<![CDATA[“The Area” merupakan salah satu lokasi Common Heritage of Mankind yang merujuk pada kawasan dasar laut yang tidak diklaim teritorinya oleh negara mana pun. Kawasan tersebut memiliki berbagai sumber daya alam seperti mineral dan energi yang sangat bermanfaat dalam kehidupan manusia. Hal ini menunjukkan bahwa negara ataupun organisasi dapat melakukan eksplorasi dan eksploitasi sebanyak-banyaknya tanpa ada aturan yang membatasi. Dalam mengatasi hal tersebut, dibentuklah International Seabed Authority (ISA) sebagai hasil dari UNCLOS 1982. Dengan kurang lebih 170 anggota, ISA menjadi badan yang membentuk aturan di kawasan “The Area” dan mengatur perilaku negara-negara yang hendak melaksanakan aktivitas eksplorasi dan eksploitasi di sana. Namun demikian, jalan ISA tetap dibarengi oleh peluang dan tantangan tersendiri. Tulisan ini menggunakan metode narrative review, yakni mengidentifikasi dan mengkaji literatur yang telah terbit sebelumnya sehingga menghasilkan penelitian yang baru. Hasil tulisan ini akan membahas bagaimana kawasan “The Area” menjadi minat besar negara-negara dan peluang serta tantangan bagi ISA dalam menstabilkan eksplorasi di sana. “The Area” is one of the Common Heritage of Mankind locations that refers to areas of the seabed that are not claimed by any country. The area has various natural resources such as minerals and energy that are very useful in human life. This shows that countries or organizations can explore and exploit as much as possible without any restricting rules. To address this, the International Seabed Authority (ISA) was established as a product of UNCLOS 1982. With approximately 170 members, the ISA is the body that forms the rules in “The Area” and regulates the behavior of countries that intend to carry out exploration and exploitation activities there. However, the ISA's path is accompanied by its own opportunities and challenges. This paper uses the narrative review method, which identifies and reviews previously published literature to produce new research. This paper will discuss how “The Area” became of great interest to countries and the opportunities and challenges for ISA in stabilizing exploration there.]]>
