Abstract

The review explores the significance of the SAKIP System, focusing on the Secretariat General of the Indonesian House of Representatives, examining both practical and theoretical aspects. An accountability index of 67.46 emerged, resulting in a "B" predicate. This finding reveals a notable discrepancy compared to the target of 75.00, highlighting a gap between theoretical frameworks and practical implementation of accountability. The research employs a qualitative descriptive methodology, utilizing a desk study to analyze audit data and interpret the findings. Results emphasize the necessity for a collaborative approach to enhance transparency and accountability in the internal audit process. Such attributes play a vital role in strengthening the virtue of programs or outputs produced through audits. The study suggests that accountability goes beyond formal procedures, representing a dynamic interaction among institutions that can bolster legitimacy in practice. Additionally, it fosters a culture of continuous improvement in Government performance. Ultimately, this research contributes to the discourse on accountability by promoting a more integrated and participatory approach within Government operations.

Abstract

This study discusses SIDUMAS, a digital platform developed by the Indonesian House of Representatives (DPR-RI), to accommodate public aspirations and complaints. The goal is to strengthen communication and transparency between legislative institutions and citizens. Although this platform brings several advantages, such as faster processes and easier access, many people still have not utilized it. It shows a gap between the government’s enthusiasm in building a digital system and the public’s readiness to use it. The results revealed that low digital literacy, lack of information about SIDUMAS, and low trust in legislative institutions are the main factors that hinder public participation. Therefore, the success of this service is highly dependent on efforts to improve digital understanding, build trust, and socialize this platform comprehensively. Finally, this study contributes to how the application of technology, such as SIDUMAS, can be utilized in public services and various government institutions, more specifically, considering the community’s user preferences. This finding also underlines that digital innovation is not enough just to be available; it must be adapted to the community’s social conditions and be easily accessible to all groups.

Abstract

Nyeri Punggung Bawah (NPB) adalah suatu sindroma nyeri pada ekstremitas atas yang terjadi pada region punggung bagian bawah yang merupakan akibat dari berbagai sebab. Secara ekonomi industri pabrik rumahan gula merah akan berdampak positif terhadap penciptaan lapangan kerja dan peningkatan kesejahteraan masyarakat sekitar, kondisi ini sangat membantu kebutuhan hidup sehari-hari. Berdasarkan The Global Burden of Disease 2010 Study (2010), dari banyaknya 291 penyakit yang diteliti, NPB merupakan penyumbang terbesar kecacatan global. Penelitian ini bertujuan untuk mengetahui faktor yang berhubungan dengan keluhan nyeri punggung bawah pada pekerja pabrik rumahan pembuat gula merah di Desa Banyuwangi Kabupaten Luwu Utara. Jenis penelitian ini adalah penelitian kuantitatif dengan metode Cross Sectional Study. Pengambilan sampel menggunakan metode total sampling Sampel penelitian sebanyak 58 orang. Data diambil dengan menggunakan kuesioner berdasarkan The Pain And Distress Scale (William J.K Zung, 1993) selanjutnya dianalisis dengan menggunakan uji Chi-square pada tingkat kepercayaan 95% (α=0,05). Hasil penelitian diperoleh bahwa ada hubungan yang signifikan antara variabel umur, masa kerja, beban kerja dan sikap kerja dengan keluhan nyeri punggung bawah dengan nila (ρ value=0,000). Sedangkan untuk lama kerja tidak dapat diuji analisis karena semua pekerja memiliki lama kerja yang sesuai standar (<8 jam/hari). Kesimpulan dalam penelitian ini yaitu pada variabel umur, masa kerja, beban kerja dan sikap kerja terdapat hubungan yang signifikan terhadap keluhan nyeri punggung bawah pada pekerja pabrik rumahan pembuat gula merah. Sedangkan lama kerja, tidak dapat dianalisis karena semua pekerja memiliki lama kerja yang sesuai dengan standar. Disarankan kepada peneliti selanjutnya sebaiknya meneliti faktor lain yang dapat mempengaruhi terjadinya keluhan nyeri punggung bawah.

Abstract

This study tested collegial collective leadership in the Indonesian Parliament and its influence on institutional capacity within a coalition-based political system. It ex- plores whether parliamentary leadership effectiveness stems from individual author- ity or from structured, collective mechanisms embedded in partisan dynamics, and adapts the transformational leadership theory to a legislative context. This research employs a qualitative descriptive approach and content analysis, drawing on sec- ondary sources, notably peer-reviewed articles. Data were collected from databases, namely Scopus, Web of Science, and Google Scholar, using keywords such as “colle- gial leadership,” “collective leadership,” “parliament,” “transformational leadership,” and “institutional capacity.” Findings reveal a hybrid leadership model: authority is formally shared among the Speaker and deputy speakers and exercised through com- missions, inter-faction consultations, and plenary consensus, but coalition strength strongly shapes the policy outcomes. Transformational leadership dimensions appear institutionally: idealized influence and inspirational motivation are dispersed across party hierarchies; individualized consideration is limited; and intellectual stimulation, embedded in commission scrutiny and iterative policy review, most strongly enhances the institutional capacity. The study concludes that parliamentary leadership depends on structured deliberation, coordination, and coalition stability rather than on charis- matic authority. Institutional strengthening requires the reinforcement of deliberative procedures, transparent coordination, and systematic learning mechanisms.

Abstract

Public trust and institutional transparency are primary foundations for healthy democratic governance. In the Indonesian parliament (DPR-RI), public concern has arisen over the lack of transparency regarding parliamentarians’ educational backgrounds. This essay tested the level of educational disclosure among parliamentarians and its implications for institutional governance. The approach used is descriptive-qualitative, and content analysis based on secondary data. The results indicate that the proportion of members listing advanced education remains limited, and some profiles are incomplete. It raises questions about parliamentarians’ readiness to address the complexities of public policy and underlines the need for greater transparency. The lack of educational disclosure has the potential to impact public perceptions of meritocracy and accountability as the foundations for parliamentary capacity in Indonesia. In summary, these findings recommend strengthening internal regulations to require comprehensive disclosure of educational backgrounds and developing members’ capacity in law, public policy, and other fields relevant to addressing the country’s issues. It can strengthen legislative quality and support democratic governance.
