Abstract

This research seeks to provide practical and theoretical guidance in the context of developing educational policies that always support positive transformations in the context of the learning process that uses the constructivism approach. This research is a qualitative research with a descriptive approach using secondary data sourced from books, the internet, and journals. Based on the results of the literature review from various sources, it shows that the constructivism approach in project-based learning not only pays attention to the needs of each student, but it is also relevant to educational policies that emphasize aspects of creativity, inclusion, independence, collaboration, and preparation of students in facing global challenges. The implementation of this policy reinforces a holistic vision of education that unites practical knowledge with 21st century skills development in line with national education goals. This is in accordance with Law No. 20/2003 on the National Education System in Indonesia which is oriented towards the importance of developing students' potential according to their interests and talents in order to optimally achieve national education goals. Abstract

Indonesia's increasing population, supported by rapid growth of motorized vehicles, poses serious challenges related to traffic congestion and environmental impacts. Geographical factors and economic growth reinforce this trend, especially in large cities such as Surabaya. However, slow road infrastructure development causes severe congestion. This study aims to describe the implementation of the obligation to provide parking tickets in accordance with Surabaya City Regional Regulation number 3 of 2018 in Surabaya City. This study uses a descriptive qualitative method using Jan Merse's theory and indicators. Data were collected through interviews, observations, and documentation. The results show that the information conveyed by the government and related agencies is quite good through social and print media. However, improvements are still needed in socialization and training to ensure good service to parking service users. In addition, the implementation of the contents of the Regional Regulation policy has not been optimal, especially regarding supervision and proof. Public support for this policy is quite good, but a review of several articles is needed to improve its effectiveness. Coordination between the government, private sector, and the community is the key to the success of implementing this policy. This study concludes that despite progress, there is still room for improvement in the implementation of parking policies in Surabaya City.

Abstract

The Indonesian government wants to equalise education in various regions. Starting in 2017, the Minister of Education has a policy that public schools can accept new students through the zoning pathway and ranked from the closest home to the school to the farthest according to the quota opened in that pathway. In addition to the zoning pathway, prospective applicants can take part in the selection through the achievement, affirmation, and parent/guardian transfer pathways. This research uses the theory of Policy Capacity by Xun Wu, M. Ramesh, and Michael Howlett. This research also uses a qualitative approach with a literature study method. The data collected comes from scientific journals, encyclopaedias, and other reliable sources relevant to the object discussed. The results of the research based on the data obtained show that although the selection is carried out quite strictly, there are still problems that occur during the process including data fraud or manipulation, illegal levies, lack of information to prospective new students and parents / guardians, and so on. Therefore, it is necessary to have an active role from the government and coordination with the school so that fraud and problems do not occur in the process of admitting new students in the following year
