Abstract

Penelitian ini bertujuan untuk mendapatkan gambaran mengenai tingkat partisipasi masyarakat dan faktor-faktor apa saja yang mempengaruhi partisipasi masyarakat dalam pembangunan di Negeri Rumahtiga, Kecamatan Teluk Ambon. Metode yang di gunakan dalam penelitian ini adalah pendekatan deskriptif kuantitatif. Populasi dalam penelitian ini adalah masyarakat Negeri Rumah tiga dengan total jiwa sebanyak 11.493 jiwa. Teknik pengambilan sampel dalam penelitian ini menggunakan Judgement Sampling dengan jumlah sampel sebanyak 77 sampel. Data yang digunakan dalam penelitian ini adalah data primer dan sekunder yang diperoleh dari secara langsung melalui kuesioner dan wawancara. Hasil penelitian ini menunjukan bahwa, (1) tingkat partisipasi masyarakat dalam pembangunan di Negeri Rumahtiga, Kecamatan Teluk Ambon pada tahap perencanaan memiliki tingkat partisipasi sedang, pada tahap pelaksanaan memiliki tingkat partisipasi tinggi, pada tahap pemanfaatan hasil memiliki tingkat partisipasi tinggi dan pada tahap evaluasi/monitoring memiliki tingkat partisipasi sedang, (2) faktor-faktor yang mempengaruhi partisipasi masyarakat dalam pembangunan di Negeri Rumahtiga, Kecamatan Teluk Ambon yaitu faktor internal meliputi kesadaran diri dan pendidikan, serta faktor eksternal meliputi kepemimpinan dan fasilitas. Saran dalam penelitian ini adalah partisipasi masyarakat perlu ditingkatkan dalam pembangunan di Negeri Rumahtiga

Abstract

This study aims to analyze and describe the performance of the General Election Commission (KPU) of Maluku Province in organizing the 2024 Presidential Election, and the influencing factors in Ambon City. The research problems addressed in this study are: 1) How is the performance of the KPU of Maluku Province in organizing the 2024 Presidential Election? and 2) What are the supporting and inhibiting factors in Ambon City? The study involved 14 informants. The research method used is a descriptive qualitative approach, with data collection techniques including interviews, observation, and documentation. Data were analyzed using descriptive qualitative analysis techniques. The findings show that the performance of the KPU of Maluku Province in organizing the 2024 Presidential Election in Ambon City is in good condition, based on dimensions such as work responsiveness, work accountability, work effectiveness, and work efficiency. This performance is influenced by factors such as human resources (HR), technological support, collaboration with stakeholders, and community participation.

Abstract

This research is a qualitative descriptive study aimed at understanding and analyzing the performance of the Secretariat employees at the Ambon City General Election Commission (KPU) in 2024. The study was conducted at the Ambon City KPU. The data collection techniques used were observation, interviews, and documentation with a total of 10 informants who were considered directly involved in the role of the Secretariat employees’ performance in organizing the local election. The results of this study indicate that the performance of administrative services is not yet optimal or has not been implemented properly. This can be seen from the research findings regarding service standards, which include several indicators: service procedures, completion time, facilities and infrastructure, and the competence of service officers. The study concludes that improvements are needed in discipline, knowledge, skills, and expertise of the officers so that the service process can be carried out effectively.
