collection, data simplification, data demonstration, validation, and final thoughts. The evaluation of procurement principles is based on the criteria specified in Presidential Regulation No. 21 of 2021. The findings reveal that the core procurement principles such as transparency, accountability, openness, competition, and fairness, have not been fully implemented. Supporting factors include adequate facilities that comply with national procurement standards and a well-structured training model aligned with institutional needs. However, several challenges persist, including technical issues during tender announcements due to server disruptions, low participation rates during the registration phase, and limited responsiveness and personnel shortages during the job explanation stage. These findings highlight the need for improved infrastructure and administrative capacity to ensure effective and compliant procurement processes.

Abstract

Tujuan penelitian ini adalah untuk mengetahui dan menganalisis Peran Pemerintah Kabupaten Sigi Provinsi Sulawesi Tengah dalam Manajemen Pariwisata Berkelanjutan di Kabupaten Sigi, mengetahui dan menganalisis Peran Masyarakat Kabupaten Sigi Provinsi Sulawesi Tengah dalam Manajemen Pariwisata Berkelanjutan. Jenis penelitian ini adalah penelitian kualitatif. Hasil penelitian ini menyimpulkan Peran Pemerintah Kabupaten Sigi Provinsi Sulawesi Tengah dalam Manajemen Pariwisata Berkelanjutan sudah terlaksana dengan baik, Peran Masyarakat Kabupaten Sigi Provinsi Sulawesi Tengah dalam Manajemen Pariwisata Berkelanjutan belum maksimal terlaksana dan Peran Swasta Kabupaten Sigi Provinsi Sulawesi Tengah dalam Manajemen Pariwisata Berkelanjutan di Kabupaten Sigi yaitu menyediakan produk dan jasa, mempromosikan, dan berinvestasi. Penyediaan prasarana dan pengelolaannya di setiap objek wisata yang ada. Kemudian pihak swasta berperan dalam pengembangan objek wisata, penyediaan akomodasi, fasilitas. Keberhasilan peran swasta dalam pengembangan pariwisata di setiap objek wisata dapat dilihat dari semakin banyaknya kunjungan wisatawan, banyaknya pembangunan fisik dan fasilitas pendukung, serta jumlah tenaga kerja. Komunikasi yang efektif, mengutamakan musyawarah dalam penyelesaian masalah, sumber daya manusia yang profesional dan dana yang memadai. Diperlukan penguatan kapasitas masyarakat melalui program pelatihan manajemen pariwisata, pembentukan kelompok sadar wisata (POKDARWIS) di setiap desa wisata, dan pengembangan skema kemitraan strategis antara pemerintah, masyarakat, dan swasta untuk mewujudkan pariwisata berkelanjutan di Kabupaten Sigi.

Abstract

The study examines the effectiveness of employee income allowances at the Secretariat of the Regional People’s Representative Council of Central Sulawesi Province, addressing a research gap where prior studies mainly focused on technical budget distribution without linking it to performance in legislative institutions. This study aims to at evaluating this policy within a holistic framework covering budget realization, employee performance, and Civil Servants’ behavioral responses it applies a qualitative descriptive method using observations, interviews with six key informants, and document analysis. Effectiveness was measured by comparing budget realization and plans in line with the Decree of the Minister of Home Affairs Number 690,900,327 of 1996. Findings indicate that from 2021 to 2024, budget realization consistently exceeded 100%, demonstrating strong administrative alignment between planning and employee needs. However, this fiscal efficiency did not fully translate into improved performance quality due to challenges such as inadequate performance appraisal mechanisms, limited technology, and weak supervision. The study concludes that allowance effectiveness depends not only on budget absorption but also on integrated evaluation systems, adaptive leadership, and sufficient supporting infrastructure.
