Abstract

Baduy society belongs to the traditional society that allows it to be at the stage of a developing society. The shift in Baduy society is due to the development of the increasingly advanced times so that not only curiosity to the modern world, various new needs become one of the triggers of pikukuh baduy violations. The process of change occurs because of social relations where baduy people often interact with the outside community causing the mindset and orientation of baduy people towards the maturity of rationality of the needs of life. The phenomenon will be dissected by Emile Durkheim's theory, namely mechanical social solidarity and organic solidarity, as well as providing explanations related to indigenous pikukuh as social facts that influence the way baduy people act and think. The basis of this research is the assessment of the concepts and theories about the development of baduy society based on the search for literature contained from books and several articles that have been published. This approach was chosen to understand social phenomena or symptoms by focusing on a complete picture of the phenomenon studied.

Abstract

The purpose of this research is to describe and analyze farmer empowerment strategies in Pamulihan Sub-District, Sumedang Regency. Pamulihan sub-district has agricultural potential, especially food crops and various kinds of horticulture, so the Department of Agriculture and Food Crops of Sumedang Regency needs to optimize this potential through increasing agricultural productivity. This research uses qualitative methods with data collection techniques through interviews, observation, and documentation. Informants taken in this study included the Food Crops and Horticulture Division, Food Crops and Extension Division, Pamulihan area Technical Implementation Unit/Field Agricultural Extension Workers, and Farmers. The selection of informants used purpose sampling technique. After the data was collected, it was followed by data analysis, namely data reduction, data presentation and conclusion drawing. Then the data was tested for validity using triangulation of sources and techniques. This is intended so that the validity of the data can be trusted. The five aspects of community empowerment strategies, namely human resource development, group institutional development, productive business capital fertilization, and provision of appropriate information, were used as analytical tools. The results showed that the Department of Agriculture and Food Security office of Sumedang Regency has empowered farmers in Pamulihan Sub-district quite well, as evidenced by the increase in food crop and horticultural production. However, the Department of Agriculture and Food Crops have not been maximized in fertilizing productive businesses, and developing farmers' economic institutions.

Abstract

The establishment of the Village Fund Allocation, which is charged to the Regency/City Government, and the Village Fund, which is controlled by the central government, is expected to shift the position of villages from being passive-administrative entities to autonomous entities that are independent and competitive. Both should also be a breath of fresh air considering the actual conditions, Village Original Revenue has not been able to support the basic needs of villages in most parts of Indonesia. Unfortunately, this fiscal policy tends to push villages onto the stage of a conflict of interest between the central and regional governments. By conducting an analysis in the form of a literature review, this research shows that instead of villages becoming autonomous entities, villages are experiencing vacillation due to the tug of intererst between the central and regional governments, as well as interest groups such as central and regional legislators and smaller entities such as community organizations and the mass media. This condition is exacerbated by the pathology of the village bureaucracy, which tends to stagnate due to the inadequate quality of human resources, as well as the lack of supervision of budget use due to the absence of technical internal audit institutions at the village level, which has implications for the rampant practice of misusing the budget. In fact, Kabupaten Bandung has rich potential, especially in agriculture, tourism, and industry.
