Abstract

This study examines the topic of Institutional Revitalization: Realizing the Synchronization of Regional Legislative Programs with Local Government Work Plans in Gorontalo, Indonesia. The thesis statement of the research is that the initial conditions, institutional design, leadership, and collaborative governance process will run optimally when institutional revitalisation is carried out between the Regional People's Representative Council and the Gorontalo Provincial Government so that it can achieve harmony between the main points of thought and the Regional Government Work Plan. The research method uses a qualitative approach. The results of the study show that between the Regional People's Representative Council and the Gorontalo Provincial Government have not established effective communication for the planning process, in this case there are different visions and goals to prioritize the interests of the community; aspects of Leadership, based on research findings that ineffective leadership has an impact on lack of integration between institutions, ineffective internal and external supervision, and weak collaboration between stakeholders; The collaboration process, in accordance with the findings of the research that there are political interests, sectoral ego, lack of effective coordination, lack of commitment, unclear direction and objectives, lack of monitoring and evaluation, lack of public understanding of the division of authority, disconnected communication between government units, lack of involvement of the Regional People's Representative Council in the Planning Process, and mismatch of goals between the Regional People's Representative Council and the Government Province so that the collaboration process has not been maximally achieved. Based on the research findings, in harmonising the Ideas of the Regional House of Representatives and the Regional Government Work Plan in Gorontalo Province, institutional revitalisation in collaborative governance is needed so that the initial conditions, institutional design, leadership and collaboration process between institutions can be achieved effectively.

Abstract

Penelitian ini menganalisis penerapan collaborative governance dalam perencanaan pembangunan di Provinsi Gorontalo, khususnya penyelarasan antara Pokok-pokok Pikiran DPRD dan Rencana Kerja Pemerintah Daerah (RKPD). Dengan pendekatan kualitatif, data diperoleh melalui wawancara, observasi, dan analisis dokumen, serta divalidasi dengan triangulasi dan FGD. Hasil penelitian menunjukkan tantangan berupa kurangnya koordinasi, desain kelembagaan yang lemah, dan pengaruh ego sektoral. Namun, harmoni kebijakan dapat dicapai melalui kepercayaan, transparansi, dan kolaborasi yang inklusif. Penelitian ini merekomendasikan penguatan kelembagaan, kepemimpinan visioner, dan pelibatan publik untuk menghasilkan perencanaan pembangunan yang efektif dan responsif. Temuan ini memberikan kontribusi terhadap pengembangan praktik kepemerintahan di Indonesia.

Abstract

This research is entitled The Essence of the Main Thoughts of the DPRD in Equitable Regional Development, with the formulation of the problem: what is the development planning process in Gorontalo Province?, what is the process for preparing the Main Thoughts (POKIR) of the DPRD?, how is the process for preparing the Regional Government Work Plan (RKPD) )?, what are the steps for synchronizing POKIR with the RKPD in Gorontalo Province?. While the research method used is a qualitative method. The Main Thoughts (POKIR) DPRD is a program of regional development activities obtained by DPRD members based on minutes of meetings, hearings, or the results of absorption of aspirations through recess, which are then entered into the Regional Government Information System (SIPD) in the form of Programs and Activities. This is done considering the existence of the DPRD as the representative of the people who are expected to accommodate and accept the various aspirations of the citizens so that their difficulties are resolved and their needs are met. Of course, the community expects the DPRD's role to continue and fight for their aspirations to receive a budget or improve facilities from the government. The topic of discussion regarding the essence of the DPRD's main thoughts in the distribution of regional development will be directed to the discussion on the active role of the DPRD in absorbing, accommodating, and fighting for the aspirations of the citizens, which are outlined in the Regional Revenue and Expenditure Budget (APBD).
