Abstract

Waste management in the school environment has significant challenges, especially in creating student participation in solving environmental problems. Based on research, waste produced from human activities can be differentiated between organic and inorganic waste. Effective management involves organizational components, management and operational techniques that comply with national standards. The Healthy School Movement (GSS) program has encouraged schools to be more active in waste management, where the concept of GAMES (Garbage Collection Movement) plays an important role in increasing student participation. Through this program, students are not only invited to collect waste, but also contribute to the processing process, such as recycling plastic waste into valuable works of art. Even though there are physical limitations for some students with special needs, they still participate in this activity, a demonstration that inclusive education can create a positive impact not only on individuals but also on the surrounding environment. The results of this research show that activities that involve students physically and psychologically can strengthen their sense of responsibility towards the environment and increase awareness of the importance of good waste management in schools.

Abstract

Abstract: Teacher performance management plays a strategic role in improving learning quality, especially in Special Schools (SLB) that face complex challenges related to the needs of students with special needs. The utilization of the Ruang GTK application has become an important effort to support teacher professionalism through structured planning, implementation, evaluation, and follow-up of performance. This study aims to analyze how the implementation of the Ruang GTK application can enhance teacher performance management and learning quality in SLBs, as well as to identify supporting factors and challenges affecting its effectiveness. The theoretical foundation includes Armstrong’s (2020) performance management, Deming’s PDCA (Plan, Do, Check, Act) cycle emphasizing continuous improvement through systematic evaluation, and the Technology Acceptance Model (TAM), which explains how perceived ease of use and usefulness influence teachers’ adoption of technology. This qualitative study employed a case study approach in SLB Muhammadiyah, Bandung, and SLB C Tut Wuri Handayani, Cimahi. Data were collected through in-depth interviews, classroom observations, administrative documents, and reflective notes from teachers and school principals, then analyzed thematically. The findings indicate that the effectiveness of implementing the Ruang GTK application is highly influenced by school context, including digital infrastructure availability, teachers’ technological literacy, the relevance of learning content for students with special needs, and support from principals and the social environment. Challenges include limited devices, uneven digital competence, and evaluation formats that are not fully operational. Nevertheless, the application effectively assists teachers in planning, documenting performance, conducting evaluations, and providing professional reflection opportunities. The study concludes that digital-based teacher performance management depends not only on the system but also on the synergy among educational actors, from government policymakers and school principals to teachers as the primary implementers. By adjusting implementation strategies according to the characteristics of each school, the Ruang GTK application has the potential to become a key instrument in improving teacher competence and learning quality in SLBs. Abstrak: Manajemen kinerja guru memegang peran strategis dalam meningkatkan kualitas pembelajaran, terutama di Sekolah Luar Biasa (SLB) yang menghadapi tantangan kompleks terkait kebutuhan peserta didik. Pemanfaatan aplikasi Ruang GTK menjadi salah satu upaya penting untuk mendukung profesionalisme guru melalui perencanaan, pelaksanaan, evaluasi, dan tindak lanjut kinerja secara terstruktur. Penelitian ini bertujuan untuk menganalisis bagaimana implementasi aplikasi Ruang GTK dapat meningkatkan manajemen kinerja guru dan kualitas pembelajaran di SLB, serta mengidentifikasi faktor pendukung dan kendala yang memengaruhi efektivitasnya. Landasan teori penelitian ini mencakup manajemen kinerja Armstrong (2020), siklus PDCA (Plan, Do, Check, Act) Deming yang menekankan perbaikan berkelanjutan melalui evaluasi sistematis, serta Technology Acceptance Model (TAM) yang menjelaskan pengaruh persepsi kemudahan dan manfaat terhadap adopsi teknologi oleh guru. Penelitian menggunakan pendekatan kualitatif dengan metode studi kasus di SLB Muhammadiyah Kota Bandung dan SLB C Tut Wuri Handayani Kota Cimahi. Data dikumpulkan melalui wawancara mendalam, observasi kelas, dokumen administrasi, serta catatan reflektif guru dan kepala sekolah, kemudian dianalisis secara deskriptif tematik. Hasil penelitian menunjukkan bahwa efektivitas implementasi aplikasi Ruang GTK sangat dipengaruhi oleh konteks sekolah, termasuk ketersediaan infrastruktur digital, literasi teknologi guru, relevansi konten pembelajaran bagi Anak Berkebutuhan Khusus (ABK), serta dukungan kepala sekolah dan lingkungan sosial. Kendala yang muncul meliputi keterbatasan perangkat, ketidakmerataan kompetensi digital, dan format evaluasi yang belum sepenuhnya operasional. Meski demikian, aplikasi Ruang GTK terbukti membantu guru dalam menyusun perencanaan, mendokumentasikan kinerja, melakukan evaluasi, serta menyediakan ruang refleksi profesional. Temuan penelitian menegaskan bahwa manajemen kinerja guru berbasis aplikasi digital tidak hanya bergantung pada sistem, tetapi juga pada sinergi antaraktor pendidikan, mulai dari pemerintah sebagai penyusun kebijakan, kepala sekolah sebagai pengelola, hingga guru sebagai pelaksana utama. Dengan penyesuaian strategi implementasi sesuai karakteristik masing-masing sekolah, aplikasi Ruang GTK berpotensi menjadi instrumen penting dalam meningkatkan kompetensi guru dan kualitas pembelajaran di SLB.
