Abstract

Sharia-compliant hotels in Indonesia are increasingly challenged to maintain religious integrity while embracing digital transformation. This study investigates how transformational leadership supports the integration of digital technologies in accordance with Islamic principles, recognising that although leadership is not explicitly regulated, the operational guidelines provide a normative framework that leaders are expected to interpret and implement in practice. A qualitative observational approach was employed. Data were collected from nine Sharia hotels in Makassar and Malang. The data were analysed using a six-phase thematic analysis framework, which enabled the systematic identification, coding, and interpretation of patterns across the entire dataset. The findings reveal that transformational leadership, which is characterised by visionary direction, motivational influence, and supportive engagement, is crucial in aligning technological adaptation with Sharia values. Hotels with stronger leadership adherence to Islamic ethics were more adherent in implementing digital tools that uphold modesty, halal standards, and moral conduct. Conversely, hotels lacking in consistent leadership practices showed weaker integration of both digital systems and Sharia compliance. Transformational leadership is essential in harmonising innovation and Islamic values. The findings of this study provide practical implications for Sharia hotel managers and policymakers to integrate transformational leadership with digital strategies so that technological innovation can enhance competitiveness without compromising adherence to Sharia principles.

Abstract

Penelitian ini bertujuan untuk melihat sejauh mana kebijakan pengelolaan Kawasan mangrove Tongk-tongke yang dilakukan oleh Pemerintah Kabupaten Sinjai dalam rangka meningkatkan taraf penghidupan dari masyarakat di sekitarnya. Metode penbelitian yang digunakan adalah kualitatif deskriptif dengan Teknik pengumpulan data melalui obsevasi, wawancara dan pengumpulan dokumen. Hasil penelitian penunjukkan bahwa kebijakan dalam pengelolaan Kawasan Wisata Tongke-tongke belum optimal dilakukan oleh pemerintah setempat karena masih adanya kesenjangan dalam pengelolaan kawasan tersebut seperti minimnya pelibatan UMKM, belm optimalnnya pengelolaan wilayah pesisir dan laut, walaupun sudah ada kerjasama namun kerjasama itu belum melibatkan pihak lain sehingga berdampak pada masih lambatnya peningkatan ekonomi masyarakat sehingga dibutuhkan sebuah kebijakan dan kerjasama bukan hanya Pemerintah dan Masyarakat tapi juga pihak lain seperti pihak swasta, organisasi yang peduli terhadap kawasan pesisir pantai dan organisasi lainnya adalah dengan menetapkan Kawasan tersebut sebagai lahan konservasi untuk melindungi Kawasan tersebut dari eksploitasi dan kerusakan yang berlebihan. Melakukan edukasi kepada masyarakat mengenai pentingnya menjaga kelestarian kawasan dan bagaimana mengelola sumber daya alam secara berkelanjutan serta mengkampanyekan pentingnya menjaga lingkungan kawasan tongke tongke kepada seluruh masyarakat setempat.

Abstract

This study aims to evaluate the effectiveness of NTPD 112 public services in supporting the implementation of Sombere' Smart City in Makassar City, using the theory of service responsiveness. NTPD 112 is an emergency service provided to respond to public reports quickly and effectively. In this study, various indicators of service responsiveness were analyzed, including response time, speed of resolution, quality of interaction, level of problem solving, service accessibility, and customer satisfaction. Qualitative research methods were used through a library research approach and literature studies combined with field data analysis through interviews and surveys of respondents who use the NTPD 112 service. The results showed that NTPD 112 performed quite well in responding to emergency reports with an average response time of 7 minutes. However, there were several obstacles in handling non-emergency reports, especially in terms of coordination between agencies and service accessibility in certain areas. Public satisfaction with NTPD 112 services reached 75%, reflecting a positive response even though there were several areas of improvement, such as improving officer communication skills and developing a more accessible reporting system. Recommendations are provided to optimize response time and quality of interaction through the use of information technology and officer training. Overall,
